Cornwall Ontario Police Blotter for Tuesday October 8, 2019 #CPS

ROBBERY

Cornwall, ON – On October 7th, 2019 at approximately 3:00 am, the Cornwall Police Service was called to investigate a robbery at 1430 First Street East. It is alleged that individuals entered the male victim’s apartment and struck him with a handgun and assaulted him with a weapon. A handgun was also pointed at the victim, while money was being demanded from him. The individuals further removed a quantity of electronics and Canadian and American currency before fleeing the apartment. Police and paramedics subsequently attended the area. It should be noted the injuries sustained by the victim were not life threatening in nature and the incident is believed to be an isolated occurrence where the parties are known to one another.

At this time, the matter is still under investigation. Two individuals have been taken into custody and charged accordingly in relation to the offence. Jose Acevedo Ovando, 20, of Cornwall and Kimber Lee Long, 25, of Gatineau, were charged with the following:

• Robbery using a firearm
• Break and enter
• Possession of a weapon for a dangerous purpose x 2
• Unlawfully in a dwelling house
• Forcible confinement
• Conspiracy to commit an indictable offence
• Aggravated assault
• Assault with a weapon x 2
• Pointing a firearm
• Use of firearm while committing an offence

Kimber Lee Long was also charged with breach of probation for failing to keep the peace. Both individuals were taken into custody on October 7th, 2019, charged accordingly and held for a bail hearing.

BREACH

Cornwall, ON – Marcel Gauvreau, 48, of Cornwall was arrested on October 7th, 2019 and charged with breach of recognizance for failing to remain in his residence. It is alleged on October 5th, 2019, the man was located outside of his residence by police, despite his conditions, and an investigation ensued. On October 7th, 2019, he was taken into custody, charged accordingly and held for a bail hearing.

ASSAULT CAUSING BODILY HARM, BREACH

Cornwall, ON – Tyler Bissonnette, 25, of Cornwall was arrested on October 8th, 2019 and charged with assault causing bodily harm, as well as breach of recognizance for being outside of his residence. He was also charged with breach of probation for failing to keep the peace. It is alleged on the man assaulted someone known to him during the early morning hours on October 8th, 2019, resulting in the victim sustaining an injury that required medical attention. Police attended and an investigation ensued. During the investigation, the man was taken into custody, charged accordingly and held for a bail hearing.

BREACH

Cornwall, ON – A 52-year-old Cornwall man was arrested on October 8th, 2019 and charged with breach of undertaking for contacting his ex-common-law wife. It is alleged the man was in the company of his ex-common-law wife on October 8th, 2019, despite his conditions, and an investigation ensued. During the investigation, he was taken into custody, charged accordingly and released to appear in court on November 5th, 2019. His name was not released as it would identify the victim in the matter.

DISTURBANCE

Cornwall, ON – Derek Daniels, 39, of Thamesville, ON was arrested on October 8th, 2019 and charged with causing a disturbance. It is alleged on the evening of October 8th, 2019 the man was spotted exposing himself by a member of the Cornwall Police Service in the area of Ninth Street and Pitt Street. The man was taken into custody, charged accordingly, and held for a bail hearing.

BREACH

Cornwall, ON – A 29-year-old Williamstown man was arrested on October 8th, 2019 and charged with breach of recognizance and breach of undertaking for contacting his ex-girlfriend. It is alleged the man had contacted his ex-girlfriend, despite his conditions, and an investigation ensued. On October 8th, 2019, he was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

THREATS X 2, THEFT UNDER $5000

Cornwall, ON – A 21-year-old Cornwall man was arrested on October 9th, 2019 and charged with two counts of uttering threats and theft under $5000. It is alleged on September 6th, 2019, the man made threats to harm a man known to him and police were contacted. It is further alleged on October 9th, 2019, the man made threats to harm his girlfriend and took her phone from her without her permission. On October 9th, 2019, he was taken into custody, charged accordingly and released to appear in court on November 14th, 2019. His name was not released as it would identify the victim in the matter.

Bone Found @ St. Columban’s Cemetery in Cornwall Ontario #CPS 101119

Cornwall police disclosed the crime scene reported to CFN by a local viewer.

On October 10th, 2019, the Cornwall Police Service (CPS) received a call to investigate a portion of a bone that was located in the area of the St. Columban’s Cemetery on Eleventh Street West. We have been consulting with a Forensic Anthropologist and the Regional Coroner’s Office. The investigation has determined the bone to be human.

At this time, the investigation remains ongoing.  The CPS can confirm that no foul play is suspected and there is no threat to public safety. Police are in the area conducting a standard investigation into this matter.

WARRANT

Cornwall, ON – James Masson, 44, of Cornwall was arrested on October 10th, 2019 on the strength of a warrant. It is alleged the man breached his probation and a warrant was issued for his arrest. On October 10th, 2019, the man was taken into custody on the strength of the warrant and held for a bail hearing.

