Calls for Service

Kingston Police had 128 calls for service during the 24 hour period starting from 5:00 a.m. on June 27, 2017. Of these, 89 calls occurred in the city central area, 20 in the west end, 5 in the east end, and 4 north of Highway 401. Some of these included:

  • 10 domestic calls
  • 2 assault calls
  • 5 harassment calls
  • 2 fight/disturbance calls
  • 8 undesirable calls
  • 4 alarm calls
  • 1 neighbour dispute call
  • 5 noise complaints
  • 1 Mental Health Act call
  • 2 medical assist calls
  • 5 assist citizen calls
  • 1 break and enter call
  • 9 theft calls
  • 1 shoplifting call
  • 2 theft of vehicle call
  • 1 mischief call
  • 8 motor vehicle collisions
  • 1 impaired driving call
  • 8 driving complaints
  • 7 suspicious activity calls
  • 1 panhandling call
  • 2 drug calls

There were 6 individuals arrested within the last 24 hours including 4 men and 2 women, between 23 and 54 years of age, for the following: assault, mischief, assault cause bodily harm, uttering death threats, and disobey court order. Five persons were arrested on outstanding warrants.

Officers Respond to Hang-Up 911 Calls, Woman Arrested

A 30-year-old local woman was arrested after officers responded to 911 calls and discovered she had assaulted her husband.

On June 28, 2017 at approximately 1:00 a.m. police received two hang-up 911 calls from an east end address. Officers responded and met the victim and a child in a vehicle outside the residence. The victim had minor injuries to his mouth.

Officers learned the accused had become angry with the accused over new friendships he had formed. The accused started yelling and screaming at the victim and as he tried to leave, she smashed property and assaulted him. The victim attempted to call 911 but the accused intervened, at which point the victim fled the residence with their child. Further investigation revealed the accused had damaged tires on the victim’s vehicle earlier this month.

The accused was arrested and transported to police headquarters where she was held to attend a bail hearing the following day.

The accused was charged with assault and two counts of mischief.

UPDATE – Bomb Hoax under Investigation

A 54-year-old Toronto woman has been charged in relation to the April 2017 bomb hoax.

On April 27, 2017 Kingston Police responded to a bomb threat at 279 Wellington Street. After the threat was deemed a hoax Detectives from the Major Crime Unit began an extensive investigation. Detectives were able to identity the caller and a warrant was issued. During the course of the investigation the accused made a direct threat to Detectives that she wanted to kill a Judge.

On June 27, 2017 the accused was arrested in Toronto by Kingston Police Detectives. She was transported to police headquarters where she was held to attend a bail hearing the following day.

The accused was charged with mischief and uttering death threats.

Original Release

On April 27, 2017 at approximately 10:00 a.m. Kingston Police Emergency Response Unit along with Patrol Officers responded to 279 Wellington Street regarding a bomb threat. Information had been received that a bomb was in the cafeteria. The threat had been left on the voicemail of a staff member of the court.

The building was safely evacuated and officers contained the area until a thorough search could be completed.

No bomb was found and the threat was deemed a hoax. Major crime will continue to investigate the incident and criminal charges will be laid upon identification of the persons responsible.

Man Suddenly Turns Violent and Assaults New Friends

A 27-year-old Kitchener man was arrested on a warrant after assaulting two Kingston woman he befriended earlier in the evening.

On June 15, 2017 the victims met the accused through friends and they spent the evening attending various bars in the downtown area. At approximately 2:45 a.m. the group took a taxi to one of the victim’s residence.

After some time had passed the accused became enraged and began accusing the victims of taking his money. As one victim attempted to leave the room the accused punched her in head hard enough that she fell to the floor. The accused then turned his attention to the second victim and punched her in the head causing her to fall as well. During the assaults the accused threatened to kill them. The accused left the residence and police were called.

Both victims required medical attention. The first victim suffered serious injuries. The accused whereabouts were unknown and a warrant for his arrest was issued.

On June 27, 2017 the accused was arrested in Waterloo Region and later transported to Kingston police headquarters where he was held to attend a bail hearing the following day.

The accused was charged with assault cause bodily harm, assault, and two counts of uttering death threats.

Happy Canada Day 150

Canada’s big 150th is approaching quickly and no doubt most of us have plans for celebrations with family, friends and neighbours. Some of these plans will most likely include enjoying a few cold beverages as we all get together. Kingston Police want to remind everyone to plan your transportation needs ahead of time. This can prevent the foolish and dangerous decision to drive after a few drinks, it is just not worth it! Please do not drink and drive a vehicle or operate a boat and for those of you who witness impaired driving, call 9-1-1.

We are also asking members of our community to be observant and aware and if you see something or someone that doesn’t seem quite right – say something. You may be the only one who noticed something or someone suspicious.

