Domestic Vehicle Bashing Leads to Charges in S Dundas 012318 #OPP

DOMESTIC INVESTIGATION

(SOUTH DUNDAS, ON) – On January 22, 2018 at approximately 5:31am, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers responded to a domestic disturbance on County Road 31 in South Dundas Township. Investigation indicated that an adult male had struck his wife’s vehicle with his vehicle. The female suffered no injuries as a result of the collision.



The adult male (28) of South Dundas Township was arrested and is charged with;

–             Dangerous Operation of a Motor Vehicle

–             Mischief

He was released and is scheduled to appear in Cornwall court on February 20, 2018.

His name is being withheld in order to protect the identity of the victim.

ASSAULT, ASSAULT WITH A WEAPON, OVERCOME RESISTANCE, THREATS

Cornwall, ON – A 47-year-old Cornwall man was arrested on January 19th, 2018 and charged with assault, assault with a weapon, threats and overcome resistance (choking). It is alleged during an argument on January 19th, 2018 the man assaulted his girlfriend, threw boots at her, choked her and threatened to harm her. Police were contacted and an investigation ensued. During the investigation the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.



BREACH, ASSAULT, BREAK AND ENTER, THREATS

Cornwall, ON – A 22-year-old Cornwall man was arrested on January 19th, 2018 and charged with breach of recognizance for failing to notify a change of address. He was also charged with breach of probation for failing to keep the peace. It is alleged during the month of January, 2018 the man failed to notify a change of address and an investigation ensued. On January 19th, 2018 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and held for a bail hearing. On January 20th, 2018 the man entered his ex-wife’s residence without permission, breaching a recognizance for communicating with her and causing her to fear for her safety. The man then threatened and assaulted an occupant in the residence. Police were contacted and an investigation ensued. During the investigation the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

WARRANT

Cornwall, ON – Jason Keeler, 24 of Cornwall was arrested on January 19th, 2018 on the strength of a warrant. It is alleged in July, 2015 the man threatened another man known to him with a knife and police obtained a warrant for his arrest. On January 19th, 2018 while attending a Louisa Street address for an unrelated matter, the man was located by police, taken into custody on the strength of the warrant and released to appear in court on February 13th, 2018.

Cornwall, ON – A 57-year-old Cornwall man was arrested on January 20th, 2018 on the strength of a warrant. It is alleged on December 24th, 2017 the man threatened his ex-girlfriend with a knife and prevented her from leaving the residence. Police were contacted and a warrant was obtained for his arrest. On January 20th, 2018 the man was located by police, taken into custody and released to appear in court on February 15th, 2018. His name was not released as it would identify the victim in the matter.

THEFT, BREACH

Cornwall, ON – A 14-year-old and 16-year-old Cornwall youth were arrested on January 20th, 2018 and charged with theft under $5000. The 16-year-old was also charged with carrying a concealed weapon (knife) and breach of probation for carrying a weapon and failing to keep the peace. It is alleged on January 20th, 2018 the two youths attended a Seventh Street store and removed merchandise making no attempt to pay for the items as they left the store. Police were contacted and located the two youths a shorts distance away. They were taken into custody and the 16-year-old was found to be in possession of a knife despite his conditions. Both were charged accordingly and released to appear in court at a later date. Their names were not released as per provision of the Youth Criminal Justice Act.

ASSAULT, ASSAULT WITH A WEAPON, POSSESSION OF A WEAPON FOR A DANGEROUS PURPOSE, FORCIBLE CONFINEMENT, BREAK AND ENTER, BREACH

Cornwall, ON – A 28-year-old Cornwall man was arrested on January 21st, 2018 and charged with Assault X2, break and enter, weapons dangerous, assault with the weapon and breach of probation X 3 for failing to keep the peace. It is alleged during arguments on January 20th, 2018 and January 21st, 2018 the man entered his girlfriend’s residence without permission, assaulted her and prevented her from leaving the residence. It is also alleged the man also chased the woman all the while brandishing a knife. Police were contacted and took the man into custody. He was charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

WARRANT

Cornwall, ON – Amanda Poirier, 28 of Cornwall was arrested on January 21st, 2018 on the strength of existing warrants. It is alleged the woman failed to attend court on two occasions and warrants were issued for her arrest. On January 21st, 2018 while investigating another matter, the woman was located by police, taken into custody on the strength of the warrants and held for a bail hearing.

