Ontario Provincial Police News Portal OPP Media Release GRENVILLE COUNTY (Kemptville) Male arrested for assault on Police Officer2017-01-17

(Prescott, Ont.) – On January the 16th, 2017, at approximately 1am, the Grenville County Ontario Provincial Police (OPP) located an intoxicated male who was causing a disturbance, on Edward Street in Prescott.

The 25 year old male, from Prescott, was resistive and combative with police. One officer was injured in the confrontation and suffered from minor injuries. Gabriel GERMAIN-ZARTTIE was charged with:

  • Causing a disturbance
  • Being intoxicated in a public place
  • Resist peace officer
  • Assault a peace officer
  • Fail to comply with undertaking x 2

The accused was held for bail court in Brockville.

Ontario Provincial Police News Portal OPP Media Release LEEDS COUNTY (Brockville) GRENVILLE OPP OFFICER DIVERTS TRAGEDY 2017-01-17

(LEEDS, ON.) –   Members of the Ontario Provincial Police are continuing an investigation involving an unsafe commercial motor vehicle on Highway 401.
On the 16th of January 2017, at about 9:30 a.m., a diligent Ontario Provincial Police officer in Grenville County noticed an unsafe tractor trailer on Highway 401 in Augusta Township. He was able to stop the vehicle after observing a wheel coming loose.
A Leeds OPP officer who is CVSA (Commercial Vehicle Safety Alliance) trained, attended and conducted further examination. As a result, the driver, a 47 year old Quebec resident has been charged with Operating an Unsafe Commercial Motor Vehicle. He is scheduled to appear at Brockville Provincial Offences Court on 1 March 2017 to answer to the charge.
Further to the investigation, the owner of the vehicle will be summonsed to Brockville Provincial Offences Court on the same date to answer to the charge of Permitting Operation of an Unsafe Commercial Motor Vehicle.
The investigation continues.

ASSAULT, ASSAULT WITH A WEAPON

Cornwall, ON – A 24-year-old Cornwall woman was arrested on January 16th, 2017 and charged with assault and assault with a weapon. It is alleged during an argument on January 14th, 2017 the woman pushed and struck her common-law husband with a bat. Police were contacted and an investigation ensued. On January 16th, 2016 the woman attended police headquarters to deal with the matter. She was taken into custody, charged accordingly and held for a bail hearing. Her name was not released as it would identify the victim in the matter.

Cornwall, ON – A 55-year-old Cornwall man was arrested on January 16th, 2017 and charged with assault and assault with a weapon. It is alleged during an argument on January 16th, 2017 the man pushed his common-law wife and threw a set of keys at her. Police were contacted and an investigation ensued. During the investigation the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

POSSESSION OF A CONTROLLED SUBSTANCE, BREACH

Cornwall, ON – Devon MacDonald, 27 of Cornwall was arrested on January 16th, 2017 and charged with possession of marijuana and breach of recognizance for being in possession of weapons. It is alleged on January 16th, 2017 a warrant was executed at his residence and several knives, a pellet gun and marijuana was located. He was taken into custody, charged accordingly and held for a bail hearing.

THEFT UNDER $5000

Cornwall, ON – A 28-year-old Cornwall man was arrested on January 16th, 2017 and charged with theft under $5000. It is alleged on December 9th, 2016 the man removed property from his ex-girlfriend’s residence without her permission and police were contacted to investigate. On January 16th, 2017 the man was located by police, taken into custody, charged accordingly and released to appear in court on February 23rd, 2017. His name was not released as it would identify the victim in the matter.

BREAK AND ENTER

Cornwall, ON – Shannon Pollard, 38 and James Savidge, 27 both of Cornwall were arrested on January 17th, 2017 and charged with break and enter. It is alleged on January 17th, 2017 they attempted to enter a Belmont Street residence by way of breaking a window when they were scared off by the homewowner. Police were contacted and an investigation ensued. During the investigation both were taken into custody, charged accordingly and released to appear in court on February 23rd, 2017.

WARRANT

Cornwall, ON – Sherri Ferguson, 51 of Cornwall was arrested on January 17th, 2017 on the strength of a warrant. It is alleged the woman breached her recognizance and a warrant was issued for her arrest. On January 17th, 2017 the woman attended police headquarters to deal with the matter. She was taken onto custody on the strength of the warrant and held for a bail hearing.