ASSAULT WITH A WEAPON

Cornwall, ON – Aaron Collins, age 29, of Cornwall, was arrested on June 28, 2017. It is alleged that on this date he engaged in a text message argument with two individuals who were known to him. The argument escalated when he attended a residence they were visiting and confronted them. He pushed the one individual, knocking him over, and then struck him in the head with a metal object. The other individual stepped in to prevent the assault from continuing and was struck in the arm and head with the metal object, then pushed aside. The home owner intervened and directed Mr. Collins to leave, and he did. Police were contacted and an investigation was conducted. He was subsequently charged with 2 counts of Assault and 2 counts of Assault with a weapon. He was released to appear in court on August 10, 2017. There were minor injuries as a result of the assaults.

THREATS AND ASSAULT WITH A WEAPON

Cornwall, ON – Sarina Gonsalves, age 39, of Cornwall, was arrested on June 26, 2017. It is alleged that on this date she approached a neighbour wanting to talk. The neighbour declined to speak with her. Ms Gonsalves produced a knife and moved toward her neighbour threatening to stab her. Another neighbour intervened to assist and she fled the area returning to her residence. Police were contacted and an investigation was conducted. She was subsequently charged with Assault with a weapon, Possession of a dangerous weapon, and 2 counts of Threats. She was held for a Bail Hearing. There were no injuries as a result of this incident.

RUSSELL #OPP Body on Side of 417 – Mile 88 WESTBOUND CLOSED July 2 , 2017

(RUSSELL COUNTY, ON) – On July 2, 2017 at approximately 2:30 p.m. officers from the Ontario Provincial Police (OPP) Russell County detachment responded to a report of a deceased person on the shoulder portion of westbound Highway #417 near mile marker 88.

Upon arriving on scene the officers located human remains. The investigation is continuing with the assistance of the Forensic Identification Services (FIS), Technical Traffic Collision Investigators (TTCI), Unmanned Aerial System (UAS) and members from the Russell County Crime Unit.

The investigation is in the preliminary stages and an update will be issued when accurate and confirmed information becomes available

OPP currently have Highway #417 westbound closed at mile marker 88 and the on-ramp at mile marker 79. Detours are in effect.

There were 24 individuals arrested from June 30 to July 3, 2017 including 16 men and 8 women, between 16 and 58 years of age, for the following: assault, assault with a weapon, assault police, resist arrest, robbery, mischief, possession of stolen property, transportation fraud, theft under $5000, unlawfully in a dwelling, utter threats to cause death, harassment, public intoxication, breach recognizance, and breach of probation. Three persons were arrested on outstanding warrants.

Two Arrested after Man Squeals Tires in Stolen Truck

A 31-year-old local man and a 31-year-old local woman were both arrested after a traffic stop for squealing tires.

On July 3, 2017 at approximately 11:15 p.m. the 31-year-old man was driving a stolen truck in the area of King Street West and Portsmouth Avenue. The woman and another male party were passengers in the vehicle. The driver drew the attention of a nearby patrol officer by squealing the tires. The officer conducted a traffic stop and quickly discovered the vehicle was stolen.

The woman was found to be breaching her probation by associating with the driver and the male passenger. The woman was also found to be in possession of a stolen cheque.

The driver and the woman were both arrested and transported to police headquarters where they were held to attend a bail hearings.

The driver was charged with possession of stolen property and breach of probation. The woman was charged with possession of stolen property and two counts of breach probation.

Woman Calls Victim before Vandalizing his Truck

A 49-year-old local woman was arrested after calling the victim (husband) and then damaging his personal vehicle.

On July 3, 2017 at approximately 10:00 p.m. the victim responded to a phone call from the accused to check on his truck. When the victim arrived the accused proceeded to smash out a tail light with a wrench and scratch the vehicle. During a struggle over the wrench the victim suffered an injury to his wrist. The two argued and eventually separated.

At approximately 2:45 a.m. police found the accused sitting on the front porch of her residence. The accused tried to flee from officers by running into the house and then she resisted arrested by trying to pull away from the officers.

The accused was transported to police headquarters where she was held to attend a bail hearing.

The accused was charged with assault with a weapon, mischief and resist arrest.

Driver Bites Pedestrian during Road Rage Incident

A 58-year-old local man has been arrested after biting a pedestrian who yelled at him.

On July 1, 2017 at approximately 2:30 p.m. officers responded to the area of Johnson Street and King Street regarding a road rage incident. Officers learned the victim had tried to cross the road when the accused allegedly ran a red light. The victim yelled at the accused that he had run a red light at which point the accused got out of his vehicle and called the victim on to fight. The accused then lunged at the victim and bit his nose. The accused jumped back in his vehicle and left the area.

On July 3, 2017 at approximately 6:45 p.m. the accused turned himself in at police headquarters. The accused was arrested and later released on conditions with a future court date.

The accused was charged with assault.

Man and Woman Arrested After Trying to Skip Out on Taxi Fare

A 28-year-old local man and a 26-year-old local woman were both arrested after an attempt to skip out on a taxi fare, escalated into an assault.