SHOPLIFTING, BREACH

Cornwall, ON – Aaron Campeau, 36, of Cornwall was arrested on October 10th, 2019 and charged with theft under $5000 and breach of probation for failing to keep the peace. It is alleged the man attended a Ninth Street business and removed merchandise, making no attempt to pay for the items as he left the store. He was stopped by Loss Prevention Officers and police were subsequently contacted. During the investigation, the man was taken into custody, charged accordingly and released to appear in court on November 14th, 2019.

IMPAIRED, OVER 80, POSSESSION OF A CONTROLLED SUBSTANCE

Cornwall, ON – Kimberly Shane, 19, of Cornwall was arrested on October 11th, 2019 and charged with impaired operation of a motor vehicle, over 80, as well as possession of methamphetamine (speed). It is alleged during the early morning hours on October 11th, 2019, the woman was operating a motor vehicle while under the influence of alcohol in the area of Fourth Street and Pitt Street. She was taken into custody during a traffic stop and found to be in possession of a quantity of methamphetamine. She was charged accordingly and released to appear in court on October 24th, 2019.

WARRANT

Cornwall, ON – Devon Johnson, 21, of Akwesasne was arrested on October 11th, 2019 on the strength of a warrant. It is alleged the man failed to attend for prints on September 9th, 2019 and a warrant was issued for his arrest. On October 11th, 2019, the man was taken into custody on the strength of the warrant while stopped at the Port of Entry. The warrant was executed and the man was released to appear in court on November 5th, 2019.

RESIST POLICE, DISARM POLICE, BREACH

Cornwall, ON – Christian Champagne, 32, of Cornwall was arrested on October 11th, 2019 and charged with resisting police, disarming police, and breach of recognizance for consuming alcohol. It is alleged on October 11th, 2019, while responding to an unrelated matter, police located the intoxicated man in breach of his conditions. The man was taken into custody, at which time he resisted police and a struggle ensued. During the struggle, the man attempted to grab an officer’s Conductive Energy Weapon (Taser). He was charged accordingly and held for a bail hearing.

POSSESSION OF COCAINE

Cornwall, ON – Devon Bingley, 24, of Cornwall was arrested on October 12th, 2019 and charged with possession of cocaine. It is alleged during a traffic stop on October 12th, 2019, the man was observed to be in possession of a quantity of cocaine and an investigation ensued. During the investigation, he was taken into custody, charged accordingly and released to appear in court on November 14th, 2019.

MISCHIEF

Cornwall, ON – Jesse Seguin, 36, of Cornwall was arrested on October 12th, 2019 and charged with mischief. It is alleged on October 10th, 2019, the man attended a Marleau Avenue gas bar and covered a government-mandated sticker, causing mischief by interfering with property. Police were contacted and an investigation ensued. On October 12th, 2019, the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and released to appear in court on November 28th, 2019.

BREAK AND ENTER

Cornwall, ON – Derek Daniels, 39, of no fixed address was arrested on October 12th, 2019 and charged with break and enter. It is alleged on October 11th, 2019, the man entered a camping trailer that did not belong to him and caused damage inside of the trailer. Police were contacted and an investigation ensued. On October 12th, 2019, police located the man. He was taken into custody, charged accordingly and held for a bail hearing.

WARRANT

Cornwall, ON – Colby Benedict, 37, of Akwesasne was arrested on October 12th, 2019 on the strength of a warrant. It is alleged on September 29th, he damaged a vehicle belonging to a man known to him and a warrant was issued for his arrest. On October 12th, the man was taken into custody on the strength of the warrant while stopped at the Port of Entry. The warrant was executed and the man was released to appear in court on November 5th, 2019.

DOMESTIC ASSAULT, BREACH

Cornwall, ON – A 63-year-old Cornwall man was arrested on October 13th, 2019 and charged with domestic assault. He was also charged with four counts of breach of recognizance for contacting and being within 50 metres of his ex-common-law wife, failing to reside at a certain address, as well as failing to notify police of a change of address. It is alleged on October 13th, the man had attended his ex-common-law wife’s residence and assaulted her. Police were contacted and an investigation ensued. During the investigation, the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

WARRANT

Cornwall, ON – Justin Lazore, 33, of Akwesasne was arrested on October 13th, 2019 on the strength of a warrant. It is alleged on August 3rd, 2019, the man had been operating a motor vehicle while prohibited from doing so, and provided a false name to police during a traffic stop. An investigation ensued and a warrant was subsequently issued for his arrest. On October 13th, 2019, the man was taken into custody on the strength of the warrant and released to appear in court on November 28th, 2019.

DOMESTIC ASSAULT, THEFT UNDER $5000, BREACH

Cornwall, ON – A 31-year-old Cornwall woman was arrested on October 13th, 2019 and charged with the following:

• Assault
• Theft under $5000
• Breach of probation x 9 (for contacting her ex-boyfriend, attending his residence and failing to keep the peace)
• Breach of undertaking x 2 (for attending her ex-boyfriend’s residence and failing to keep the peace)

It is alleged the woman contacted and attended her ex-boyfriend’s residence on several occasions in October, and on one occasion, assaulted him and took his wallet without permission. Police were contacted and an investigation ensued. On October 13th, 2019, she was taken into custody, charged accordingly and released to appear in court at a later date. Shortly after being released, the woman subsequently returned to her ex-boyfriend’s residence, at which time she was taken into custody, charged accordingly and held for a bail hearing. Her name was not released as it would identify the victim in the matter.