ASSAULT, THREATS, BREACH

Cornwall, ON – A 36-year-old man from Akwesasne was arrested on January 17th, 2017 and charged with threats to property, threats to life, assault and breach of three probation orders for failing to keep the peace. It is alleged during arguments in the month of January, 2017 the man threatened to kill his girlfriend and burn her car. It is also alleged the man struck his girlfriend several times during an argument. Police were contacted and an investigation ensued. On January 17th, 2017 the man was stopped at the port of entry and police were contacted. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

It is alleged on January 17th, 2017 the four men attempted to gain entry into a Belmont Street address with a bar while three of the males concealed their identity. The males were scared off by a witness and police were contacted to investigate. The males were located a short distance away, taken into custody, charged accordingly and held for a bail hearing.

Ottawa man charged with child pornography offences

(Ottawa) – On Wednesday January the 18th 2017, Ottawa Homeland Security Investigations (HSI) notified the Ottawa Police Service Internet Child Exploitation Unit (ICE) of an investigation by Customs Border Protection (CBP) at the Ottawa International Airport.

During a secondary search by CBP a resident of Ottawa attempting to travel to Chicago was denied entry to the United States based on suspected videos of Child Pornography observed on the subject’s cell phone.

Subsequent investigation conducted by ICE confirmed the videos to meet the Criminal Code of Canada definition of Child Pornography.

A search warrant is being prepared by the ICE Unit to forensically examine all digital devices seized from the Ottawa International Airport.

Abdul RAHIM, 41 years old, is charged with:

  • Possession Child Pornography s. 163.1(4) of the Criminal Code
  • Distribution (attempt to export) Child Pornography s. 163.1(3)

He will appear at show cause court on Thursday, January 19, 2017.

UNLAWFUL USE OF A CREDIT CARD, BREACH

Cornwall, ON – A 13-year-old and 18-year-old youth both from Cornwall were arrested and charged with unlawful use of a credit card. The 18-year-old was also charged with breach of a youth probation order for failing to keep the peace. It is alleged on December 2nd, 2016 they used a debit card that did not belong to them for various purchases and police were contacted to investigate. They were taken into custody during the investigation, charged accordingly and released to appear in court at a later date. Their names were not released as per provision of the Youth Criminal Justice Act.

Cornwall, ON – Ronald Savard, 56 and Symphony Pierce, 23 both of Cornwall were arrested as a result of a warrant and charged as follows:

It is alleged on December 20th, 2016 members the Cornwall Street Crime Unit executed a drug warrant at a Montreal Road residence and located a quantity of illegal drugs, Canadian currency, brass knuckles and knives. During the investigation both were taken into custody, charged accordingly and released to appear in court at a later date.

WARRANT

Cornwall, ON – Devin Walker-Boettger, 21 of Cornwall was arrested on January 18th, 2017 on the strength of warrants. It is alleged the man failed to attend court and warrants were issued for his arrest. On January 18th, 2017 the man was located by police and taken into custody on the strength of the warrants after a brief foot chase in the area of Bryden Avenue. He was also found to be in breach of a recognizance for not abiding by house arrest and being in possession of a cell phone. He was charged accordingly and held for a bail hearing.

BREACH

Cornwall, ON – A 22-year-old Cornwall man was arrested on January 18th, 2017 and charged with breach of probation for communicating with someone he has conditions not to communicate with, being within 100 meters of her residence and for failing to keep the peace. It is alleged on January 18th, 2017 the man was found to be at his ex-girlfriend’s residence despite his conditions. He was taken into custody, charged accordingly and released to appear in court on February 21st, 2017. His name was not released as the conditions stem from a domestic incident and would identify the victim in the matter.

WARRANT

Cornwall, ON – Justin Dufresne, 24 of Cornwall was arrested on January 19th, 2017 and charged as follows:

  • Possession of Hydromorphone
  • Possession for the purpose of trafficking Hydromorphone
  • Property obtained by crime ( Canadian currency)
  • Possession of Cannabis Resin
  • Possession for the purpose of trafficking Etizolam
  • Possession of a prohibited weapon x 2

It is alleged on January 19th, 2017 members of the Cornwall Street Crime Unit with the assistance of the Corrnwall Emergency Response Team executed a drug warrant at a Marlborough Street address and located a quantity of Hydromorphone, cannabis resin, cash, brass knuckles and a taser gun. Dufresne was taken into custody, charged accordingly and released to appear in court on February 28th, 2017.