On July 2, 2017 at approximately 4:00 a.m. the two accused took a taxi to an address Concession Street. When they did not have enough money to pay the fare the taxi driver advised his dispatch and the victim (another taxi driver) attended the location. The male accused then attempted to flee and when the victim followed the accused stopped and punched the victim in the face. The accused also picked up a piece of wooden board and threw it at the victim.

Police were called and located both accused nearby. The male was arrested without incident, however the female provided a false name and then attempted to resist arrest. Both were transported to police headquarters where the female accused continued to be un-cooperative and bit an officer’s finger.

Both accused were held to attend bail hearings. Both were charged with transportation fraud. The male was additionally charged with assault, and assault with a weapon. The female was additionally charged with resist arrest, assault police and breach recognizance.

Victim Robbed by Friend after Offering to Share his Food

A 16-year-old local youth and a 19-year-old local man have both been arrested after robbing the youth’s friend.

On June 30, 2017 at approximately 1:15 a.m. after chatting online the victim met up with the accused (16-year-old friend) in the area of Princess Street and Drayton Avenue. The victim was carrying a bag of food which he had intended to share with the accused. The victim placed his wallet with a large quantity of cash inside the bag.

As the two left the area and walked north down an alleyway the second accused (male unknown to the victim) jumped out from behind a building. The male accused made a remark about the victim’s money and then attacked the victim. The victim fell to the ground and the male accused continued the assault. During the attack, the bag of food ripped open and the victim’s wallet fell out and his cash spilled out.

The two accused gathered up the bills and fled. Officers tracked the two accused to the youth’s residence and at approximately 10:45 a.m. both were arrested. Both accused were transported to police headquarters where they were held to attend bail hearings.

Both accused were charged with robbery. The male accused was additionally charged with breach probation.

Canada Revenue Agency (CRA) scams with Caller ID Spoofing are very active at this time. Caller ID spoofing is when someone changes what is displayed as the calling number. Often scammers will spoof a government phone number to make the call appear as if it is coming from a legitimate organization.

Police Look for Poseur Robbery Suspect Fleeing on Bike in Kingston JULY 4, 2017

Police Asking For Assistance in Identifying Robbery Suspect

At approximately 12:15 p.m. a robbery occurred at the Kawartha Credit Union located at 775 Strand Boulevard. A weapon was indicated but not seen. The lone male suspect made off with a quantity of cash and fled on a bicycle.

A male matching the description was later seen ditching the bicycle on Westminster Place and getting into a White Chrysler 300 style sedan with a black grill and black wheels. The vehicle had a crack on the left side of the front bumper.

Please view the attached photos, but note the accused may now be wearing a short sleeve shirt, shorts, and low cut shoes with no socks.

Anyone who spots this male is asked to call Kingston Police immediately via 911. Also, if anyone finds clothing in the area, please contact us at 613-549-4660.

Busy Weekend of Drunk & Drug Driving in SD&G #OPP July 4, 2017

IMPAIRED BY DRUG

 

(South Dundas) – On June 30, 2017 at approximately 11:24am, a Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officer intercepted a vehicle on County Road 2, South Dundas Township. Investigation indicated that the adult male driver was under the influence of a drug. The stop also resulted in the seizure of a quantity of suspected Heroin and was in contravention of conditions imposed from a previous incident.

 

Nathan TIBBEN (23) of South Stormont Township was arrested and is charged with;

 

– Drive a Motor Vehicle While Impaired by a Drug

– Possession of a Controlled Substance

– Fail To Comply with Probation Order

 

He was released and scheduled to appear at the Ontario Court of Justice in Morrisburg on August 1, 2017.

 

 

IMPAIRED DRIVER

 

 

(South Stormont) – On June 30, 2017 at approximately 3:08 pm, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers conducted a RIDE and intercepted a vehicle on Highway 401, off ramp (789), South Stormont Township. The investigation revealed that the adult male driver was under the influence of alcohol.

 

Matthew OSBORNE (28) of South Dundas, Ontario was arrested and is charged with;

 

– Care or Control of a Motor Vehicle with Over 80 Milligrams of Alcohol in blood

– Driving a Motor Vehicle while Impaired

 

He was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on July 20, 2017.

 

 

 

DRUGS SEIZED AT TRAFFIC STOPS

 

(South Glengarry) – On June 30, 2017 at approximately 4:26 pm, a Highway Safety Ontario Provincial Police officer intercepted a vehicle on Highway 401, South Glengarry Township. The stop resulted in the seizure of a quantity of suspected marihuana and prescription pills from a female.

 

Alexandra LAPIA (22) of Dollard Des Ormeaux, Quebec was arrested and is charged with;

 

– Possession of a Controlled Substance – Under 30 Grams

– Possession of a Controlled Substance

– Trafficking of a Controlled Substance

 

She was released and is scheduled to appear at the Ontario Court of Justice in Alexandria on August 2, 2017.

