Parking Lot Dropped Money Scammers Targeting Kingston

Release Date: July 31, 2018

18-21625, 27910, 28117

Kingston Police have received multiple complaints of a parking lot scam currently targeting local residents.

The scam involves a male and female or lone male approaching a victim walking to his/her vehicle. The suspect produces a bill (usually $20), claiming to have found it near the victim’s vehicle and asks if it belongs to them. Once the victim pulls out a wallet or purse to check, the suspect steals their bank card, leaves and immediately makes withdrawals.

Often the victim does not realize their card has been stolen at that time, as the suspect uses distraction techniques such as “accidently” bumping the victims’ wallet out of their hand. On one occasion the suspect outright grabbed the victim’s wallet and stole the card. An accomplice inside the store may be obtaining the PIN by getting in line behind the victim. Loses are typically around $1000, however one victim reported a theft of $4500.

Three of these thefts occurred in the Walmart parking lot located at 1130 Midland Avenue, however it is suspected other areas may be targeted. The photo below from is from a bank where one of the stolen debit cards was used. The male in the photo is a suspect for use of the stolen card, it is unknown at this time if he was involved in the actual theft.

Anyone with information, is asked to please contact Detective Brad Hughes at 613-549-4660 ext. 6286 or via email at bhughes@kingstonpolice.ca.

You can also provide tips anonymously via:

  • By calling our general number 613-549-4660 ext. 0 and asking to be anonymous

  • By calling Crime Stoppers at 1-800-222-8477 (TIPS)

Please share this information with family and friends to help prevent further victimization. Remember to conceal your PIN while entering the number and do not keep your PIN number written down with or near your bank card. Be sure to use caution and keep your distance if you are suddenly approached by strangers in parking lot.

Cornwall Mentally Delayed Man Egged @ Dairy Queen 080518

Cornwall Ontario – The River City can be a boring place, but a familiar face so many know is Carl.

He’s mentally delayed, but loves to ride his bike all over the region ranging far out of Cornwall.

Besides his bikes he loves guitars.   When I had a store on Montreal Road he’d be a regular and would drive a hard bargain when he spotted some old radio he wanted.

Sadly, there are some less charitable and ignorant sods in this town and apparently they egged Carl while he was taking a break at the local Dairy Queen in broad daylight.

Carl does have a home, but many think he’s homeless because he spends his days, even in Winter, peddling around and living his life.   While many have no time for people like Carl, most smile and are friendly as he really is harmless.

They say a society is only as strong as its weakest link.   Egging someone like Carl is not something that should be tolerated and those responsible hopefully will be caught and held accountable.

There’s been no word if the CCPS were called or if surveillance cameras picked up the attack.

Hopefully Carl is ok.

UPDATE 6:55 PM

We’re still waiting word from the CCPS to confirm that there was a complaint filed.

UPDATE 7:18 PM

Desk Sgt Mark Anderson confirmed that there have been no complaints filed with the CCPS at this time nor has the Dairy Queen sent in any cctv footage.

Ford Government Spends $25M on Guns & Gangs in Ontario 080918

Will invest $25 million to crack down on bail offenders and equip police with the tools they need

TORONTO — Ontario’s men and women in uniform will receive new tools and resources to protect innocent families from the menace of drug, gun and gang-related violence. Premier Doug Ford today joined Minister of Community Safety and Correctional Services Michael Tibollo and Attorney General Caroline Mulroney to announce that Ontario’s Government for the People is investing $25 million in new funding to fight gangs and guns. This new funding is above and beyond the $76 million already being provided to support the Toronto Police Service.

“It’s time to get serious about fighting guns and gangs,” said Premier Doug Ford. “And I’m proud to say our government is stepping up to the plate to do our part. With today’s announcement, we are sending a clear message to the violent criminals carrying out gun violence on our streets. We are letting them know that we are coming for them. We are giving our police the cutting-edge tools that they need to fight drug gangs and gun criminals in 2018.”

As part of the funding, the Ford Government will invest $7.6 million in assigning one legal SWAT team per courthouse to be located at each of Toronto’s provincial courthouses. Each team will be led by a Crown Attorney with the mandate to focus exclusively on ensuring violent gun criminals are denied bail and remain behind bars. These teams will be further supported by a new team of bail compliance officers who will focus their attention exclusively on ensuring that those gun criminals who are out on bail are not violating any of the terms of their release.

“Those who commit violent gun offences belong behind bars, and not on bail,” said Mulroney. “These new resources will help keep the worst offenders off the streets and keep our neighbourhoods safe.”

“The senseless gun violence we are seeing in Toronto needs to stop and the status quo will not cut it,” said Tibollo. “We’re proud to partner with our police officers and ensure they have the tools they need to crack down on crime and help restore public safety across the city.”