 OPP EXECUTE DRUG WARRANT IN VILLAGE OF CARDINAL

 

(PRESCOTT, ON) – On January 24, 2018 members of the Grenville County Ontario Provincial Police (OPP), Community Street Crime Unit (CSCU) and Emergency Response Team (ERT) executed a Controlled Drugs and Substances Act (CDSA) search warrant at a residence on Benson street, in the village of Cardinal. Police seized cannabis marihuana and codeine, with an estimated street value of approximately $7,500 .



As a result Kristofer ELLIOT, age 36 of Cardinal, was arrested and charged with the following CDSA offences:

 

  • Possession of a schedule I substance
  • Possession of a schedule II substance for the purpose of trafficking

 

He was released on a promise to appear and is scheduled to attend the Ontario Court of Justice in Brockville on February 23, 2018.

#OPP Report 2 Vehicle Collision in Rideau Lakes 012518

(LEEDS, ON.) – Officers of the Rideau Lakes Detachment of the Ontario Provincial Police are continuing an investigation into a collision that occurred on County Road 5.

On January 24, 2018 at about 8:40 AM OPP were advised of a two vehicle collision that had occurred on County Road 5, east of Highway 15 in Rideau Lakes Township. A Ford cargo van was eastbound on County Road 5 when it collided with a westbound Honda vehicle.



The driver of the Ford, a 40 year old man from Portland was transported to hospital in Kingston with serious injuries. His passenger sustained non-life threatening injuries. There were no injuries to the other driver.

The OPP Technical Collision Investigators (TCI) and OPP Reconstructionist were called to the scene to assist with the investigation.

A portion of County Road 5 remained closed in both directions and was reopened at 4:45 PM.

An update will be provided upon further investigation.

CHARGES LAID RELATING TO BREAK IN

(SOUTH STORMONT,ON) – On January 15, 2018 at approximately 3:14am, Stormont, Dundas & Glengarry Ontario Provincial Police officers responded to a report of a break-in at a business (MacEwens Gas Station) on Highway 138, South Stormont Township.

Investigation indicated that sometime overnight January 15, 2018 culprit(s) entered a business and removed cigarettes and lottery tickets.

On January 23, 2018 members of the Community Street Crime Unit of SD&G OPP arrested an adult male in connection with the break-in.

Joseph O’TOOLE (44) of Verdon, Quebec was arrested and is charged with;

– Break and Enter

– Possession of Property Obtained by Crime ( 3 counts)

– Trafficking in stolen goods under $5000

An investigation continues.

He was held in custody pending a court appearance (bail) at the Ontario Court of Justice in Cornwall.

Investigation indicated that an altercation had taken place between a male and his wife. The Investigation revealed that the male and female assaulted each other.

A 34-year-old male from North Dundas, Ontario was arrested and is charged with;

– Assault

– Fail to comply with conditions of a probation order

A 34- year -old female from North Dundas, Ontario was arrested and charged with;

– Assault

The male was held in custody pending a court appearance (bail) at the Ontario Court of Justice in Cornwall.

The female was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on February 6, 2018. Both names are being withheld in order to protect the identity of the victims.

(NORTH GLENGARRY,ON) – On January 24, 2018 at approximately 6:34m, SD&G OPP officers responded to a report of a domestic situation at a residence in North Glengarry Township. Investigation indicated that an altercation had taken place between a female and her boyfriend. The Investigation revealed that the female had assaulted the male.

A 25-year-old female from North Glengarry, Ontario was arrested and is charged with;

– Assault

The female was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on February 20, 2018

His name is being withheld in order to protect the identity of the victim.