SHOPLIFTING

Cornwall, ON – Jason Gallai, 33, of Cornwall was arrested on October 13th, 2019 and charged with theft under $5000. It is alleged on October 13th, the man attended a Ninth Street business and removed merchandise, making no attempt to pay for the items as he left the store. He was stopped by Loss Prevention Officers and police were contacted. During the investigation, he was taken into custody, charged accordingly and released to appear in court on November 28th, 2019.

Cornwall, ON – Robert Summers, 48, of Cornwall was arrested on October 14th, 2019 and charged with theft under $5000. It is alleged on July 13th, the man attended a Ninth Street business and removed merchandise, making no attempt to pay for the items as he left the store. Police were contacted and an investigation ensued. On October 14th, 2019, he was taken into custody, charged accordingly and released to appear in court on November 28th, 2019.

DOMESTIC MISCHIEF

Cornwall, ON – A 20-year-old Cornwall man was arrested on October 14th, 2019 and charged with domestic mischief. It is alleged during an argument with his girlfriend, the man damaged walls in the residence, as well as damaged a television, and police were contacted. During the investigation, he was taken into custody, charged accordingly and released to appear in court on October 29th, 2019. His name was not released as it would identify the victim in the matter.

Cornwall, ON – On Thursday, October 10th, 2019, shortly after 8:00 pm, the Cornwall Police Service (CPS) was called to investigate a motor vehicle collision where a black pickup truck struck a pedestrian. The collision occurred in the area of First Street and Lefebvre Avenue. It should be noted the driver of the motor vehicle remained at the scene. The pedestrian was transported to the hospital with critical injuries.

The CPS is asking anyone who may have witnessed this incident to contact Detective Constable Matthew Dupuis by calling 613-933-5000 ext. 2755.

Cornwall, ON – A 20-year-old Cornwall man was arrested on October 24th, 2019 and charged with two counts of breach of undertaking for contacting his ex-girlfriend and being within a certain distance of her residence. It is alleged between October 23-24, the man contacted his ex-girlfriend and was within a certain distance of her residence, despite his conditions, and police were contacted to investigate. During the investigation, he was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

BREACH

Cornwall, ON – Christopher Broome, 44, of Cornwall was arrested on October 24th, 2019 and charged with breach of undertaking. It is alleged on October 16th, the man failed to sign in to police as per his conditions and an investigation ensued. On October 24th, he was taken into custody, charged accordingly and held for a bail hearing.

ASSAULT X 2, SHOPLIFTING

Cornwall, ON – Maurice Leger, 55, of Cornwall was arrested on October 24th, 2019 and charged with two counts of assault and theft under $5000. It is alleged on October 24th, the man attended a Thirteenth Street business and removed merchandise, making no attempt to pay for the merchandise as he left the store. While outside of the store, the man assaulted two men he did not know and police were contacted. During the investigation, he was taken into custody, charged accordingly and released to appear in court on November 28th, 2019.

ASSAULT

Cornwall, ON – A 14-year-old Cornwall youth was arrested on October 24th, 2019 and charged with assault. It is alleged on October 24th, the youth assaulted another youth known to her and police were contacted to investigate. During the investigation, she was taken into custody, charged accordingly and released to appear in court at a later date. Her name was not released as per provision of the Youth Criminal Justice Act.

It is alleged on September 25th, 2019, Mariah Major and another woman punctured the tires on a vehicle belonging to someone known to them. Police were contacted and an investigation ensued. On October 23rd, 2019, Mariah Major attended police headquarters to deal with the matter. She was taken into custody, was charged accordingly and released to appear in court on November 28th, 2019.

Cornwall, ON – James Quinn, 35, of Cornwall was arrested on October 23rd, 2019 and charged with theft under $5000 and breach of probation for failing to keep the peace. It is alleged on October 20th, the man attended a Second Street business and removed merchandise, making no attempt to pay for the item as he left the store. Police were contacted and an investigation ensued. On October 23rd, the man was taken into custody, charged accordingly and released to appear in court on November 19th, 2019.

Cornwall, ON – Millicent Mellon, 19, of Cornwall was arrested on October 23rd, 2019 and charged with assault. It is alleged on October 5th, the woman assaulted a man known to her and police were contacted to investigate. On October 23rd, she was taken into custody, charged accordingly and released to appear in court on November 28th, 2019.

Police were contacted and an investigation ensued. On October 22nd, 2019, a member of the Cornwall Police Service attended the courthouse as the man was in custody on an unrelated matter. He was charged accordingly and remained in custody to await a bail hearing.

Cornwall, ON – Vivyen Morin, 26, of Cornwall was arrested on October 22nd, 2019 and charged with mischief under $5000. It is alleged on September 25th, 2019 the woman punctured the tires on a vehicle belonging to someone known to her. Police were contacted and an investigation ensued. On October 22nd, 2019, she was taken into custody, was charged accordingly and released to appear in court on November 28th, 2019.