THREATS

Cornwall, ON – Jesse Grignon, 20 of Cornwall was arrested on January 19th, 2017 and charged with threats. It is alleged on January 19th, 2017 the man threatened an 18-year-old woman known to him and police were contacted to investigate. During the investigation the man was taken into custody, charged accordingly and released to appear in court at a later date.

A combined effort between Kingston Police and OPP through the Repeat Offenders Parole Enforcement Team (ROPE) is continuing the search for Federal Inmate David MARACLE. With assistance from correctional services of Canada.

MARACLE walked away from the Henry Trail Correctional Facility located at 1453 Bath Road at approximately 8:00 p.m. on January 22, 2017.

MARACLE has an extensive criminal history with convictions that include possession of a weapon, break and enter, assault, kidnapping, sexual assaults, and overcome resistance choking.

In the interest of public safety Kingston Police is releasing the most current photo available of MARACLE, see below.

Kingston Police are asking that members of the public remain vigilant. If you observe anyone who matches the above description and/or appears to be suspicious, please contact the following:

MAN CHARGED IN BREAK-IN

(North Stormont) – On January 20, 2017 at approximately 8:38pm, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers, assisted by OPP Emergency Response Team (ERT) and K-9 members responded to a report of a break-in in progress at a residence on Sand Road, North Stormont Township. Investigation indicated that a male suspect had attempted to forcibly enter the home and had fled on foot. He was located and arrested following a K-9 track.

Shaun TYPHAIR (35) of North Dundas Township is charged with;

– Break and Enter a Dwelling
– Possession of a Break-In Instruments
– Trespass by Night

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall.
BREACH OF CONDITION

(South Glengarry) – On January 21, 2017 at approximately 9:53pm, an SD&G OPP officer intercepted a vehicle on Cannon Street, South Glengarry (South Lancaster). A check of the adult male driver indicated that he was in contravention of a condition (non-communication order) imposed from a previous incident.

Kevin WALDROFF (20) of Cornwall, Ontario was arrested and is charged with;

– Fail to Comply with Recognizance

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall.
DRUGS SEIZED

(South Glengarry) – On January 22, 2017 at approximately 2:38am, an SD&G OPP officer intercepted a vehicle on Highway 401, South Glengarry Township. The stop resulted in the seizure of a quantity of suspected marihuana.

The male driver, Brendan CROCKETT (20) of Cornwall, Ontario and female passenger, Kimberly EVANS (19) of South Glengarry Township were both arrested and each charged with;

– Possession of a Controlled Substance

Both were released and scheduled to appear at the Ontario Court of Justice in Alexandria on March 8, 2017.
THEFT OF TRACTOR

(North Dundas) – On January 20, 2017 – SD&G OPP began an investigation into a reported theft of a tractor at a business on County Road 31, North Dundas Township (Winchester). A green 2014 John Deere JD3046R with a front end loader was stolen.

An investigation continues.
THEFT-DAMAGE TO TRAILERS

(North Stormont) – Overnight (January 21-22, 2017) – several camping trailers were entered while parked on a commercial lot at the corner of Highway 138 and County Road 43, North Stormont Township. Investigation indicated that 11 units were forcibly entered. A television was taken from one unit while six (6) others sustained damage.

An investigation continues.

Long Sault Woman Charged After Biting & Knife Threat CCPS Jan 23, 2017

WARRANT

Cornwall, ON – Kevin Ouellet, 31 of St-Jerome was arrested on January 20th, 2017 on the strength of a warrant. It is alleged during the month of November, 2016 the man attempted to take a transport from a local business and damaged the ignition. Police were contacted and an investigation ensued. On January 20th, 2017 members of the Cornwall Community Police Service attended St-Jerome Courthouse as the man was in custody on unrelated charges. He was taken into custody on the strength of the warrant, transported to Cornwall and held for a bail hearing.

ASSAULT, BREACH

Cornwall, ON – A 37-year-old Long Sault man was arrested on January 20th, 2017 and charged with assault and breach of undertaking for failing to keep the peace. It is alleged during an argument on January 18th, 2017 the man punched his common-law wife and police were contacted to investigate. During the investigation it was also alleged the man’s common-law wife bit him and threatened him with a knife. Both were taken into custody, charged accordingly and held for a bail hearing. Their names were not released as it would identify them as victims.