Following extensive consultations with Toronto Chief of Police Mark Saunders and members of the Toronto Police Service, the Ford Government also announced that it will dedicate $18 million in funding to provide additional digital, investigative and analytical resources necessary for fighting drug gangs and gun criminals in 2018.

“Part of our strategy to address gun violence in the city includes partnering with the provincial government for a collaborative and meaningful response,” said Toronto Chief of Police Mark Saunders. “With today’s announcement, Premier Ford and his government have listened to our concerns and have invested in the Toronto Police Service, giving us the ability to be surgical with apprehending those who use guns and ensuring the courts have the resources they need to deal with violent criminals.”

Premier Ford also called on the City of Toronto and the federal government to each do their part by matching Ontario’s unprecedented investment. “We are calling on them to step up and do their part,” said Ford. “The Feds must do more and the city must step forward, because we all have a part to play in keeping our communities safe.”

Cornwall Ontario – For many of us journalists we know no hours.   We can be working days straight at a time.  We can work at odd hours.  Many of us have no set schedules.

CFN does not have public offices.  When I need to meet someone we do it in public spaces.  There are security reasons for this because of the history of myself in this community because of police corruption.

This morning my pregnant dog was barking.  I was on the phone and thought I was just shushing a dog not realizing that she and her mate were simply warning me of danger.

Then I heard the pounding on my interior door.

It turned out that a Cst Martin Deprato #307 had opened the exterior door of my enclosed porch and entered attempting to get my attention by beating on my interior door.   Cst Deprato was accompanied by Cst Justin Wheeler ##327.    I didn’t open my door and asked through the glass what on earth they were doing there.

They were in armor, sunglasses, gloves, and instead of having their weapons on their side,  were clearly visible on their chests.  It certainly contrasted the beautiful sunshine of a Summer’s morning.

He refused to say why he was there at first just wanting to talk.   I put the dogs away and asked him to leave my enclosed porch which he did.   I then stood on my porch as he told me the nature of the visit.

We had legally served local School Teacher TRACY CHAMPAGNE for defamation as she not only suggested that I write “Fake News” but also suggested horrible things about anyone that would believe what’s written on CFN.    Hardly the kind of sentiment one would think you’d want impressionable young people to be exposed too.   You would think that a school teacher would know better, but sadly again….

As one legal legend shared regarding suggestion of a journalist writing faking news when they didn’t:

I would say, as someone who teaches law, it would be the most serious allegation to make against a journalist. It would constitute libel per se and would be considered to be harmful to the journalist’s professional reputation.

It’s why Ms Champagne and the very silly Randy Sauve are now in the process of being held accountable in the courts.

The police officers stated that Tracy had called police (case # CW18-11240) and was upset at having being served.  She didn’t make any claim of me contacting her about service or serving her personally or even communicating with her directly.   But somehow she got the police to attend to my home for such nonsense.

That I was a public person known the the CCPS the question I asked Cst Deprato was why he simply didn’t call or email me for a non criminal event as clearly I’d done nothing wrong?  I hadn’t served Ms Champagne her documents myself nor ever stepped foot on her property?  Nor even suggested I would?

Cst Deprato said it was convenient for him to do so.    A “call” by the CCPS costs taxpayers over $1,000.   That’s a lot of cash to park a police cruiser on a quiet yet gossipy street and attempt to  intimidate a journalist on an early Saturday morning?  Surely a quick phone call or email would’ve sufficed?

Sadly it hasn’t been the first time the CCPS have pulled such a stunt.  Last Winter they attended or called on me four times over a non criminal matter.

And people wonder why the CCPS has the reputation it does and so many want to open dialog to bring the OPP to Cornwall?

Having police at your door should only occur by invitation,  or if they have a warrant,  or you’ve done something to break the law.  It shouldn’t be about convenience in the opinions of many shocked people inside and outside of Cornwall I communicated with since the event.

More ironically I reported someone harassing me a few weeks ago.  After being told not to communicate with me Jean Poirier went on a rampage of posting things publicly and making crank calls to my number.   The police actually said at one point that they called him, but he was away for the weekend and they’d check in on him when he returned.   When they did speak with him he actually confirmed and admitted what he did, but they still refused to charge him.

A previous incident resulted in a CCPS officer telling me that if the party communicated with me again they’d be charged.  They did the next day and no charge was laid.

With an average cost per capita about on par with Toronto ($397 compared to $158 per person for the OPP in SD&G) surely each and everyone of us in Cornwall deserve to be treated equally, fairly, and with the respect we clearly overpay for?

What do you think dear CFN viewer?  Isn’t it time to hold the CCPS accountable from the top down for some of these irregular ways that they spend our tax dollars?

You can post your comments below.   And we will be updating this story once Chief Parkinson or future Chief Danny Aikman respond.