 

EXCESSIVE SPEEDS

(SOUTH GLENGARRY,ON) – On January 23, 2018, a Highway Safety Division Ontario Provincial Police officer conducted speed measuring enforcement on Highway 401, South Glengarry Townships and intercepted the following vehicles for traveling at excessive speeds. The vehicle was impounded and the driver’s permit seized for seven (7) days in accordance to policy.

 

– January 23, 2018 – 2:24pm (South Glengarry); vehicle stopped travelling 156km/h (100km/h zone). Male driver (24) from Pierrefonds, Quebec was charged with Stunt Driving (Highway Traffic Act).

SIU Lays Assault Charge against Toronto Police Service Officer

Case Number: 17-TCI-294

Mississauga, ON (25 January, 2018) —

The Director of the Special Investigations Unit (SIU), Tony Loparco, has reasonable grounds to believe a Toronto Police Service (TPS) officer committed a criminal offence in relation to the arrest of a 44-year-old man in October  of 2017. Director Loparco has caused a charge to be laid against the officer.
The SIU investigation found the following:
  • At approximately 5 p.m. on October 10, 2017, the officer observed a man on a bicycle apparently committing a traffic infraction on Queens Quay just west of Yonge Street.
  • The officer stopped and subsequently arrested the man.
  • The man later went to hospital where he was diagnosed with a serious injury.
As a result of the SIU investigation, TPS Constable Douglas Jason Holmes has been charged with one count of assault causing bodily harm, contrary to s. 267(b) of the Criminal Code.
The officer is required to appear before the Ontario Court of Justice at Old City Hall in Toronto on February 14, 2018.
The matter is now properly before the courts. In consideration of the fair trial interests of the accused, the SIU will make no further comment pertaining to this investigation.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.

Domestic Caught on Video Surveillance, Man and Woman Charged

A 52-year-old local man and a 56-year-old local woman have both been arrested after a physical altercation was recorded on video surveillance.

On January 21, 2018 witnesses called 911 after observing a male punch a female in the face at a north end apartment building. The female was gone on arrival, but officers located the male accused in his residence with visible injuries to his face.

An investigation revealed that the male returned home to find female (ex-girlfriend) inside his residence. The two began arguing and the female left, taking the males bicycle from the hallway. The male pursued the female into the front lobby where a physical altercation was captured on video surveillance. The female is seen punching the male in the face and then kicking him. The altercation continues and the male is seen punching the female twice in the face before she flees.

Both parties were located in their separate residences. Both parties were arrested and transported to police headquarters where they were held to attend a bail hearing the following day.

Both accused were charged with assault. The male was additionally charged with breach recognizance.

Woman Sexually Assaulted by Her Employer

A 40-year-old local man has been arrested after police learn he sexually assaulted his employee.

On January 9, 2018 the victim attended a business lunch with the accused. After the lunch, the accused drove her back to his house where she had left her vehicle. When the woman entered the home at the request of the accused, he sexually assaulted her.

On January 23, 2018 the accused turned himself in at police headquarters. The accused was arrested and later released on conditions with a future court date.

The accused was charged with sexual assault.

Kingston Police want to let victims of sexual assault know that it is their choice to disclose the incident to police. If you have been sexually assaulted or abused and are uncertain what to do, please attend the hospital and see the caring and compassionate staff at the Sexual Assault and Domestic Violence clinic (SADV). The staff can help you with counselling and coping strategies in addition to providing testing for sexually transmitted diseases and providing access to HIV medication. If you are willing the staff will also complete the sexual assault evidence kit. Evidence can be collected up to twelve days following a sexual assault. Depending on the circumstances it may be possible for DNA evidence to be obtained from clothing after it has been washed. Your confidentiality is guaranteed and police will only be contacted by the hospital if you request it at the time. The SADV clinic will store the contents of the kit for a preliminary period of 6 months which offers a victim time to gather information on the process and decide on how they want to proceed.

Police Looking for Information in Theft of Trailer

Sometime between December 26 and 30, 2018 a trailer was stolen from the driveway of an address in the 2000 block of Battersea Road.