BREACH

POSSESSION OF PROPERTY OBTAINED BY CRIME

Cornwall, ON – Joseph Merpaw, 52 and Donald Waldorf, 54 both of Cornwall were arrested on January 23rd, 2017 and charged with possession of property obtained by crime. It is alleged on January 23rd, 2017 the men were found to be in possession of a quantity of metal that had been removed from a construction site on January 22nd, 2017. The men were taken into custody, charged accordingly and released to appear in court on March 2nd, 2017.

MISCHIEF, DRIVE DISQUALIFIED, POSSESSION OF A CONTROLLED SUBSTANCE

Cornwall, ON – A 40-year-old Cornwall man was arrested on January 23rd, 2017 and charged with mischief and drive disqualified. It is alleged during an argument with his common-law wife on January 23rd, 2017 the man damaged furniture and a wall in the residence. Police were contacted and an investigation ensued. The man who had left the area prior to police arrival was taken into custody during a traffic stop and found to be in possession of a quantity of marijuana. He was charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

MALE ARRESTED FOR THREAT TO SCHOOL

(CHAMPLAIN, ON) – On January 25, 2017 shortly after midnight, the Hawkesbury Detachment of the Ontario Provincial Police (OPP) received information in regards to a threat towards the Vankleek Hill Collegiate Institute (VCI).

As a result of the investigation a 17-year-old male is charged under the Criminal Code of Canada with the following section:

– Uttering Threats – Cause death or Bodily Harm

The name of the young person will not be released in accordance with the Youth Criminal Justice Act (YCJA).

The school remained closed for approximately one hour this morning while the Hawkesbury OPP, assisted by the East Region Emergency Response Team (ERT) and the OPP Canine Unit, conducted a search of the premises to ensure safety of the school community.

The male youth is detained pending a Bail Hearing on January 25, 2017 at the Ontario Court of Justice located in L’Orignal.

It is alleged during an argument on January 24th, 2017 the woman struck and scratched a 20-year-old man. It is also alleged the woman lunged at the man with a knife. Police were contacted and an investigation ensued. During the investigation the woman was taken into custody, charged accordingly and released to appear in court on March 2nd, 2017.

Brad D Eamer of Cornwall Wants City to Switch to OPP JAN 26, 2017

Once again we watch helplessly as our City Council wrestles with our 2017 budget. This city is so desperate to save money that anything and everything is on the table, and rightly so. Council cuts a few thousand here and there, but can’t seem to address the really big budget items. The process begs one to look at the property tax information pamphlet taxpayers receive showing where our tax dollars go.

On that list is Cornwall Fire Services, an easy and frequent target for some councilors. But everybody ignores the elephant in the room. By far the top of the spending list is our police service’s $18 million budget, more than double the Fire Service… But what can we do? We have as much control over this as we do the 20 plus police staff who made the $100,000 sunshine list. Or do we?

Occasionally there are whispers of the OPP providing this service, a service most of us will never directly use. Should our Council consider this? How does this happen? What will it cost? Fortunately through the wonders of the internet anyone can research the cost, benefits and simple processes involved. But there are other things to consider, like how it would affect our current police staff? How would they feel to become part of a world class police service with all the opportunity for diversification, advancement, training and the latest in police technologies?

What about the perceived notion of local control? Council often complains they have no control as everything is up to the police services board. I wonder if a contracted OPP would give Council a much bigger ear than they have now?

The OPP currently provide policing to a population of 2.3 million, including 324 Ontario municipalities, including the surrounding municipality of SD&G. Small police forces have been amalgamating with the OPP for years. This is not a new trend. They are the second largest police service in Ontario and they provide contracted Cities access to every specialized police support function that’s out there.

The potential cost savings are simple logistics, buy 10 police cars or 1000, 60 police uniforms or 500. These are just some simple comparisons, but then consider the cost of everything being purchased is spread out across more and more Ontario properties. Salary cost is no issue as all Ontario police officers make within a few hundred dollars of each other.

No doubt some people reading will be reaching for the phone to demonize the mere thought of this. It’s called self-preservation. They may even suggest an expansion of our service to take over SD&G. That’s nonsense and it shows desperation.

So why do we continue to miss out on this opportunity? I want this brought up for discussion at City Hall to see who speaks against it and what pea brained excuse they use. All taxpayers should be demanding Council ask for a costing.

After all, it’s free.

Cornwall Ontario –  The Standard Freeholder ran a puff piece spinning a higher amount of complaints about the CCPS.

