Former Ottawa Man Charged with Child Sexual Offences

 

(Ottawa) — The Ottawa Police Service’s Sexual Assault and Child Abuse (SACA) Section has charged a former Ottawa man following an investigation into historical allegations of child sexual assaults. The investigation began February 17, 2016, when a victim came forward to report the abuse.

On September 16, 2016 the Sexual Assault & Child Abuse Section arrested and charged Gerald Rene LEVERT, 67 years old, of Low, Quebec with three counts of Sexual Assault and one count of Gross Indecency, as per Criminal Code charges existing at the time of the offences. The incidents occurred in Ottawa between 1983 and 1989.

These charges related to multiple incidents involving two victims ranging in age from 7-12 years old.

He will appear in court September 16, 2016.

The Ottawa Police continue their investigation and are concerned there could be more victims.

Mohamed HERSI is described as a Black Male, 29 years of age, 185 cm (6’1”), 95 kg (209lbs), black hair  and wears prescription glasses.

HERSI is serving a 2 year 3 month sentence for Break and Enter, Assault with a Weapon, Robbery (x2), and Forcible Confinement.

The offender is known to frequent the Ottawa and Toronto Areas.

EXCESSIVE SPEEDS

(South Stormont) – On September 16, 2016, a Highway Safety Division Ontario Provincial Police officer conducted speed measuring enforcement on Highway 401, South Stormont Townships and intercepted the following vehicle for traveling at excessive speeds. The vehicle was impounded and the driver’s permit seized for seven (7) days in accordance to policy.

– September 16, 2016 – 3:19pm (South Stormont); vehicle stopped travelling 178km/h (100km/h zone). Male driver (20) from Markham, Ontario was charged accordingly.

DOMESTIC INVESTIGATION

(South Stormont) – On September 16, 2016 at approximately 7:14pm, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers responded to a report of a domestic situation at a residence on Manning Road, South Stormont Township. Investigation indicated that an altercation between an adult female and her boyfriend resulted in the male assaulting the female.

The 27-year-old male from South Stormont Township was arrested and is charged with;

– Assault

The male was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on October 4th 2016. His name is being withheld in order to protect the identity of the victim.

DOMESTIC INVESTIGATION

(North Dundas) – On September 18, 2016 at approximately 12:58pm Stormont Dundas & Glengarry Ontario Provincial Police officers responded to a report of a domestic situation in North Dundas Township. Investigation revealed that an adult male was in contravention of conditions imposed from a previous incident.

A 37-year-old Male from North Dundas was arrested and is charged with;

– Fail to Comply with Conditions of a Recognizance

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall.

IMPAIRED DRIVER

(North Dundas) – On September 17, 2016 at approximately 3:26pm, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers intercepted a vehicle on County Road 7, North Dundas Township. The investigation revealed that the adult male driver was under the influence of alcohol.

Daniel VANDERVEEN (56) of North Dundas, Ontario was arrested and is charged with;

– Care or Control of a Motor Vehicle with Over 80 Milligrams of Alcohol in blood

– Driving a Motor Vehicle while Impaired

He was released and is scheduled to appear at the Ontario Court of Justice in Morrisburg on October 11, 2016.

SEXUAL ASSAULT

Cornwall, ON – Gilles Goulet, age 53, of Cornwall was arrested on September 15, 2016. It is alleged that on March 12, 2016, he inappropriately touched a woman at her residence. Police were contacted and an investigation was conducted. He was charged with Sexual Assault. He was released to appear in court on October 25, 2016.

THEFT OVER $5000

Cornwall, ON – Anthony Kuno, age 53, of Cornwall was arrested on September 17, 2016. He is currently bound by a Probation Order with the relevant condition to keep the peace and be of good behaviour. It is alleged that on September 15, 2016, he attended a local pawn shop, selected a quantity of jewellery and exited the store without making any attempt to pay for the merchandise. Police were contacted and an investigation was conducted. He was charged with Theft Over $5000 and Breach of Probation. He was held for a Bail Hearing.