 

 

BREACH OF CONDITIONS

 

 

(South Glengarry) – On June 30, 2017 at approximately 7:42 pm, Stormont, Dundas & Glengarry Ontario Provincial Police officers conducted a traffic stop at a RIDE program on Dundas Street, South Glengarry Township. Investigation indicated a male in the vehicle was in contravention of previous release conditions to abstain from consumption of alcohol.

 

Joel ST JEAN (22) of The Nation, Ontario was arrested and is charged with;

 

– Fail to Comply with Undertaking

– Drive Motor Vehicle with Liquor Readily Available (Liquor Licence Act)

 

He was released and is scheduled to appear at the Ontario Court of Justice in Alexandria on August 2, 2017.

 

 

IMPAIRED DRIVER

 

 

(North Dundas) – On June 30, 2017 at approximately 11:55 pm, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers intercepted a vehicle as a result of a traffic complaint on County Road 3, North Dundas Township. The investigation revealed that the adult male driver was under the influence of alcohol.

 

Keith URQUHART (40) of Cardinal, Ontario was arrested and is charged with;

 

– Care or Control of a Motor Vehicle with Over 80 Milligrams of Alcohol in blood

– Driving a Motor Vehicle while Impaired

 

He was released and is scheduled to appear at the Ontario Court of Justice in Morrisburg on July 11, 2017.

 

 

 

DRUGS SEIZED AT TRAFFIC STOPS

 

 

(North Dundas) – On July 1, 2017 at approximately 10:45 pm, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers intercepted a vehicle at a RIDE Stop on Main Street and Mill Street, North Dundas Township. The stop resulted in the seizure of a quantity of suspected marihuana from a male.

 

Alec SECCHI (20) of North Dundas, Ontario was arrested and is charged with;

 

– Possession of a Controlled Substance – Under 30 Grams

 

He was released and is scheduled to appear at the Ontario Court of Justice in Morrisburg on September 5, 2017.

 

 

THEFT

 

(North Stormont) – On July 3, 2017 at approximately 8:49 am, SD&G OPP responded to a report of the theft from a property on Highway 138, North Stormont, Ontario. Investigation indicated that sometime overnight between(July 1-2, 2017), a 16 foot Silver Legion 716 Utility Trailer (plate M6086N, Ontario) was removed from the property.

An Investigation continues.

 

 

EXCESSIVE SPEEDS

 

 

(South Dundas) – On July 2, 2017, SD&G Ontario Provincial Police officers conducted speed measuring enforcement on Highway 401, South Dundas Townships and intercepted the following vehicle for traveling at excessive speeds. The vehicle was impounded and the driver’s permit seized for seven (7) days in accordance to policy.

 

– July 2, 2017 – 6:42pm (South Dundas); vehicle stopped travelling 160km/h (100km/h zone). Male driver (23) from Toronto, Ontario was charged with Stunt Driving(Highway Traffic Act).

THREATS AND CRIMINAL HARRASSMENT

Cornwall, ON – Jeffrey Novick, age 43, of Monkland, Ontario, was arrested on June 30, 2017. He is currently bound by a Probation Order with the relevant condition to keep the peace and be of good behaviour. It is alleged that between June 22 and June 26, 2017, he repeatedly contacted two acquaintances by phone looking for financial assistance. When refused he threatened to attend at their residences and cause them bodily harm or death. Police were contacted and an investigation was conducted. He was subsequently charged with Uttering Threats, Criminal Harassment and Breach of Probation. He was held for a Bail Hearing.

THEFT

Cornwall, ON – Jason Larose, age 39, of Cornwall, was arrested on July 3, 2017. He was located by police exiting a local department store with a cart full of merchandise. He had not made any attempt to pay before leaving. An investigation was conducted. He was taken into custody and charged with Theft Under $5000. He was held for a Bail Hearing.

#OPP Not Releasing Name of Female Pedestrian Killed on 417 JULY 7, 2017

Update – DECEASED PERSON LOCATED ON SHOULDER OF HIGHWAY – PORTION OF HWY 417 CLOSED – Investigation Concluded

 

(RUSSELL COUNTY, ON) – On July 2, 2017 at approximately 2:30 p.m. officers from the Ontario Provincial Police (OPP) Russell County detachment responded to a report of a deceased person on the shoulder portion of westbound Highway #417 near mile marker 88.

 

Officers attended the scene and located a female pedestrian that had been struck by a passing vehicle.  A portion of Highway #417, was closed with detours in place, was re-opened on July 3, 2017 at approximately 12:30 a.m.

 

The Russell County OPP Crime Unit has concluded the investigation. The deceased has been identified as a 34 year old woman from Ottawa. Foul play has been ruled out in the investigation and the identity of the deceased is not being released.


#OPP Major Drug Bust Warrant in South Stormont JULY 7, 2017

                                               WARRANT EXECUTED – DRUGS SEIZED

 

(South Stormont) On July 6 2017, members of the Organized Crime Enforcement Bureau – Drug Enforcement Unit (DEU) and SD&G OPP executed a Controlled Drug and Substance Search Warrant on a residence on Rombough Road, South Stormont. This resulted in the seizure of, a quantity of Cocaine, hydromoph pills, Percocet pills, a crossbow with arrows, and Canadian currency seized.