Oddly enough there were less reported crimes in Cornwall in 2016 even though they still are raising their budgets.

The police service is a cash cow.  It comes down to money and power.    If you’re not popular, as yours truly appears to be, you get falsely arrested, and even worse, those that break the law against you don’t appear to get charged.

That’s not policing anymore, but being a private security service.

Likewise, the police blotter should include all those charged.    The CCPS should also be more public about complaints against officers.

Personally, speaking for myself, I have very little faith in the current process which is why I’ve never made a formal complaint for my experience that stemmed from Cst Casey McGregor charging me for making threatening phone calls without verifying that I actually made them.

Sgt Chad Maxwell signed off on the charge and Chief Dan Parkinson himself was involved in the process.

A production order clearly showed that I never made a single call as per the crown disclosure.   The CCPS refused to charge Michael Bedard (Roys Pools, Platinum Pools) for making a clearly false claim.

That Chief Parkinson was up for a new contract, and it was election time with yours truly running against Police Services board member Mayor Bob Kilger, and police services board chair Pat Finucan was Mayor Kilger’s campaign manager the optics weren’t pretty.

I can list the officers that I’ve brought clear charges to against others like the Traci Trottier, incidences where she not once, but twice, made clear false allegations against myself that both times CCPS officers refused to charge her over.  I doubt I’d have had the same charitable sentiment from the CCPS if I’d made false allegations.

Would any reasonable person expect police officers to police police officers?

At the very least many incidents are massaged.  An officer clearly has to cross the line to be sanctioned.  Many have privately shared with me that the union makes true action and investigation difficult.  Likewise it’s hard to get info to cover or report on such as the case in Alexandria involving two OPP officers.   Would you expect criminals to police criminals?

According to the Freeholder story:

Complaints against police officers in the city rose slightly in 2016 from the previous year

The number of public complaints against police in 2016 for conduct is two more than 2015 going up from seven to nine.

Internal complaints, those made by Parkinson doubled in 2016, going up from three in 2015 to six.

Of those 16 complaints, Parkinson said two were unsubstantiated; four were screened out by the Office of the Independent Police Review Director; one was withdrawn by the complainant, three resulted in informal discipline, two resulted in disciplinary hearings, one involved a criminal charge laid against an officer and two were customer service resolutions.

With charges going down, at least reported ones, complaints going up should be a big cause for concern as these are essentially filtered complaints.

Of course numbers can be played with.   Likewise, just because a complaint is “found” to be unsubstantiated doesn’t mean that it really was.     For example former Mayor Bob Kilger endured claims of sexual assault while managing the local St. Hubert BBQ many years ago.     While he was never formally charged; it certainly doesn’t hurt in a small town when your Brother in law is a high level officer, and you have many hockey buddies on the force that his son would eventually join as well.     The optics of the process at the time still have people talking.  That Mr. Kilger allegedly had to be bailed out by Jean Chretien while serving as Parliamentary Whip for similar issues doesn’t help that perspective.

Many people don’t file a complaint with the police because they fear the police.    I myself had a very frightening experience with an officer this past Summer.  While the officer didn’t do or say anything wrong the circumstances were highly suspect.

Likewise I’ve had officers threaten me with charges if I didn’t remove content from CFN.

Fraud being one of the biggest areas of crime and one of the most time intensive to investigate leads to the question as to why Cornwall only had/has one officer fulfilling that role?    And the officer in charge of the Latour and Caskenette cases was allegedly bullied into asking for a transfer before those cases finished begging a further question of how much fraud has been investigated and how in depth?

Adding in that Chief Parkinson himself appeared on behalf of a convicted fraud felon to appeal for his parole the question again is how hard does Cornwall treat fraud?

It’s time for a full investigation of the CCPS, but more important as an election comes it’s time to ask if it makes any sense for taxpayers to pay nearly 50% more for police services than the United Counties of SD&G pay the OPP?

With nearly 50% more population and a much wider area to cover how does the OPP have a budget for SD&G that is about 50% less than the City of Cornwall spends?   Does that make any sense?  Are we getting some extra special value?

Add to that the Chief himself, lives in South Glengarry on Yacht Blvd clearly not complaining about OPP services.

Wearing the badge should be one of the most respected careers.    You literally are putting your life on the line every time you put the uniform on.

Police deserve to be respected for what they do and what they represent, but for that respect to truly be there police have to live up to those badges.    Right now the CCPS has not and needs a draining of the swamp because many see that extra 50% residents are paying going to management and top heavy older officers that seem to focus more on politics than policing.