THREATS

Cornwall, ON – Garry Pyper, age 37, of Cornwall, was arrested on September 17, 2016. It is alleged that on this date he engaged in a verbal argument with several neighbours which escalated to the point where he threatened to assault one of them. Police were contacted and an investigation was conducted. He was charged with Uttering Threats. He was released to appear in court on October 20, 2016.

ASSAULT POLICE, BREACH, DRUG POSSESSION

Cornwall, ON – Stacey Clarke, age 26, of North Gower, ON, was arrested on September 18, 2016. She is currently bound by an Undertaking Order with the relevant condition to abstain from alcohol or other intoxicating substances. She was located by police on this date on Marlborough Street having consumed alcohol. She was also found to be in possession of drugs believed to be marihuana and hashish. During the course of this incident, she bit the hand of a police officer. She was subsequently charged with Assault Police, Breach of Undertaking and 2 counts of Drug Possession. She was held for a Bail Hearing.

IMPAIRED DRIVER

(North Dundas) – On September 21, 2016 at approximately 3:39am, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers intercepted a vehicle on County Road 3, North Dundas Township. Investigation revealed that the adult male driver was under the influence of a drug.

Robert SHEIK (47) of Ottawa, Ontario was arrested and is charged with;

– Care or Control of a Motor Vehicle While Impaired by a Drug

He was released and scheduled to appear at the Ontario Court of Justice in Morrisburg on November 2, 2016.
THEFT INTERCEPTED

(North Glengarry) – On September 20, 2016 at approximately 11:58pm, SD&G OPP officers responded to a report of a suspicious person at a residence on MacDonald Boulevard in the Town of Alexandria, North Glengarry Township. Officers intercepted an adult male attempting to enter a parked vehicle on the property.

Patrick DUVAL (41) of North Glengarry Township was arrested and is charged with;

– Attempt Theft from a Motor Vehicle
– Trespass at Night

He was released and scheduled to appear at the Ontario Court of Justice in Alexandria on October 12, 2016.
BREAK-IN

(North Stormont) – Overnight (September 19-20, 2016), a commercial property located on County Road 12, North Stormont Township was entered. A parked transport truck at the site was entered; the driver’s seat, a GPS and containers of gasoline were stolen.

An investigation continues.

OPS Lay Robbery Charges After Kijiji Sale in Ottawa SEPT 21, 2016

Charges laid in two linked robberies

 

(Ottawa)— The Ottawa Police Service Robbery Unit has laid charges in two overnight robberies that both started with the sale of cell phones using a popular social media site.

On September 19, 2016, at approximately 8:40 pm, the male victim was selling a cellular phone after a meeting was arranged using the popular Kijjijji site.  The meeting was arranged to occur on Gallantry Way.  Two males attended in a vehicle and the victim met the suspects at the curbside.  The phone was provided for viewing to the passenger, and at that point, the driver proceeded to drive off.  The victim was dragged by the vehicle for a short distance before falling away from the vehicle.  The victim sustained minor injuries as a result of falling to the ground.  He was treated at hospital and has since been released.

On September 19, 2016, at approximately 9:30 pm, a male victim met two suspects in a parking lot along Crestway Drive near Standherd Drive.  Again, the meeting was arranged using Kijjijji web site.  The passenger of the vehicle exited the vehicle to inspect the phone that was for sale.  As the victim stood there, he was suddenly assaulted with a knife.  The suspects then fled the scene.  The victim sustained a minor injury that did not necessitate further medical attention.  The victim was able to obtain vehicle descriptors and relay such to Police.

A short time later, the vehicle was stopped along Longfields Drive by a patrol officer and two suspects were taken in custody without incident.

Muhammad NAEEM, age 21 of Gatineau, and Edwin EDOUARD, age 21 of Ottawa, are charged jointly with the following offences:

  • Two (2) counts of robbery
  • Possession of a weapon in commission of an offence

Both individuals are separately charged with two (2) counts each of conspiracy to commit an indictable offence.