 

 

Charles COLLINS (52) of South Stormont, Ontario was arrested and charged with;

 

– Possession of a Controlled Substance for the purpose of Trafficking ( 4 counts)

– Unauthorized Possession of a Weapon

– Possession of Property obtained by crime

 

Michael COLLINS (22) of South Stormont, Ontario was arrested and charged with;

 

– Possession of a Controlled Substance for the purpose of Trafficking ( 4 counts)

– Possession of Property obtained by crime

 

Candice BILLINGS-SUMMERS (27) of South Stormont, Ontario was arrested and charged with;

 

– Possession of a Controlled Substance for the purpose of Trafficking ( 4 counts)

– Possession of Property obtained by crime

– Causing a Disturbance

BREACH OF CONDITIONS

(South Dundas) – On July 4, 2017 at approximately 4:18pm, SD&G OPP officers responded to report of a disturbance at a residence on Prunner Road, South Dundas Township. An Investigation indicated that a male youth had been in possession of a weapon and had stolen items from the complainant. The youth was therefore in contravention of conditions imposed from a previous incident.

On July 6th 2017, a 16-year-old was arrested and is charged with;

-Possession of Weapon for Dangerous Purpose

– Fail to Comply Recognizance (2 counts – Youth Criminal Justice Act (YCJA)

– Trespassing at Night

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall. His name is being withheld in accordance to the provisions of the YCJA.

DOMESTIC INVESTIGATION

(South Stormont)- On July 4, 2017 at approximately 11:32 am, SD&G OPP officers responded to a report of a domestic situation at a residence in South Stormont Township. Investigation indicated that an adult female had been harassing her ex-boyfriend.

An adult female (22) from Cornwall, Ontario was arrested and is charged with;

– Harassing Communications

 

The female was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on August 8th 2017. The names of the accused persons are being withheld in order to protect the identity of the victim.

Project “FLURRY” results in 21 Arrests related to street level drug trafficking

 

(Ottawa)— During the months of April to June 2017, the Ottawa Police Service Street Crime Unit conducted Project “FLURRY” targeting street level drug dealers in the Byward Market and downtown core.

Twenty-one (21) people, including 3 youths, have been arrested and charged. A variety of drugs were being sold including cocaine, amphetamines, heroin and opioid pills. Analysis is still pending on many of the drugs seized.

“Many of those arrested are coming in to the downtown core to prey on some of the most vulnerable people in our community and profit on their addictions.” said S/Sgt Rick Carey of the Ottawa Police Service Drug and Street Crime Units. “We will continue to work hard to keep all who live, work and play in the city safe from this type of crime that always has the potential to lead to violence.”

As of July 6th, 37 Controlled Drug Substance Act (CDSA) charges and 43 Criminal Code charges have been laid against those arrested.

More arrests are expected.

SEXUAL OFFENCES

Cornwall, ON – A 50 year old Cornwall man was arrested on July 6, 2017. It is alleged that between January 2013 and July 2015 he made video recordings of his step-daughter and her friend without their knowledge and for a sexual purpose. He also inappropriately touched both individuals. Police were recently contacted and an investigation was conducted. He was subsequently charged with 8 counts of Voyeurism, 3 counts of Making Child Pornography, 3 counts of Sexual Assault, 3 counts of Sexual Exploitation, and 1 count of Possession of Child Pornography. He was held for a Bail Hearing. His name is not being released in order to protect the identity of the victims.

WARRANTS

Cornwall, ON – Gisele Dumond, age 34, of Cornwall, was arrested on July 6, 2017. She was located by police and taken into custody as a result of outstanding warrants for her arrest for breaching her Conditional Sentence Order by failing to remain in her residence at all times, and by failing to make restitution payments. She was held for a Bail Hearing.

Cornwall, ON – Alain Boudrias, age 40, of Cornwall, was arrested on July 6, 2017. He failed to attend court on June 30, 2017 in relation to prior charges therefore a Bench Warrant was issued. He was located by police at the Cornwall Courthouse, 29 Second Street West. He was charged with Failing to Attend Court. He was released to appear in court on August 17, 2017.

Police Seeking Information on Mac’s Convenience Armed Robbery

On July 8, 2017 at approximately 2:30 a.m. an armed robbery occurred at the Mac’s Convenience store located at 357 Bath Road.

A lone male entered the convenience store through the west door nearest to Portsmouth Avenue. The male brandished a dark coloured pistol and demanded cash from a customer and the store clerk.

The suspect left on foot with a small quantity of cash and is believed to have headed north on Portsmouth Avenue.

The suspect is described as a caucasian male, 30’s to 40’s, 5’8” to 5’10” in height, approximately 180lbs.