And it’s time for a police board to not have more than one rep on it from its elected officials or council.

Everyone should feel safe in their homes with the knowledge that if they are in trouble the police are there to protect and serve them.   They should feel that if someone has broken the law against them that the police will enforce it fairly.    Sadly this isn’t the case for many in Cornwall.   This has to change if we ever are to grow into a progressive and inclusive community, especially for what we pay for police services.

Ontario Provincial Police News Portal OPP Media Release STORMONT DUNDAS and GLENGARRY DRUGS AND WEAPONS SEIZED/DISTURBANCE/BREAK-IN/ 2017-01-26

DRUGS AND WEAPONS SEIZED

(North Stormont) – On January 25, 2017 at approximately 6:00pm, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers intercepted a vehicle on Main Street in the Village of Avonmore, North Stormont Township. The stop resulted in the seizure of an air pistol and quantities of suspected cocaine and Xanax pills. With the assistance of SD&G OPP Crime Unit and OPP Emergency Response Team (ERT) members, further investigation resulted in the execution of a Criminal Code Search Warrant at a residence on Main Street in the Village of Avonmore. There, officers seized ammunition, brass knuckles and quantities of suspected marihuana and Acetaminophen pills.

Giovanni ROUSSEL (25 – vehicle driver/home owner) was arrested and is charged with;

– Possession of a Controlled Substance (3 counts)
– Possession of a Prohibited Firearm
– Possession of Ammunition
– Possession of a Prohibited Weapon
– Fail to Comply with Undertaking (3 counts)

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall.
(North Glengarry) – On January 25, 2017 at approximately 1:44pm, an SD&G OPP officer intercepted a male on Dominion Street in the Town of Alexandria, North Glengarry Township. Investigation indicated that he was wanted in relation to an incident (Unlawfully in a Dwelling) from December 2016 in North Glengarry. Upon his arrest, a quantity of suspected hydromorphone was seized.

Matthew MACDONALD (28) of No Fixed Address is charged with;

– Possession of a Controlled Substance
– Unlawfully in a Dwelling house

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall.
DISTURBANCE

(South Dundas) – On January 26, 2017 at approximately 5:03am, SD&G OPP officers responded to a report of a disturbance at a Service Centre of Highway 401 eastbound, South

Dundas Township. Investigation indicated that an adult male and female were involved in an altercation resulting in the female assaulting the male. Further information revealed that the male was in contravention of conditions imposed from a previous incident.

A 19-year-old female from Ste-Marthe, Quebec was arrested and is charged with;

– Causing a Disturbance
– Assault – Spousal

She was released and scheduled to appear at the Ontario Court of Justice in Cornwall on February 21, 2017. Her name is being withheld in order to protect the identity of the victim.

A 22-year-old male from Montreal, Quebec was also arrested and is charged with;

– Causing a Disturbance
– Fail to Comply with a Probation Order

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall.
BREAK-IN

(North Dundas) – On January 25, 2017 at approximately 9:07am, SD&G OPP officers responded to a report of a break-in at a residence on County Road 43, North Dundas Township. Investigation resulted in identifying a male suspect that had entered the home. A check of the male indicated that he was in contravention of conditions imposed from previous incidents.

Kirk STEWART (37) of North Dundas Township was arrested and is charged with;

– Break, Enter a Dwelling House
– Fail to Comply with Probation Order (2 counts)

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall.

CORNWALL ONTARIO – David Maracle was convicted of raping a 14 year old girl in 1997.   The 51 year old was picked up at a shopping mall after a tip by a CFN viewer.

He’s an example of the system failing.     Convicted in 1987 of sexual assault, he raped the 14 year old after going through the system.

He escaped from a Halfway House in Kingston Sunday, and was picked up in a shopping mall Thursday night.

Think about that?

Luckily there are no reported crimes that he committed while escaped from the Henry Trail Community Correctional Facility for five days.

Ontario Provincial Police News Portal OPP Media Release STORMONT DUNDAS and GLENGARRY HISTORICAL SEXUAL ASSAULT INVESTIGATIONS/DRUGS SEIZED 2017-01-27

HISTORICAL SEXUAL ASSAULT INVESTIGATIONS

(North Glengarry) – As a result of ongoing investigations into reported historical sexual assault incidents, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) Crime Unit have charged two (2) males. Investigations have indicated that between 1992 and 1995, several sexual assaults involving two (2) male youths (at time of offences) took place at residences in the Town of Alexandria, North Glengarry Township.