Muhammad NAEEM is additionally charged with the following offences:

  • Dangerous operation of a vehicle causing bodily harm
  • Fail to remain at the scene of an accident

Investigators are concerned that there may be additional victims.  The involved vehicle is described as white Audi A4 with a Quebec license plate.

Police would suggest the following safety tips for those who utilize social media sites to arrange meetings and transactions:

  • When buying or selling, you should meet in-person to thoroughly inspect the product and then exchange funds. Meet in a public place with many people around, ideally one that is under video surveillance,
  • Attend with a second person, and consider leaving your item or cash in a vehicle or with the other person as you assess the credibility of the other party,
  • Sellers should always arrange to speak with the potential buyer over the phone ahead of the meet up. If something seems suspicious, walk away,
  • It’s up to the seller to choose the location.  The buyer should never dictate the terms. At the meeting, write down the licence plate of any vehicle number when they arrive at the meeting.

Should you become a victim of a similar robbery, the following steps are recommended:

  • Do not resist your attackers, they may be armed and this could lead to serious injury or death;
  • Try and memorize their faces, clothing and license plates if they leave in vehicles
  • Report the incident to Police as soon as possible

Both suspects appear in court on September 20, 2016.

Paving Scams in Ottawa #OPS Sept 21, 2016

Paving Scam

 

 

(Ottawa) — The Ottawa Police Organized Fraud Unit is warning the public about a new scam that has emerged in Ottawa.

The Ottawa Police has received complaints from people who have “hired” paving contractors who come to the door, with promises of an inexpensive paving job for their lane. No paperwork is exchanged, a verbal price is agreed upon, and when the work is complete, they charge a much higher amount and pressure the purchaser to pay.

The “salesmen” appear to be young white males, who speak with an Irish accent.

The Ottawa Police Organized Fraud Section wants to remind the public that any contractor work should come with a signed hard copy contract, and that if any deal appears too good to be true, it probably is.

Take the time to reflect on the deal before agreeing. There is no hurry to sign the deal at the door.

Remember that once you agree to the work, you have to pay for the work, so that is why it is important to get a contract before the work starts.

ASSAULT AND RESIST ARREST

Cornwall, ON – Makenzie Churcher, age 21, of Cornwall, was arrested on September 21, 2016. It is alleged that on this date he engaged in a verbal argument with an individual at a local health facility which escalated to him throwing the contents of a bottle of milk in her face. Police were present during the incident and apprehended him immediately. He was physically uncooperative with police while being taken into custody. He was subsequently charged with Assault and Resist Police. He was released to appear in court on November 3, 2016.

DRUG POSSESSION AND TRAFFICKING

Cornwall, ON – Jeremy Myers, age 21, of Cornwall, was arrested on September 21, 2016. He is currently bound by an Undertaking Order with the relevant condition to keep the peace and be of good behaviour. As a result of an investigation by the Street Crime Unit he was located by police in the area of First Street East and Adolphus Street in possession of a quantity of substances believed to be crack cocaine, methamphetamine, and hydromorphone. He was also carrying approximately $500 cash. He was subsequently charged with Drug Possession, Possession for the Purpose of Trafficking, Possession of Property Obtained by Crime, and Breach of Undertaking. He was held for a Bail Hearing.

WEAPONS

Cornwall, ON – Stephen Kuno, age 55, of Potsdam, NY, was arrested on September 21, 2016. He was apprehended by Canada Border Service Agency this date for attempting to enter the country with a firearm in his vehicle. Cornwall Police were contacted and an investigation was conducted. He was subsequently charged with Unauthorized Importing of a Firearm, Possession of a Prohibited Firearm, and Careless Storage of a Firearm. He was released to appear in court on October 25, 2016.

ASSAULT WITH WEAPON

Cornwall, ON – Clarissa Square, age 23, of Cornwall was arrested on September 21, 2016. It is alleged that on this date she engaged in a verbal argument with an individual at her residence. Another individual attempted to intervene and she swung at him with a metal bat. The individual removed the bat from her. She punched him in the face. Police were contacted and an investigation was conducted. She was subsequently charged with Assault with a Weapon and Assault. She was released to appear in court on October 20, 2016.