The Forest River enclosed trailer is a 6×12 foot V-nose, tandem axel. It is charcoal in colour, with barn doors, a side man door on right side, a red oval “Action” sticker on front right panel top, and damage to front right panel on the V-nose.

Update: Police Asking for Assistance to Identify Mall Thief

On January 19, 2018 Kingston Police issued a media release in regards to the theft of a shopping bag with recently purchased merchandise. The release and an image of the suspect was posted to social media.

On January 23, 2018 the suspect attended police headquarters to turn himself. The merchandise was safely returned to the owner who then elected not to proceed with charges.

The incident drew some discussion on social media as to whether or not simply taking the apparently abandoned bag was a theft. Kingston Police wish to advise that it was in fact a theft, for these reasons:

  • The property was not intentionally abandoned, it was misplaced;

  • the property had a rightful owner;

  • the suspect had no colour of right to the property;

  • and the property was taken with the intent to deprive the owner.

  • 322 (1) Every one commits theft who fraudulently and without colour of right takes, or fraudulently and without colour of right converts to his use or to the use of another person, anything, whether animate or inanimate, with intent

    • (a) to deprive, temporarily or absolutely, the owner of it, or a person who has a special property or interest in it, of the thing or of his property or interest in it;

ORIGINAL RELEASE

On January 17, 2018 at approximately 5:45 p.m. the complainant was shopping at the Cataraqui Mall. By mistake the complainant left a bag containing a Boathouse hoodie and a pair of earrings on a bench. When he returned the bag was gone. The theft was captured on surveillance video and the suspect was seen leaving the mall though the south exit.

#OPP Search for Mercedes Delivery Van Stolen in Hawkesbury 012518

(Hawkesbury, ON) – – The Hawkesbury Detachment of the Ontario Provincial Police (OPP) is requesting the public’s assistance in locating a stolen vehicle.

The large delivery van was taken from outside a home in Hawkesbury at approximately 9:30 AM this morning.  It is described as a white Mercedes Sprinter van. It has the letters TCS  in large, red print on the side.  The Quebec licence plate is FLT6140.



The male driver is described as wearing a dark leather jacket and dark sunglasses.

It is believed the vehicle is heading into or may already be in the City of Ottawa.

BREACH

Cornwall, ON – A 31-year-old Cornwall woman was arrested on January 24th, 2018 and charged with breach of recognizance for being in contact with a certain person. It is alleged the woman was found to be in breach of her conditions during a traffic stop on January 24th, 2018. She was taken into custody, charged accordingly and held for a bail hearing. Her name was not released as her conditions stem from a domestic incident and would identify the victim in the matter.

WARRANT

Cornwall, ON – Corry Crowder, 32 of Cornwall was arrested on January 24th, 2018 on the strength of a warrant. It is alleged the man failed to attend court on January 11th, 2018 for drug related charges and a warrant was issued for his arrest. On January 24th, 2018 the man was located by police, taken into custody on the strength of the warrant and released to appear in court at a later date.



THEFT UNDER $5000, BREACH

Cornwall, ON – Ashley Gagnon, 24 of Cornwall was arrested on January 24th, 2018 and charged with two counts of theft under $5000 and breach of probation for failing to keep the peace. It is alleged the woman was responsible for two thefts from local stores that occurred on November 25th, 2017 and January 11th, 2018. On January 24th, 2018 the woman was taken into custody during a traffic stop, charged accordingly and released to appear in court on March 1st, 2018.

There were 34 calls for service in the City of Cornwall in the last 24 hours (8am the previous day to 8am the day of the release).

Hawkesbury #OPP Investigate Death Near St. Eugene 012618

OPP INVESTIGATING DEATH INCIDENT

(HAWKESBURY, ON) – The Hawkesbury Crime Unit of the Ontario Provincial Police (OPP) under the direction of Detective Staff Sergeant Paul Rosato of the Criminal Investigations Branch (CIB) are investigating a death incident in the East-Hawkesbury Township.