On January 18, 2017 – a 56-year-old male from North Glengarry Township was arrested and is charged with;

– Sexual Assault (4 counts)
– Sexual Interference  -Person Under 14

On January 19, 2017 – a 41-year-old male from Cornwall, Ontario was arrested and is charged with;

– Sexual Assault (2 counts)
– Utter Uttering Threats

Both were released and are scheduled to appear at the Ontario Court of Justice in Alexandria on March 8, 2017. The names of the accused persons are being withheld in order to protect the identity of the victims.
DRUGS SEIZED

(South Dundas) – On January 26, 2017 at approximately 12:37pm, members of the OPP Community Drug Action Team (CDAT) intercepted a vehicle on Carman Road, South Dundas Township. The stop resulted in the seizure of quantities of suspected cocaine and marihuana as well as assorted drug paraphernalia.

The male driver, Chad WELSH (24) of South Dundas Township was arrested and is charged with;

– Possession of a Controlled Substance for the Purpose of Trafficking
– Possession of a Controlled Substance
– Fail to Comply with Undertaking

He was released and scheduled to appear at the Ontario Court of Justice in Brockville on March 24, 2017.

There were 14 individuals arrested between 5:00 a.m. Friday, January 27 and 5:00 a.m. Monday, January 30, 2017 including 12 men and 2 women, between 19 and 62 years of age, for the following offences: assault, assault with a weapon, possession of a dangerous weapon, possession of a prohibited weapon, forcible confinement, choking, mischief, utter threat to cause bodily harm, uttering death threats, dangerous operation of a motor vehicle and breach probation.

Woman Charged After Attacking Staff Members at Group Home

A 23-year-old woman of no fixed address was charged after attacking staff at a local group home.

January 28, 2017 at approximately 2:50 p.m. the accused was becoming disruptive at a group home. Two staff members were speaking with the accused attempting to have her eat and settle down. The accused suddenly ran at the staff members, violently swinging her arms. The accused struck both members in the chest area before they could restrain her. Police were called and the accused was arrested.

The accused was transported to police headquarters where she was held to attend a bail hearing the following day.

The victims suffered no injury as a result of the attack. The accused was charged with breach probation and two counts of assault.

Man Assaults his Wife with a Baking Sheet

A 62-year-old local man is facing charges after assaulting his wife during an argument over money.

January 29, 2017 at approximately 5:00 p.m. the accused and the victim, his wife, were in their residence in the east end of the City. The accused and victim began arguing over his control of her spending money on household items. The argument escalated and became physical. At one point during the altercation the accused pushed the victim into a wall and put his hand around her neck before pushing her to the floor. When the victim got up, the accused struck her over the head with an aluminum baking sheet. The accused left the residence shortly afterwards.

At approximately 7:15 p.m. the accused turned himself in at police headquarters. He was held to attend a bail hearing the following day.

The victim suffered a minor injury as a result of the altercation. The accused was charged with assault and assault with a weapon.

Dangerous Drivers Identity Determined after Investigation

A 26-year-old local man who eluded officers after a dangerous driving stunt was arrested after police were able to identify him and a warrant for his arrest was obtained.

January 23, 2017 at approximately 2:30 p.m. the accused was driving a vehicle southbound on Montreal Street. An officer on patrol observed the accused approaching from behind and pulled to the side of the road to investigate an expired plate validation. The accused made an abrupt right turn onto MacCauley Street. The officer turned his police cruiser around and proceeded to MacCauley Street where he observed the accused over 100 meters away driving at an approximate speed of 80 km/h in the posted 50 km/h zone. The accused then slammed on the brakes and made a sudden turn onto Daly Streets where he lost control and hit the side walk. The vehicle then went sideways and skidded to a halt in the rear of a building on Montreal Street. The officer observed the accused exit the driver’s door and run from the vehicle along with two other male occupants.

The officer pursued the fleeing driver, as a female exited the vehicle with a small child. The driver and male passengers eluded police and upon returning to the vehicle officers found it abandoned with unlocked doors. The vehicle was towed.

After further investigation the officer was able to identify the accused driver and a warrant was applied for, as the accused was of no fixed address at that time.