BREAK AND ENTER, THEFT, POSSESSION OF STOLEN PROPERTY

Cornwall, ON – Jamie Garlow, age 24, of Cornwall was arrested on September 18, 2016. It is alleged that on September 17, 2016, he attended the lot of a local auto body shop and entered one of the parked vehicles. He took a purse from the vehicle, removed a quantity of cash, disposed of the purse on the lot then fled the area. It is further alleged that on September 18, 2016, he broke into a residence in the east end of Cornwall. He took a purse from the residence, removed a quantity of cash and a health card then disposed of the purse on a nearby street. Police were contacted and an investigation was conducted. Mr. Garlow was located with the health card in his possession. He was subsequently charged with Break and Enter, Theft Under $5000, and Possession of Stolen Property. He was held for a Bail Hearing.

(South Stormont) – On September 22, 2016 at approximately 2:06am, a Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officer intercepted a vehicle on County Road 18, South Stormont Township. The stop indicated that the male driver was under the influence of alcohol.

Mathew GALLINGER (26) of South Stormont Township was arrested and is charged with;

– Driving a Motor Vehicle While Ability Impaired
– Driving a Motor Vehicle With More Than 80 Milligrams of Alcohol in Blood

He was released and scheduled to appear at the Ontario Court of Justice in Cornwall on October 20, 2016.
DOMESTIC INVESTIGATIONS

(North Dundas) – On September 21, 2016 at approximately 12:36pm, SD&G OPP officers responded to a report of a domestic situation at a property on County Road 43, North Dundas Township. Investigation indicated that an altercation between a male and his girlfriend resulted in the female being assaulted. A past assault was also disclosed.

A 19-year-old male from South Dundas Township was arrested and is charged with;

– Assault – Spousal (2 counts)

He was released and scheduled to appear at the Ontario Court of Justice in Cornwall on October 4, 2016. His name is being withheld in order to protect the identity of the victim.
(South Stormont) – On September 22, 2016 at approximately 5:48am, SD&G OPP officers responded to a report of a domestic situation at a property on Otto Road, South Stormont Township. Investigation indicated that a male had caused damage within the home. After his arrest, the accused caused further damage while in the police cruiser.

A 23-year-old male from Cardinal, Ontario is charged with;

– Mischief Under $5000 (2 counts)
He was released and scheduled to appear at the Ontario Court of Justice in Cornwall on October 18, 2016. His name is being withheld in order to protect the identity of the victim.
DRUGS SEIZED

(South Glengarry) – On September 22, 2016 at approximately 2:43am, an SD&G OPP officer intercepted a vehicle on Highway 401, South Glengarry Township. The stop resulted in the seizure of a quantity of suspected marihuana and cocaine. Further details revealed that the female driver was in contravention of several conditions stemming from a previous incident.

Renee HARRISON (26) of Montreal, Quebec was arrested and is charged with;

– Possession of a Controlled Substance (2 counts)
– Fail to Comply with Recognizance (6 counts)

She was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall.

OPP INVESTIGATING SERIOUS COLLISION. COUNTY ROAD 17 CLOSED
(East Hawkesbury, ON) – Officers from the Hawkesbury Detachment of the Ontario Provincial Police (OPP) assisted by Technical Traffic Collision Investigators are currently investigating a serious collision on County Road 17 east of Hawkesbury.

OPP were called to a collision involving 2 vehicles at approximately 05:00pm on Thursday 22nd September 2016.

County Road 17 is closed to east bound traffic at the intersection with Tupper Street and to westbound traffic at the intersection with Cameron Street.

The incident is active and ongoing.

(Alfred and Plantagenet Township, ON) – Officers from the Hawkesbury Detachment of the Ontario Provincial Police (OPP) under the direction of Detective Inspector Daniel Nadeau of the Criminal Investigations Branch (CIB) are continuing to investigate a weapons related incident in Alfred and Plantagenet Township where a female had earlier been located deceased at the scene.