On January 24, 2018 at approximately 5:40 am, members of the Hawkesbury Detachment of the Ontario Provincial Police (OPP) responded to a report of a deceased male in a single home property near St-Eugene in the East-Hawkesbury Township.



A post mortem has been completed and the cause of death is not being released at this time.

Members of the Hawkesbury OPP Crime Unit and the Forensic Identification Services (FIS) will be continuing with this investigation, in conjunction with the Office of the Chief Coroner. Further information will be provided as it becomes available and deemed appropriate for release.

Man Arrested After Violent Attack on Parents

An 18-year-old local man has been arrested a violent attack on his parents in their west end home.

On January 24, 2018 at approximately 1:30 a.m. the accused returned home and began yelling and smashing things with a hockey stick. The accused shoved his mother in the chest when she attempted to calm him down and hit his step-father in the arm and side of the head with the hockey stick. The accused continued his rampage, grabbing a knife and stabbing it into a bathroom door while threatening to slit the victim’s throats if they called police. He then brought out a loaded crossbow which he pointed at the victims and later fired into a hallway wall. When the accused started to reload the crossbow the step-father attempted to disarm him and was violently attacked. When the accused went downstairs the victims fled and attended Kingston General Hospital for treatment of injuries.

At approximately 3:30 a.m. police were contacted and officers responded to the residence and setup containment. The emergency response unit was called out and at approximately 9:00 a.m. the accused came outside to surrender.

The accused was transported to police headquarters where he was held to attend a bail hearing the following day.

The accused was charged with assault, assault cause bodily harm, two counts of uttering threats, possession of a weapon, mischief, and three counts of assault with a weapon.

Youth Arrested for On-Going Domestic Harassment and Violence

A 17-year-old local youth is facing multiple charges after police learn of on-going harassment and violence towards her ex-boyfriend.

On January 24, 2018 the victim contacted police regarding on-going harassment by his ex-girlfriend. The victim reported that since they broke up approximately one month ago, the accused has repeatedly messaged and called him, and that she refuses to leave him alone.

An investigation revealed a history of harassment and violence dating back to January 2017 when the victim woke up to the accused attempting to choke him. In June 2017 the accused punched the victim twice during an argument, and in January 2018 the accused sent the victim a message and made phone calls threatening to kill him and his family.

On January 24, 2018 the accused was located at her residence. The accused was arrested and transported to police headquarters where she was held to attend a bail hearing the following day.

The accused was charged with uttering threats, harassment by repeated communication, two counts of assault, and mischief.

Update: Police Searching for 5 Men Wanted in Relation to Violent Robbery

Release Date: January 24, 2018

On January 24, 2018 police attended a residence on Barbara Avenue in an attempt to locate a 29-year-old local man wanted for the January 9, 2018 robbery. Police entered the residence on the strength of a Feeney Warrant and found the accused hiding inside the bottom of a small couch. The accused was arrested and transported to police headquarters where he was held pending a bail hearing. The accused is charged with forcible confinement, robbery, assault, kidnapping, and two counts of breach recognizance.

While in the restaurant the accused was recognized by several citizens as a result of recent media releases. Police responded to the restaurant and the accused was arrested. On January 19, 2018, a 35-year-old Harrowsmith man wanted for the January 9, 2018 robbery was arrested. The accused was held pending a bail hearing and is charged with forcible confinement, robbery, assault, kidnapping, and breach probation.

On January 17, 2018, the 34-year-old local man wanted for the January 9, 2018 robbery was arrested. The accused was held pending a bail hearing and is charged with forcible confinement, robbery, assault, kidnapping, and breach probation.

On January 9, 2018 the victim was taken to a Lansdowne Street address where multiple suspects were involved in restraining, violently beating and robbing him. It is believed the suspects also forced him to empty his bank account.

On January 12, 2018 a 29-year-old local man was arrested and charged with robbery, forcible confinement, assault, kidnapping and breach of undertaking.

Through an on-going investigation Detectives have identified five other men involved in this incident. Grounds exist for their arrest and police are actively searching for them.

