RUSSELL COUNTY OPP LAY CHARGE IN SEXUAL ASSAULT
(CASSELMAN, ON) – On September 18, 2019, officers from the Russell County Crime Unit of the Ontario Provincial Police (OPP) arrested a male in connection with a sexual assault, which is alleged to have happened at a local reflexology office on September 11, 2019.
Francois COALLIER, 55-years-old of Casselman, Ontario was arrested and charged with:
- Sexual Assault CC 271
The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal on October 9, 2019.
Police are attempting to identify any other possible victims of similar crimes. RUSSELL COUNTY OPP WEEKLY CALLS FOR SERVICE
September 16 – September 22, 2019
(EMBRUN, ON) – During the week of September 16 through to September 22, 2019, officers with the Russell County Detachment of the Ontario Provincial Police (OPP) responded to 366 calls for service. The calls for service included:
Stunt driver charged
On September 9, 2019 at approximately 3:30 p.m., the Russell County OPP detachment commander was travelling eastbound on Highway 417 near the McCrimmon exit. The officer observed a vehicle travelling at an excessive rate of speed behind him and obtained a speed reading of 209 km/h.
As a result of the investigation, a 20-year-old male, from Ottawa, Ontario was charged with:
- Race a motor vehicle – Excessive Speed HTA 172(1)
The accused received a seven day driver’s license suspension and the vehicle was also impounded for seven days.
Motor vehicle collision leads to impaired charges
On September 19, 2019 at approximately 8:00 p.m., Russell County OPP officers responded to a vehicle versus all-terrain vehicle (ATV) collision on Route 900 West in The Nation Township. The ATV driver and passenger failed to remain at the scene and were located not long after by the officers. Minor injuries were assessed by the Prescott-Russell Emergency Medical Services (EMS) at the scene.
During the investigation, the officers determined that the ATV driver had been consuming alcohol and was impaired.
As a result of the investigation, Raymond Erick LAVIGNE, 45-years-old, from Crysler, Ontario was arrested and charged with:
- Operation while impaired – alcohol and drugs CC 320.14(1)(a);
- Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b);
- Failure to stop after accident CC 320.16(1);
- Operation while prohibited CC 320.18 (three counts);
- Fail to remain HTA 200(1)(a);
- Fail to report accident HTA 199(1);
- Careless driving HTA 130(1) and
- Driving while under suspension – while suspended under HTA Sec 41/42 HTA 53(1.1)
The accused received a 90 day driver’s license suspension and the ATV was also impounded for seven days.
The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal on September 26, 2019.
Suspicious person call leads to numerous charges
On September 19, 2019, at approximately 9:30 p.m., a Stormont Dundas and Glengarry (SD&G) OPP officer responded to a suspicious person incident on Colmar Street in Embrun, Ontario to assist Russell County officers.
The investigation revealed that numerous altercations occurred between a male and various people.
As a result of the investigation, Liam Kevin BOLAND-BLACHE, 18 years-old, from Embrun, Ontario was arrested and charged with:
- Assault CC 266 (two counts);
- Possession of weapon for dangerous purpose CC 88;
- Causing a disturbance CC 175(1)(a);
- Mischief – destroys or damages property CC 430(1)(a);
- Trespassing at night CC 177;
- Resist peace officer CC 129(a);
- Assault a peace officer while carrying a weapon CC 270.01(1)(a) and
- Break, enter a dwelling house with intent to commit indictable offence CC 348(1)(a) (two times)
The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal on October 16, 2019.
Traffic complaint leads to impaired charges
On September 20, 2019, shortly before 8:45 p.m., Russell County OPP officers responded to a traffic complaint on Highway 417 Westbound near the Rockdale Road exit, Ontario resulting with an Ontario driver being arrested.
During the investigation, the officer determined that the male had been consuming alcohol and was impaired.
As a result of the investigation, Roman POPADIOUK, 62-years-old, from Ottawa, Ontario was charged with:
- Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)
- Operation while impaired – alcohol and drugs CC 320.14(1)(a)
The accused received a 90 day driver’s license suspension and the vehicle was also impounded for seven days.
The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal on October 16, 2019.