The OPP has located and arrested the male suspect who had earlier been identified in relation to this active criminal investigation.

The OPP wish to thank the public for their assistance, patience and understanding as this investigation continues.

(Alfred and Plantagenet Township, ON) – Officers from the Hawkesbury Detachment of the Ontario Provincial Police (OPP) under the direction of Detective Inspector Daniel Nadeau of the Criminal Investigations Branch (CIB) are investigating a weapons related incident in Alfred and Plantagenet Township.  One deceased female has been located at the scene.

The OPP is searching for a suspect in the investigation.  He has been identified as Daniel LALONDE, 61.  He is described as a white male, with grey hair, 5’ 10”, 150 lbs. (see attached photos) who is considered armed and dangerous in relation to this active investigation.  The OPP are also searching for two vehicles LALONDE may be operating, a 2008 white Toyota Highlander with Ontario Licence BXLH 616, and a 2003 silver Honda Civic 4 door Ontario Licence BZPL 070.

The suspect is considered armed and dangerous and a risk to public safety.  Anyone who may know of the whereabouts of this wanted suspect or who may come into contact with the suspect should not approach him.  Contact the police as soon as possible by calling 9-1-1.

Road closures will remain in effect in the area of Concession 5.  The safety of the community is of paramount importance and the public is advised to avoid travel to and from this area until further notice.

Ottawa man charged with Sexual Assault and Sexual Interference

 

(Ottawa) — The Ottawa Police Service Sexual Assault and Child Abuse (SACA) Section has charged an Ottawa man following an investigation into allegations of a Sexual Assault and Sexual Interference.

In September 2016, the Ottawa Police Service received a report of a male suspect who had been contacting a 15 year old girl over social media. He arranged to meet the girl and she was sexually assaulted on several occasions.

Ivan PIPUNIC, 44 years old, of Ottawa Ontario is charged with three counts of Sexual Assault, 3 counts of Sexual Interference and one count of Obstruction of Justice.

He is to appear in court on September 23, 2016.

SACA investigators are concerned that there could be other victims.

CRTF Continues to Disrupt Organized Crime

On Monday September 12, 2016, Cornwall Regional Task Force (CRTF) investigators attended the Canada Border Service Agency (CBSA) Cornwall Port of Entry (POE) to follow up on a domestic contraband seizure. As such, Kevin BUCKSHOT (43 years of age), of Akwesasne, Ontario was arrested for being in possession of approximately 180 kilograms of fine cut tobacco which was concealed in ten (10) vacuum sealed bags. BUCKSHOT was released on a Promise to Appear in Cornwall court on October 20th, 2016

Since our community relations “blitz” operation which was held in June, the CRTF continues to receive great cooperation from the general public. Another example of this occurred on September 13, 2016, when officers received information of suspicious activity taking place at a local shoreline South Glengarry campground. Investigators attended the area to investigate which led to a vehicle stop. Danny RHEAUME (20 years of age) from Salaberry-de-Valleyfield, Quebec, was arrested for being in possession of approximately 605 kilograms of fine cut contraband tobacco. RHEAUME also faces a breach of probation charge. He was later released on a Promise to Appear in Cornwall court on October 25th, 2016.

In addition to these seizures, on September 14th, 2016, the CRTF participated in an operation led by the Valleyfield RCMP and Sûreté du Québec which resulted in a seizure of approximately 1,450 kilograms of contraband fine cut tobacco and the arrest of one male from the province of Quebec.

These seizures of fine cut tobacco translate into roughly 2,235,000 cigarettes or 11,174 cartons of product that will not be reaching the illicit contraband market.

The individuals noted above, have been charged under the provisions of the Excise Act, 2001 and also potentially face charges under the provincial Tobacco Tax Act.

Cornwall, ON – James Stephenson, age 49, of Cornwall, was arrested on September 22, 2016. He is currently bound by a Probation Order with the relevant condition to report to the probation office as required. It is alleged that he failed to do so and a warrant was issued for his arrest. He was located and charged with Breach of Probation. He was released to appear in court on October 20, 2016.