417 W in Ottawa Closed Until Early Eve After Fatal Collision JULY 9, 2017

OPP INVESTIGATE FATAL COLLISION ON HIGHWAY 417

 

(OTTAWA, ON) – The Ottawa Detachment of the Ontario Provincial Police (OPP) is investigating the death of a driver on Highway 417 today which has resulted closure of the westbound lanes near Woodroffe Avenue. Police responded to the report of a two vehicle collision at 12:05 pm. A Volkswagen Golf and an Audi sedan were travelling westbound when they collided. One male driver suffered minor injuries, while the other male, the driver of the Audi was transported by paramedics to hospital where he succumbed to his injuries. The deceased driver has been identified as Bernard CLARKE, aged 42 of Ottawa.

Officers remain on scene speaking with witnesses. Technical Traffic Collision Investigators are assisting with the collision investigation. The OPP would like to speak to anyone who may have witnessed the collision or have any information to offer. Police Seeking Assistance in Locating Missing Female

Kingston Police are seeking the public’s assistance in locating a missing person. Maureen Tawiah was last on Wednesday, July 4, 2017. She is a former Queens Student and was residing at an address on Pine Street with her roommate.

There were 19 individuals arrested over the weekend of July 7-9, 2017 including 16 men and 3 women, between 18 and 59 years of age, for the following: theft under $5000, unlawfully in a dwelling, assault with a weapon, assault cause bodily harm, possession of a weapon, commit perjury, public mischief, carry concealed weapon, robbery, cause disturbance, mischief under $5000, utter threats to cause death, harassment by repeated communication, fraud under $5000, public intoxication, breach recognizance, breach court order, and breach of probation. Two persons were arrested on outstanding warrants.

Man Facing Multiple Charges after Claiming to be Victim

An 18-year-old Sharbot Lake man is facing several charges after making a statement to police that he was the victim of an unprovoked attack.

On July 3, 2017 the accused and the victim exchange several hostile text messages over money the victim owed the accused. In one of the text messages the accused threatened to shoot up the victim as well as his mother’s residence and vehicle. At approximately 6:00 p.m. the accused and the victim met in a parking lot at Compton Street and Weller Avenue. The accused exited his vehicle and began firing a BB gun at the victim, hitting him in the chest and face. The accused continued to shoot the victim who grabbed a bat from his vehicle to defend himself. The victim broke a mirror off the accused vehicle and threw the bat as the accused continued to shoot him. The victim fled and police were not notified of the incident at that time.

On July 7, 2017 the accused attended police headquarters and provided a statement indicating he was the victim of an unprovoked attack. Further investigation revealed the accused was in fact the instigator and primary aggressor of the incident.

On July 8, 2017 the accused re-attended police headquarters and was arrested for perjury and additional criminal code offences.

The accused was charged with assault with a weapon, assault cause bodily harm, possession of a weapon, commit perjury, public mischief and 3 counts of breach probation.

Second Man Arrested for May Armed Robbery

A 19-year-old local man was identified and arrested as the second party involved in an armed robbery on May 21, 2017.

On July 7, 2017 at approximately 7:45 p.m. the accused was located at an address on College Street and arrested without incident. The accused was transported to police headquarters where he was held to attend a bail hearing the following day.

The accused was charged with carry concealed weapon, possession of a weapon, assault with a weapons, robbery, and three counts of breach probation.

Original Release

One Man Arrested for Robbery, Police Looking for Second Man

An 18-year-old local man was arrested after participating in robbery and then resisting arrest. Detectives are looking for the second man.

On May 21, 2017 at approximately 12: 30 a.m. the victim and his girlfriend were in the area of Sir John A MacDonald Boulevard and Johnson Street. The victim and his girlfriend were approached by two men, one with no shirt on. A confrontation erupted into violence when the man with a shirt, pulled out a BB gun and fired several shots at the victim’s face. The two men then punched the victim several times, until he fell. When the victim fell he dropped a bag he was carrying for his girlfriend. The man with the shirt on grabbed the bag and took off running. The man with no shirt then left and police were called.

While officers were talking with the victim the man with no shirt was seen returning. The man was yelling and screaming to fight until he got closer and realized police were present. The man took off running and officers chased him on foot as he hurdled several fences. The man was eventually located in a parking lot on Yonge Street with the assistance of the K9 unit. The man resisted arrest and tried kicking officers as he was handcuffed.

The accused was transported to police headquarters where he was held to attend a bail hearing the following day. The accused was charged with robbery, and two counts of resist arrest.

The investigation is on-going as Detectives search for the second man described as 18-years-old, tall, thin and last seen wearing khaki’s and a light coloured shirt possibly with black sleeves.

Man Scales Apartment Building and Enters Residence

A 28-year-old Sydenham man is facing charges after scaling an apartment building to get into the victim’s residence.

On July 8, 2017 at approximately 3:30 a.m. the accused attended the victim’s downtown apartment despite release conditions not to be near her or her address. The accused scaled the outside the building to the second floor. The accused entered the victim’s residence and she woke to find him standing at the end of her bed. The accused asked her a few questions then grabbed her iPhone and left.