POSSESSION OF PROPERTY OBTAINED BY CRIME, THEFT UNDER $5000 X 2, BREACH

Cornwall, ON – Jason Larose, 41, of Cornwall was arrested on October 22nd, 2019 and charged with the following:

• Possession of property obtained by crime
• Theft under $5000 x 2
• Breach of recognizance (for failing to keep the peace)
• Breach of undertaking (for failing to keep the peace)

It is alleged on October 22nd, the male was observed removing a package that did not belong to him from a residence in the area of Gardner Avenue. Further investigation revealed the man had also allegedly attended a Ninth Street business and removed merchandise, making no attempt to pay for the items as he left the store. Police were contacted and located the man in possession of the stolen property. He was taken into custody, charged accordingly and held for a bail hearing.

On October 21st, he was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

OPERATION WHILE PROHIBITED, BREACH

Cornwall, ON – Joshua Jarvis, 28, of Cornwall was arrested on October 22nd, 2019 and charged with operating a motor vehicle while prohibited, as well as breach of probation for operating a motor vehicle. It is alleged the man was operating a motor vehicle while prohibited from doing so on October 22nd, 2019. He was taken into custody during a traffic stop, charged accordingly and released to appear in court on December 3rd, 2019.

WARRANT

Cornwall, ON – Amber Turner, 32, of Cornwall was arrested on October 22nd, 2019 on the strength of a warrant. It is alleged the woman failed to attend court on June 13th, 2019 for a breach offence and a warrant was issued for her arrest. On October 22nd, a member of the Cornwall Police Service attended Morrisburg as the Ontario Provincial Police had the woman in custody on the strength of Cornwall’s warrant. The warrant was executed and she was released to appear in court on November 28th, 2019.

DOMESTIC BREACH

Cornwall, ON – A 43-year-old Cornwall man was arrested on October 21st, 2019 and charged with breach of recognizance for contacting his ex-common-law wife. It is alleged on July 31st, 2019, the man attempted to contact his ex-common-law wife, despite his conditions, and police were contacted to investigate. On October 21st, a member of the Cornwall Police Service attended the courthouse as the man was in custody on an unrelated matter. He was charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

WARRANTS

Cornwall, ON – A 43-year-old Cornwall man was arrested on October 18th, 2019 on the strength of a warrant. It is alleged in May 2017, the man failed to attend court for domestic assault and a warrant was issued for his arrest. On October 18th, a member of the Cornwall Police Service attended Montreal as the man was in custody on an unrelated matter. The warrant was executed and the man was transported to Cornwall to await a bail hearing. His name was not released as it would identify the victim in the matter.

FRAUD OVER $5000 X 3

Cornwall, ON – As a result of an ongoing investigation by members of the Cornwall Police Service (CPS) Criminal Investigation Division, Street Crime Unit, and Community Patrol Division, Peter Pitsolantis, 43, of Sainte-Marthe-Sur-le-Lac, Quebec was arrested on October 18th and charged with three counts of fraud over $5000.

It is alleged on three occasions throughout the month of October, the man contacted a 94-year-old victim and fraudulently claimed that the victim’s grandchild was in need of money for various reasons. On two occasions, Pitsolantis received large sums of money exceeding $5000. On the third occasion, police were able to locate the man and intervene prior to the victim providing him with an additional quantity of cash. During the investigation, the man was taken into custody, charged accordingly and released to appear in court on November 28th, 2019.

Cornwall, ON – A 43-year-old Cornwall man was arrested on October 18th, 2019 on the strength of multiple warrants. It is alleged during an altercation with his girlfriend on September 29th, 2019, the man assaulted and threatened to kill the woman on two occasions. The man had also allegedly breached his probation and warrants were issued for his arrest. On October 18th, a member of the Cornwall Police Service attended Owen Sound as the man was in custody on the strength of Cornwall’s warrants. The warrants were executed and the man was transported to Cornwall to await a bail hearing. His name was not released as it would identify the victim in the matter.

DOMESTIC BREACH

Cornwall, ON – A 45-year-old Cornwall man was arrested on October 18th, 2019 and charged with two counts of breach of recognizance for contacting his ex-girlfriend. It is alleged on two occasions throughout September and October, the man contacted his ex-girlfriend and police were contacted to investigate. On October 18th, 2019, the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

BREACH, POSSESSION OF A CONTROLLED SUBSTANCE

Cornwall, ON – Garry Barstch, 46, of Cornwall was arrested on October 19th, 2019 and charged with breach of undertaking for failing to notify a change of address to police and failing to keep the peace. He was also charged with possession of a Schedule I substance, being cocaine. It is alleged while investigating an unrelated matter on October 19th, police located the man in breach of his conditions. He was taken into custody, at which time he was found to be in possession of a quantity of cocaine. He was charged accordingly and held for a bail hearing.

ASSAULT WITH A WEAPON

Cornwall, ON – A 35-year-old Cornwall woman was arrested on October 19th, 2019 and charged with assault with a weapon. It is alleged during an argument with her teenaged-daughter, the woman assaulted her with an object and police were contacted to investigate. During the investigation, she was taken into custody, charged accordingly and released to appear in court on November 14th, 2019. Her name was not released as it would identify the victim in the matter.