DOMESTIC THREATS

Cornwall, ON – A 60 year old Cornwall man was arrested on September 22, 2016. It is alleged that on this date he threatened to kill his common-law wife. Police were contacted and an investigation was conducted. The man was charged with Uttering Threats. He was held for a Bail Hearing. His name is not being released in order to protect the identity of the victim.

(Alfred-Plantagenet Township, ON) – One male is now facing a criminal charge in the death of a female near Alfred, Ontario.

Officers from the Hawkesbury Detachment of the Ontario Provincial Police (OPP) under the direction of Detective Inspector Daniel Nadeau of the Criminal Investigation Branch (CIB) began the investigation after responding to a weapons related incident in Alfred and Plantagenet Township on Thursday September 22, 2016.  A female was located deceased at the scene. Police have secured several properties in Alfred-Plantagenet Township to search for evidence related to this investigation.

The victim has been identified as Jacqueline Rouleau, 41 of Hawkesbury.  A post mortem is scheduled for today to determine the cause of death.  Investigators do not believe domestic violence played a role in this incident.

OPP officers arrested the accused in Hawkesbury after issuing a public safety warning to the public through regular and social media outlets.  Daniel LALONDE, 61 of Alfred is charged with First Degree Murder.  He appeared in bail court today (Friday September 23, 2016) and was remanded into custody.

Members of the Hawkesbury OPP Crime Unit, Forensic Identification Services (FIS) and the OPP Regional Support Team, under the direction of Detective Inspector Daniel Nadeau of the Criminal Investigation Branch (CIB), will be continuing with this investigation, in conjunction with the Ontario Coroner’s Office.   The OPP Tactics and Rescue Unit (TRU), Emergency Response Team (ERT), Canine and Aviation Services were involved in the early stages of the investigation.

Man Sought by Cornwall Ontario Police After Setting Fire Alarm SEPT 25, 2016

REQUEST FOR ASSISTANCE

 

The Cornwall Community Police Service is requesting the public’s assistance in identifying the male suspect in the attached photograph for activating a false alarm of fire.

On Tuesday July 26, 2016, at approximately 6:00 p.m. a white male, between 60 and 70 years of age, wearing a blue hat, grey shirt and shorts entered into the main doors of a business in the area of Ninth Street East and Sydney Street.  He proceeded to pull the fire alarm pull station, sending it into alarm mode, when there was no fire or emergency in progress.  This resulted in the Fire Department and Police Service responding to the scene in an urgent manner.  The male left the area in a blue/grey vehicle that resembled a Chevrolet Impala.  The last 3 numbers on the licence plate were reported to be 953.  He left the area southbound on Pitt Street.

SIU Investigating After Man Falls From Balcony in Ottawa

Case Number: 16-OCD-245

Mississauga, ON (24 September, 2016) —

The province’s Special Investigations Unit has been called to investigate the circumstances surrounding the death of a 52-year-old man who fell from a balcony today in Ottawa.
Preliminary information suggests the following:
  • At approximately 12:45 p.m. on Saturday, September 24, 2016, Ottawa Police Service officers responded to an apartment building at 1300 McWatters Street.
  • Officers arrived at a unit and knocked on the door.
  • A short time later, a man fell from the unit’s balcony.
  • He was later pronounced dead.
Four investigators and two forensic investigators have been assigned to investigate this incident.
The SIU is urging anyone who may have information about this investigation to contact the lead investigator at 1-800-787-8529.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid

Homicides on Elmira Drive and Shillington Avenue

(Ottawa) — The Ottawa Police Service Major Crime Unit continues to investigate two homicides that occurred this weekend.

The first homicide occurred on Saturday morning at 2 a.m. at an Elmira Dr. address. Jacob Thompson, 40, was shot and died on scene.

The second homicide occurred at 6 a.m. today on Shillington Ave. where Abdi Jama, 26, was shot. He was pronounced dead at hospital.

Anyone with information about either homicide is asked to contact Major Crime at 613-236-1222 ext. 5493.