On July 9, 2017 at approximately 2:00 a.m. officers located the accused at a bar in the downtown area and arrested him without incident. The accused was transported to police headquarters where he was held to attend a bail hearing the following day.

The accused was charged with theft under $5000, unlawfully in a dwelling and two counts of breach recognizance.

Screaming Tirade Ends in Arrest

A 20-year-old local man was arrested after throwing a temper tantrum and disturbing a west end neighbourhood.

On July 8, 2017 at approximately 11:15 a.m. the accused was driving on Woodside Drive. The accused began arguing with his girlfriend and when she asked to be let out of the vehicle he slammed on the brakes. The accused went into a rage when the female exited the vehicle. The started yelling and screaming, which caught the attention of several local residents resulting in police being called.

Upon police arrival the accused was handcuffed and he began yelling at other people blaming them. The accused was transported to police headquarters where he was later released on conditions and a future court date.

The accused was charged with cause disturbance.

Driver Attempts To Avoid Collision With Ducklings

(PRESCOTT, ON) – The Ontario Provincial Police (OPP) Grenville County Detachment is urging all motorists to expect the unexpected when it comes to wildlife on the highways.

 

The Grenville County OPP is once again reminding the motoring public to be alert and aware of their surroundings after police investigated a single motor vehicle collision on Highway 401 involving a transport truck Monday morning, July 10, 2017.

 

At approximately 9:40 am, a commercial vehicle travelling eastbound on Highway 401 swerved to avoid a family of ducks that was on the roadway. In doing so, the driver lost control of the truck, struck the guide rail, and entered the marsh on the south side of the highway. As a result, the highway infrastructure and the involved vehicle sustained serious damage.  The driver was not injured.

 

Stephen ALLEN (49) of Vineland Ontario has been charged with Unsafe Move, contrary to the Ontario Highway Traffic Act.

 

If you suddenly have wildlife in your path, the OPP encourages drivers to stay in control, reduce as much speed as possible if safe to do so, and to steer straight. By changing your direction quickly, you increase the risk of losing control, running off the roadway, and the likelihood of sustaining greater damage to your vehicle and suffering injury increases significantly.

Cornwall Man Charged After Striking CL Wife with Nail File JULY 10, 2017

THEFT UNDER $5000, BREACH

Cornwall, ON – Marc Fournier, 34 of Cornwall was arrested on July 7th, 2017 and charged with theft under $5000 as well as breach of probation and undertaking for failing to notify a change of address and failing to keep the peace. It is alleged on July 5th, 2017 the man attended a Second Street East store and removed a quantity of cigarettes and other merchandise making no attempt to pay for the items as he left the store. Police were contacted and an investigation ensued. On July 7th, 2017 the man who was in custody on an unrelated matter was charged accordingly and held for a bail hearing.

WARRANT

Cornwall, ON – Scott Morris, 44 of Cornwall was arrested on July 7th, 2017 on the strength of a warrant. It is alleged on July 2nd, 2017 the man removed an employee’s personal property from a Montreal Road store and police were contacted to investigate. During the investigation a warrant was obtained for the arrest of the man. On July 7th, 2017 the man who was in custody on an unrelated matter was taken into custody on the strength of the warrant and held for a bail hearing.

ASSAULT WITH A WEAPON, ASSAULT, BREACH

Cornwall, ON – A 55-year-old Cornwall man was arrested on July 7th, 2017 and charged with assault with a weapon, assault and breach of undertaking for failing to keep the peace. It is alleged during an argument on July 7th, 2017 the man punched and kicked his common-law wife. It is also alleged the man struck her with a nail file. Police were contacted and an investigation ensued. During the investigation the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

THEFT UNDER $5000, BREACH

Cornwall, ON – A 22-year-old Cornwall woman was arrested on July 9th, 2017 and charged with theft under $5000 and breach of probation for failing to keep the peace. It is alleged on July 8th, 2017 the woman pawned some of her mother’s jewellery and police were contacted to investigate. On July 9th, 2017 the woman attended police headquarters to deal with the matter. She was taken into custody, charged accordingly and released to appear in court on August 17th, 2017. Her name was not released as it would identify the victim in the matter.

THEFT UNDER $5000, BREACH

Cornwall, ON – Austin-Taylor Anderson, 18 and two 17-year-old Cornwall youths were arrested on July 10th, 2017 and charged with theft under $5000 as well as breach of probation. It is alleged in the early morning hours of July 10th, 2017 police were contacted to attend the area of Sunset Boulevard in relation to person’s going through parked cars. Police attended and located the three individuals in the area. They were taken into custody, charged accordingly and held for bail hearings. The names of two17-year-old youths were not released as per provision of the Youth Criminal Justice Act.

Cornwall Police Don’t Release Knifepoint Robbery Information JULY 10, 2017

Cornwall Ontario – In what appears to be a terrifying hold up at knife point, MacMillan’s Convenience store was held up Sunday.