WARRANTS

Cornwall, ON – Gisele Dumond, 37, of Cornwall was arrested on October 19th, 2019 on the strength of multiple warrants. It is alleged the woman attended a Second Street business on two occasions and removed merchandise, making no attempt to pay for the items as she left the store. The woman also allegedly failed to attend court and failed to attend for prints, along with multiple other breach offences and warrants were issued for her arrest. On October 19th, while investigating an unrelated matter, police located the woman and took her into custody on the strength of the warrants. The warrants were executed and the woman was held for a bail hearing.

WARRANT

Cornwall, ON – A 30-year-old Cornwall man was arrested on October 25th, 2019 on the strength of a warrant. It is alleged on October 14th, the man assaulted his common-law-wife, causing an injury that required medical attention. The man also allegedly choked her and damaged her phone. Police were contacted and a warrant was issued for his arrest. On October 25th, he was taken into custody on the strength of the warrant and held for a bail hearing. His name was not released as it would identify the victim in the matter.

SEXUAL ASSAULT ON PERSON UNDER 16, SEXUAL INTERFERENCE, SEXUAL EXPLOITATION

Cornwall, ON – A 49-year-old man of Kingston was arrested on October 25th, 2019 and charged with sexual assault on a person under 16, sexual interference and sexual exploitation. Cornwall, ON – Maurice Leger, 55, of Cornwall was arrested on October 26th, 2019 and charged with theft under $5000, possession of property obtained by crime, as well as breach of undertaking for failing to keep the peace. It is alleged the man had taken a purse that did not belong to him from a woman in the area of Glengarry Boulevard. While investigating an unrelated matter, police located the man who was in possession of the stolen purse. Cornwall, ON – Kim Lapierre, 41, of Cornwall was arrested on October 27th, 2019 and charged with impaired operation and over 80. Sunday Rachel Lariviere was reunited with her dog Boomer!

We spoke with her about what happened. Allegedly a Claude & Crystal Safner were advertising on Kijiji for people to give them their Doberman or German Shepherd. The couple was alleged to have posted that they had 67 acres and that the owners could come visit their former dogs whenever they wanted.

Rachel, who’d been going through some dramatic life issues stated that in a moment of weakness she thought it might be bigger for the 125 pound Boomer.

She said she agreed to a one week trial, but after four days realized it was a mistake and called the couple to get her dog back only to be told that they’d sold it!

It turns out that she’s not the only one and that the couple appear to be selling animals that they glean from there ad.

After CFN viewers spread the news a man in Ottawa reached out to her saying that he’d bought Boomer for $1000 and was told a story that the owner had cancer and was too ill to care for the dog. Rachel had to reimburse him to get her dog back.

Boomer is home safe and sound, and we couldn’t be happier !  We all went through tremendous stress in the last weeks, including Boomer. We are amazed at how communities came together to help us on our mission.  It is extremely endearing to see that complete strangers we’re going out of their way helping in our search.  I think this is what warms my heart the most !  Quebec, Ontario, you amaze me!

We’d also like to send a message to be carful to whom you entrust your 4 legged family members too.  As we were confronted with the worst scam possible.  Amongst all the love and support we received, there are still very evil people, who will do anything for a buck.

MOTOR VEHICLE COLLISION – SCHOOL BUS

(SOUTH DUNDAS,ON) – Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers are investigating a single vehicle collision on Wallace Road, South Dundas Township.

Preliminary investigation has indicated that at approximately 4:40pm, a school bus was travelling northbound on Wallace Road when, for reasons under investigation, left the roadway and entered the ditch.

The driver (52) of Oxford Mills, Ontario was charged with Careless Driving – Causing Bodily harm (Highway Traffic Act)

The driver sustained no injuries. At the time of the collision there were 8 passengers (children) on the bus, 5 children were taken to hospital with non-life threatening injuries.

The roadway is currently open.

It is alleged the man was operating a motor vehicle while prohibited from doing so on November 7th. He was taken into custody during a traffic stop, was charged accordingly and released to appear in court on December 17th, 2019.

Cornwall, ON – Joseph Scott Kenny, 31, of North Glengarry was arrested on November 7th, 2019 and charged with two counts of breach of undertaking for failing to notify a change of address to police and failing to keep the peace. It is alleged between October and November, the man changed his address and did not notify police, despite his conditions. On November 7th, the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and released to appear in court on December 12th, 2019.

Cornwall, ON – The Cornwall Police Service (CPS) is looking to identify the individuals pictured below in relation to an indecent act. Police are investigating an incident where the man pictured below had exposed himself in public while at a Second Street business on the evening of October 3rd.

WARRANT

Cornwall, ON – David Rafter, 28, of Cornwall was arrested on November 13th, 2019 on the strength of a warrant. It is alleged the man failed to attend court on October 30th for a breach offence and a warrant was issued for his arrest. On November 13th, 2019, he was taken into custody on the strength of the warrant and held for a bail hearing.