January 27, 2017 at approximately 10:00 a.m. the accused turned himself in at police headquarters. The accused was booked and later released on a promise to appear.

The accused is charged with dangerous operation of a motor vehicle and breach of probation.

Man Facing Charges After Police Uncover Two Domestic Incidents

A 39-year-old local man is facing numerous charges after an investigation reveals two incidents of domestic violence.

January 27, 2017 police began an investigation into the accused regarding two domestic incidents. Police learned that on both December 26, 2016 and January 26, 2017 the accused had become violent with his common-law at their residence. On the first incident he prevented her from leaving the residence, chocked her and pinned her down. On the second incident he threatened to attack her friends and threw water in her face.

The victim was taken to a place of safety while police searched for the accused and sought a warrant for the arrest.

On January 28, 2017 at approximately 7:45 a.m. the accused was arrested after turning himself in at police headquarters. The accused was held to attend a bail hearing.

The accused was charged with forcible confinement, two counts of assault, choking, and two counts of utter threat to cause bodily harm.

Police Seeking Assistance Identifying Parkway Grocery Robbery Suspect

January 29, 2017 at approximately 8:45 p.m. a suspect entered the Parkway Grocery store located at 1469 Princess Street. The suspect entered the store wearing a white clown faced mask. The suspect went to the counter while pointing a small hand gun at the store clerk. The suspect demanded money and then fled the store with a quantity of cash. The suspect may have gotten into a vehicle that was in the parking lot.

The suspect is described as a white male, with short black hair, approximately 5’6”, average build, and a small tattoo of writing on the back of his neck. He may have been wearing a brightly coloured orange construction like jacket.

Knife Wielding Man Threatens Bar Staff

A 38-year-old local man is facing numerous charges after wielding a knife in local bar and threatening the staff.

January 30, 2017 at approximately 1:00 a.m. the accused went to a bar on Montreal Street. The accused was allegedly upset over a call from his girlfriend. The accused pulled so hard on the door that he ripped the handle partially off. Once inside the bar the accused began waving a 6” knife around, while making threats to kill the staff and bomb the establishment. The owner off the bar was able to push him outside, despite the accused making stabbing gestures with the knife.

Police were called and the accused was seen getting into a truck on Queen Street. The vehicle was stopped and the accused was arrested without further incident. On the floor where the accused had been sitting, a spring loaded knife matching the description provided by witnesses was found.

The accused was transported to police headquarters where he was held to attend a bail hearing.

The accused is charged with possession of a dangerous weapon, possession of a prohibited weapon, mischief, uttering death threats and two counts of breach probation.

IMPAIRED, OVER 80

Cornwall, ON – Tayla Leblanc, 23 of Long Sault was arrested on January 28th, 2017 and charged with impaired operation of a motor vehicle and over 80. It is alleged the woman was operating a motor vehicle while under the influence of alcohol on January 28th, 2017 when the vehicle she was driving struck a pole a utility pole on Boundary Road. Police attended the scene, took the woman into custody, charged her accordingly and released her to appear in court at a later date.

WARRANT

Cornwall, ON – Anthony Jocko, 18 of Cornwall was arrested on January 28th, 2017 on the strength of a warrant. It is alleged the man failed to attend for prints on September 26th, 2016 and a warrant was issued for his arrest. On January 28th, 2017 the man was located by police, taken into custody on the strength of the warrant and held for a bail hearing.

BREACH

Cornwall, ON – Joel Sarault, 19 of Cornwall was arrested on January 26th, 2017 and charged with breaching a recognizance for being out past curfew and for failing to keep the peace. He was also charged with breach of probation for failing to keep the peace. It is alleged on January 26th, 2017 the man was found to be in breach of his conditions when police attended his residence. He was taken into custody, charged accordingly and held for a bail hearing.

Ontario Provincial Police News Portal OPP Media Release LEEDS COUNTY (Brockville) SCHOOL BUS CAR COLLISION – NO INJURIES 2017-01-31

(LEEDS, ON.) –   Members of the Ontario Provincial Police are continuing an investigation into a school bus and car collision in Rideau Lakes.
On the 30th of January 2017 at about 3:30 PM, members of the Ontario Provincial Police in Rideau Lakes Township attended to reports of a Howard school bus and a Volkswagen Jetta that had collided at the intersection of Highway 15 and County Road 8 in Rideau Lakes.

Investigation revealed that there were 19 students on board at the time.

There were no reported injuries.
The investigation continues.