The owners of the store have it cammed and post shoplifting clips on social media regularly.   Today they posted video of the hold up which oddly enough the Cornwall Community Police failed to include in its police blotter for the day.

The CCPS refuses to issue reports of actual amounts of calls and breakdowns like the much more professional Kingston Police Service and other forces do.  They also didn’t inform the public when a sub machine gun was stolen from the local Armory.

With its budget creeping to nearly double that of the OPP for SD&G the force is under more pressure to be accountable to the public.

Farm Theft Near Brockville #OPP July 11, 2017

(Prescott, Ont.), The Grenville County Ontario Provincial Police (OPP) is currently investigating a break and enter to a barn, on Brooks Road, in North Augusta. The break- in occurred sometime between July 1st to July 8th, 2017.

 

Farm equipment was stolen, including bales of hay, a milking sink, gates, dividers and floor mats. The barn itself was additionally damaged during the break in.

#OPP Charge RICK DESCHAMPS DUI on ATV W/O Helmet JULY 11, 2017

(Prescott ON) On July 8th  , at approximately 6PM, the Grenville County Ontario Provincial Police (OPP) were patrolling the area of Dishaw Street, in the village of Cardinal, At this location, officer’s observed an All-Terrain Vehicle (ATV), being driven by a male who was not wearing a helmet.

Officers initiated a traffic stop and after speaking with the driver, it was determined that the driver was driving the ATV, while his ability was impaired by alcohol.  The driver was identified as 23 year old Rick DESCHAMPS, of Cardinal.

The accused was charged with:

  • Driving while ability impaired by alcohol
  • Driving with more than 80mgs of alcohol in blood

The accused is scheduled to appear before the Ontario Court of Justice on July 28th, 2017.

Driving while impaired or riding with someone who is impaired is never worth the risk. Whether you’re driving your car on a highway, or on an ATV, motorcycle or boat it’s important to stay focused and alert. If your activities involve alcohol, don’t drive, no matter what your mode of transportation is.

DRUGS SEIZED AT TRAFFIC STOPS

 

(South Dundas) – On July 07, 2017 at approximately 9:48 am, a Stormont Dundas and Glengarry Ontario Provincial Police officer stopped a vehicle on County Road 2, South Dundas Township. The stop resulted in the seizure of a quantity of suspected hydromorphone from a male. 

 

Kyle MORROW (33) of South Dundas was arrested and is charged with;

 

– Possession of a Controlled Substance

– Driving While Under Suspension (Highway traffic Act)

 

He was released and is scheduled to appear at the Ontario Court of Justice in Morrisburg on August 1, 2017.

(South Glengarry) – On July 08, 2017 at approximately 2:05am, Stormont, Dundas &Glengarry Ontario Provincial Police officers responded to a report of a domestic situation at a camp site on South Service Road, South Glengarry Township. Investigation indicated that an altercation between a male and his common-law spouse resulted in the female being assaulted. Investigation revealed that an adult male was in contravention of conditions imposed from a previous incident. 

 

The 42-year-old male from Lasalle, Quebec was arrested and is charged with;

 

– Assault ( 2 counts)

– Overcome Resistance by attempting to choke, suffocate or strangle another person

– Fail to comply with Undertaking

 

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall. The name of the accused is being withheld in order to protect the identity of the victim.

 

 

EXCESSIVE SPEEDS

 

 

(South Dundas) – On July 8, 2017, SD&G Ontario Provincial Police officers conducted speed measuring enforcement on Highway 401, South Dundas Townships and intercepted the following vehicle for traveling at excessive speeds. The vehicle was impounded and the driver’s permit seized for seven (7) days in accordance to policy.

 

– July 8, 2017 – 3:25pm (South Dundas); vehicle stopped travelling 154km/h (100km/h zone). Female driver (40) from Redmond, Washington was charged with Stunt Driving (Highway Traffic Act).

 

– July 8, 2017 – 8:31pm (South Stormont); vehicle stopped travelling 156km/h (100km/h zone). Male driver (47) from Toronto, Ontario was charged with Stunt Driving (Highway Traffic Act).

 

 

IMPAIRED DRIVER

 

 

(North Dundas) – On July 8, 2017 at approximately 9:41 pm, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers stopped a vehicle on County Road 13, North Dundas Township for traveling in excess of 50km/hr above the posted limit . The investigation also revealed that the adult male driver was under the influence of alcohol. The stop resulted in the seizure of a quantity of suspected marihuana from a male as well. 

 

Jason BEEHLER (20) of North Stormont, Ontario was arrested and is charged with;

 

– Care or Control of a Motor Vehicle with Over 80 Milligrams of Alcohol in blood

– Driving a Motor Vehicle while Impaired

– Possession of a Controlled Substance – Under 30 Grams

– Stunt Driving (Highway Traffic Act).

 

He was released and is scheduled to appear at the Ontario Court of Justice in Morrisburg on August 1, 2017.