MISCHIEF UNDER $5000

Cornwall, ON – A 16-year-old Cornwall youth was arrested on November 13th, 2019 and charged with mischief under $5000. It is alleged while in custody at the courthouse for an unrelated matter on November 7th, the youth damaged a sprinkler and an investigation ensued. On November 13th, a member of the Cornwall Police Service attended the courthouse as the youth was in custody on an unrelated matter. He was charged accordingly and remained in custody to await a bail hearing. His name was not released as per provision of the Youth Criminal Justice Act.

BREACH

Cornwall, ON – A 21-year-old Cornwall woman was arrested on November 13th, 2019 and charged with six counts of breach of probation and three counts of breach of recognizance. It is alleged on November 13th, the woman was within a certain distance of her boyfriend, despite her conditions, and an investigation ensued. During the investigation, it was learned the woman had also failed to notify police and probation of a change of address, and had failed to keep the peace. She was taken into custody on November 13th, was charged accordingly and held for a bail hearing. Her name was not released as it would identify the victim in the matter.

THREATS, POINTING A FIREARM, POSSESSION OF A WEAPON FOR A DANGEROUS PURPOSE, ASSAULT WITH A WEAPON

Cornwall, ON – Shawn MacNeill, 51, of Cornwall was arrested on November 13th, 2019 and charged with uttering threats, pointing a firearm, possession of a weapon for a dangerous purpose, and assault with a weapon. It is alleged in December of 2018, the man made threats to kill someone known to him while pointing a handgun at the individual. On November 13th, 2019, a member of the Cornwall Police Service attended the courthouse as the man was in custody on an unrelated matter. He was charged accordingly and remained in custody to await a bail hearing.

Cornwall, ON – Thomas Quinn, 37, of Cornwall was arrested on November 13th, 2019 on the strength of a warrant. It is alleged the man failed to attend court on November 5th, 2019 for a theft offence and a warrant was issued for his arrest. On November 13th, 2019, he was taken into custody on the strength of the warrant and released to appear in court on December 12th, 2019.

The man, who has conditions not to be within a certain distance of the woman, was allegedly nearby her on October 15th and police were contacted to investigate. On November 12th, the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

Cornwall, ON – Maurice Leger, 55, of Cornwall was arrested on November 12th, 2019 and charged with mischief under $5000 and breach of undertaking for failing to keep the peace. It is alleged while in custody on an unrelated matter between November 8th and 9th, the man had vandalized the wall inside a prison cell and an investigation ensued. On November 12th, a member of the Cornwall Police Service attended the courthouse where he was in custody on an unrelated matter. He was charged accordingly and remained in custody for a bail hearing.

WARRANT

Cornwall, ON – William Stacey, 36, of Akwesasne was arrested on November 14th, 2019 on the strength of a warrant. It is alleged on September 22nd, 2019, the man was operating a motor vehicle in a dangerous manner in the area of the port of entry. Police were contacted and a warrant was subsequently issued for his arrest. On November 14th, 2019, a member of the Cornwall Police Service attended the courthouse as the man was in custody on an unrelated matter. The warrant was executed and he remained in custody for a bail hearing.

BREACH

Cornwall, ON – A 15-year-old Cornwall youth was arrested on November 14th, 2019 and charged with breach of undertaking for failing to abstain from the consumption of alcohol. It is alleged the youth was located by police while intoxicated on November 14th and an investigation ensued. During the investigation, she was taken into custody, charged accordingly and released to appear in court at a later date. Her name was not released as per provision of the Youth Criminal Justice Act.

DRUG WARRANT

Cornwall, ON – On the morning of November 15th, 2019, members of the Cornwall Police Service (CPS) Street Crime Unit, Criminal Investigation Division, and Cornwall Emergency Response Team executed a drug warrant at a Montreal Road residence. As a result of the investigation, two men were taken into custody.

MONTREAL ROAD DRUG WARRANT – NOVEMBER 15TH, 2019

Cornwall, ON – On the morning of November 15th, 2019, members of the Cornwall Police Service (CPS) Street Crime Unit, Criminal Investigation Division, and Cornwall Emergency Response Team executed a drug warrant at a Montreal Road residence. As a result of the investigation, two men were taken into custody.

A quantity of drugs, including cocaine, heroin, methamphetamine (speed), and crystal methamphetamine were located during the search. Additionally, several pellet guns, a flare gun, a knife, and bear spray were located, as well as a quantity of Canadian currency.

The combined street value of the drugs and currency is estimated to be approximately $3500.00.

“The investigative efforts of our Street Crime Unit have successfully prevented these illicit drugs from being distributed within our community,” said Inspector Chad Maxwell of the Field Operations Division. “Our Criminal Investigation Division will continue to work with members of the community to combat drug trafficking within the city of Cornwall and strive towards removing these dangerous substances from our streets.”

The men were charged as follows:

Peter Garlough, 39, of Cornwall:

• Possession for the purpose of trafficking methamphetamine
• Possession for the purpose of trafficking cocaine
• Possession for the purpose of trafficking crystal methamphetamine
• Possession of a weapon for a dangerous purpose x 5
• Possession of property obtained by crime under $5000

Steven Marsolais, 34, of Cornwall:

• Possession for the purpose of trafficking methamphetamine
• Possession for the purpose of trafficking heroin
• Possession for the purpose of trafficking cocaine
• Possession for the purpose of trafficking crystal methamphetamine
• Possession of a weapon for a dangerous purpose x 7
• Possession of property obtained by crime under $5000
• Carrying concealed weapon
• Breach of prohibition order
• Breach of recognizance x 3 (for failing to abide by curfew, being outside his residence after consuming alcohol and weapons)

Both men were taken into custody during the investigation, charged accordingly and held for a bail hearing.

ASSAULT POLICE X 2, CAUSE A DISTURBANCE, BREACH

Cornwall, ON – Erik Johnsen, 37, of Cornwall was arrested on November 15th, 2019 and charged with two counts of assault police, cause a disturbance, as well as breach of undertaking for failing to keep the peace. It is alleged the man caused a disturbance at the hospital on November 14th, and further assaulted two police officers. An investigation ensued and the man was taken into custody on November 15th, 2019. He was charged accordingly and held for a bail hearing.

WARRANT, THEFT UNDER $5000

Cornwall, ON – Sydney Oakes, 26, of Cornwall was arrested on November 15th, 2019 on the strength of a warrant. She was also charged with theft under $5000. It is alleged the woman failed to attend court on July 25th, 2019 for a theft charge and a warrant was issued for her arrest. On November 15th, she had allegedly attended a Cornwall Square business and removed merchandise without making any attempt to pay for the items as she left the store. She was stopped by a Loss Prevention Officer and police were contacted. During the investigation she was taken into custody, charged accordingly and released to appear in court on December 17th, 2019.

IMPAIRED, OVER 80

Cornwall, ON – Hope Fernandes-Smith, 24, of Cornwall was arrested on November 16th, 2019 and charged with impaired operation of a motor vehicle and over 80. It is alleged the woman was operating a motor vehicle while impaired by alcohol in the area of Brookdale Avenue and Fourteenth Street, when the vehicle struck a fence. Police were contacted and an investigation ensued. During the investigation, she was taken into custody, charged accordingly and released to appear in court on November 28th, 2019.

SHOPLIFTING

Cornwall, ON – Adrien Sauve, 36, of Cornwall was arrested on November 16th, 2019 and charged with theft under $5000. It is alleged on November 16th the man attended a Cornwall Square business and removed merchandise, making no attempt to pay for the items as he left the store. He was stopped by a Loss Prevention Officer and police were contacted. During the investigation, the man was taken into custody, charged accordingly and released to appear in court on December 17th, 2019.

IMPAIRED, OVER 80

Cornwall, ON – Andrew Lalonde-Lavigne, 25, of Cornwall was arrested on November 16th, 2019 and charged with impaired operation of a motor vehicle and over 80. It is alleged the man was operating a motor vehicle while impaired by alcohol in the area of Brookdale Avenue and Seventh Street. Police were contacted and an investigation ensued. During the investigation, he was taken into custody, charged accordingly and released to appear in court on November 28th, 2019.

POSSESSION OF PROPERTY OBTAINED BY CRIME X 5, THEFT UNDER $5000 X 3

Cornwall, ON – Eric Lacombe, 36, of Alexandria was arrested on November 17th, 2019 and charged with five counts of possession of property obtained by crime, as well as three counts of theft under $5000. It is alleged on November 9th, the man took a snow blower, ladder and barbecue, from three different residences without permission and an investigation ensued. During a traffic stop, the man was observed to be in possession of the items, as well as other stolen property. On November 17th, he was taken into custody, charged accordingly and held for a bail hearing.

OPERATION WHILE PROHIBITED

Cornwall, ON – Bradley Legue, 34, of Cornwall was arrested on November 17th, 2019 and charged with operation of a motor vehicle while prohibited. It is alleged the man was operating a motor vehicle while prohibited from doing so in the area of St. Felix Street and Montreal Road. He was taken into custody during a traffic stop, charged accordingly and released to appear in court on December 3rd, 2019.

Cornwall, ON – Bradley Bonk, 30, of Cornwall was arrested on November 18th, 2019 and charged with theft under $5000. It is alleged on October 27th, 2019, the man attended a Second Street business and removed merchandise, making no attempt to pay for the items as he left the store. Police were contacted and an investigation ensued. On November 18th, 2019, the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and released to appear in court on December 31st, 2019.

Cornwall, ON – Andrew Berry, 32, of Cornwall was arrested on November 18th, 2019 on the strength of a warrant. It is alleged that on November 18th, while police were investigating an unrelated matter it was learned that the man was wanted on a committal warrant for a driving offence. He was taken into custody on the strength of the warrant and held in custody.

Cornwall, ON – A 38-year-old Cornwall man was arrested on November 20th, 2019 and charged with break and enter, two counts of threats, as well as domestic mischief. It is alleged during an argument with his girlfriend, the man damaged her phone and a door in the residence, as well as made threats to kill the woman. It is further alleged on November 20th, the man entered a residence without permission and assaulted a man known to him, as well as threatened to kill the man. On November 20th, he was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

DOMESTIC BREACH

Cornwall, ON – A 34-year-old Cornwall man was arrested on November 19th, 2019 and charged with two counts of breach of recognizance for contacting his ex-girlfriend and failing to keep the peace. It is alleged on November 19th, the man sent text messages to his ex-girlfriend, despite his conditions, and police were contacted. On November 20th, the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

Cornwall, ON – The Cornwall Police Service (CPS) is asking for the public’s assistance concerning a stolen vehicle investigation. A white 2017 GMC Sierra 2500hd pickup truck went missing while parked in the area of 691 Brookdale Avenue between November 17th and 18th. The vehicle has a “VC” logo on the passenger doors and is missing the tailgate. The last four digits of the licence plate are 6192.

It is alleged on November 20th the individuals attended a Ninth Street business and removed merchandise, making no attempt to pay for the items as they left the store. They were stopped by a Loss Prevention Officer and police were contacted. During the investigation, they were taken into custody, charged accordingly and released to appear in court on January 9th, 2020.

Cornwall, ON – The Cornwall Police Service (CPS) is currently conducting an investigation at Cornwall Collegiate and Vocational School (CCVS), located at 437 Sydney Street.

The school is currently under lockdown and police officers are on scene conducting the investigation.

At this time, we are asking parents and students to not attend the school and to avoid the area to permit police to safely conduct the investigation.

More details will be released as they become available. Please do NOT call our dispatch for more information. All details and updates will be released on our social media pages and our website as the information becomes available. We appreciate the cooperation of the public as we conduct our investigation.

 
UPDATE – 12:36 PM

The investigation into the lockdown at CCVS remains ongoing at this time. We can confirm no one has been injured and students and staff members have been safely secured under lockdown.

Please refrain from contacting our dispatch unless you have information pertaining to this investigation. We are continuing to ask parents and students to please not attend within the vicinity of the school to allow for police to conduct the investigation.

The lockdown at CCVS has been lifted. Police are assisting with students being safely dismissed from school for the day. Bus transportation will resume as usual. RESIST ARREST

Cornwall, ON – Michael Bieser, 62, of Ingleside was arrested on November 21st, 2019 and charged with resist arrest. It is alleged while investigating an unwanted person call, the man was uncooperative with police and resisted arrest. He was taken into custody, charged accordingly and released to appear in court on December 17th, 2019.

STOLEN VEHICLE UPDATE

Cornwall, ON – On November 18th, 2019, the Cornwall Police Service (CPS) received a report of a stolen white 2017 GMC Sierra 2500hd pickup truck from the area of 691 Brookdale Avenue. On November 21st, 2019, with the assistance of the public, the vehicle was recovered. At this time, the investigation remains ongoing. The CPS would like to thank the public for their assistance in sharing the information on social media, which ultimately assisted in the recovery of this vehicle.

#OPP Report 20 Year Old Ottawa Man Found Dead in St. Lawrence River Near Morrisburg 112519

SD&G OPP INVESTIGATING DEATH

(SOUTH DUNDAS, ON) On November 23, 2019, shortly before 1:00 p.m., officers from the Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) responded to a report of a body being located in the St.Lawrence River by scuba divers.

SD&G OPP responded to the Gallop Canal Iroquois Marina to investigate. The

OPP Underwater Search and Recovery Unit (USRU) attended the scene and recovered a 20 year-old male of Ottawa, Ontario from the water.

A post mortem is being conducted to determine cause of death.

OPP Forensic Identification Services (FIS) and the Office of the Chief Coroner will continue the investigation with the assistance of the SD&G OPP Crime unit.

(SOUTH GLENGARRY, ON) – On November 22, 2019 at approximately 8:29 p.m, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers responded to single motor vehicle collision on County Road 17, South Glengarry Township.

Investigation revealed that the adult driver was under the influence of alcohol.

Aurel ANDRE ( age 69) of Cornwall, Ontario was arrested and is charged with;

– Drive a Motor Vehicle while Impaired

– Drive a Motor Vehicle with over 80 Milligrams of Alcohol in blood

The accused was released and is scheduled to appear at Ontario Court of Justice in Alexandria February 5 2020.

DOMESTIC – MISCHIEF

(NORTH GLENGARRY,ON) – On November 24, 2019 at approximately 9:55 a.m Stormont Dundas & Glengarry Ontario Provincial Police officers responded to a report of domestic situation in North Glengarry Township. Investigation revealed that an adult accused had caused damage to the residence while breaking in to the residence.

A 39-year-old accused of North Glengarry, Ontario was arrested and is charged with;

– Mischief

– Break and Enter

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Cornwall on January 7, 2020.

IMPAIRED DRIVER

(SOUTH STORMONT, ON) – On November 24, 2019 at approximately 11:18 p.m, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers responded to traffic complaint on Highway 401, South Stormont Township.

Investigation revealed that the adult driver was under the influence of alcohol.

Cody GROSENICK ( age 31) of Edmonton, Alberta was arrested and is charged with;

– Drive a Motor Vehicle while Impaired

– Drive a Motor Vehicle with over 80 Milligrams of Alcohol in blood

The accused was released and is scheduled to appear at Ontario Court of Justice in Cornwall December 12, 2019.