ASSAULT

Cornwall, ON – A 37-year-old woman and a 46-year-old man both from Cornwall were arrested on January 25th, 2018 and charged with assault. It is alleged during an argument on January 21st, 2018 the husband and wife assaulted each other and police were contacted to investigate. During the investigation both were taken into custody, charged accordingly and released to appear in court on February 20th, 2018. Their names were not released as it would also identify them as victims.

IMPAIRED OPERATION OF A MOTOR VEHICLE, OVER 80

Cornwall, ON – Bernard McPhail, 52 of Lunenburg was arrested on January 25th, 2018 and charged with impaired operation of a motor vehicle and over 80. It is alleged on January 25th, 2018 the man was operating a motor vehicle while under the influence of alcohol while in the area of Second Street and Amelia Street. He was taken into custody during a traffic stop, charged accordingly and released to appear in court on February 13th, 2018.



PROPERTY OBTAINED BY CRIME, THEFT UNDER, BREACH

Cornwall, ON – Chantal Turcotte, 48 of Cornwall was arrested on January 25th, 2018 and charged with possession of property obtained by crime, unlawful use of a credit card, theft under $5000 X3 and breach of probation for failing to keep the peace. It is alleged on January 1st, 2018 the woman took a banking card from someone she knows without permission her permission and made several transactions within the city. Police were contacted and an investigation ensued. On January 25th, 2018 the woman was taken into custody, charged accordingly and released to appear in court on February 15th, 2018.

POSSESSION OF COCAINE, BREACH

Cornwall, ON – Rachel Oakes, 28 of Cornwall was arrested on January 26th, 2018 and charged with possession of cocaine and breach of recognizance for being in possession of illegal drugs. It is alleged in the early morning hours of January 26th, 2018 the woman was found to be in possession of a quantity of cocaine when she was stopped at the Port of Entry. Police were contacted and took the woman into custody. She was charged accordingly and held for a bail hearing.

There were 53 calls for service in the City of Cornwall in the last 24 hours (8am the previous day to 8am the day of the release).

(LEEDS, ON.) –   Officers of the Leeds Detachment of the Ontario Provincial Police (OPP) are continuing an investigation into multiple criminal charges after a traffic stop.

On January 28, 2018 at about 8:45 A.M. O.P.P officers stopped a vehicle on Highway 401 in Front of Yonge Township for Stunt Driving.  After the stop, and while her car was being towed, the driver became assaultive towards officers.

39 year old Angela HARTWICK of Scarborough was arrested and faces a charge of Assault Police. Subsequent investigation resulted in further charges of Unauthorized Possession of a Firearm, and Occupant of a Motor Vehicle knowing there was a Firearm.



She was released from custody on an Undertaking and is scheduled to appear at the Ontario Court of Justice, Provincial Division in Brockville on February 23, 2018 to answer to her charges. She is also scheduled to answer to her Stunt Driving charge at Brockville Provincial Offences Court on February 28, 2018.

The officer suffered minor injuries and was treated and released from hospital in Brockville.

The investigation continues.

Among these occurrences, OPP responded to 2 domestic disputes, 1 assault, 10 motor vehicle collisions, 1 drug offence related occurrence, 1 bail Violation call, 3 family disputes, 1 neighbour dispute, 2 fraud related occurrences, 1 break and enter occurrence, 17 calls for police assistance, 22 traffic complaints and hazards, 6 Traffic enforcement occurrences, 7 911 calls, 4 alarm calls, 1 sudden death investigation, 2 Trespass to property calls, 1 trouble with youth call, 1 liquor licence act call, 2 Impaired driving occurrences and 3 RIDE checks were conducted.

DOMESTIC INVESTIGATION

(NORTH DUNDAS, ON) – On January 26, 2018 at approximately 3:09pm, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers responded to a domestic disturbance in North Dundas Township. Investigation indicated that an adult male had caused damage to property within the home.

The adult male (29) of South Dundas Township was arrested and is charged with;

–             Mischief

He was released and is scheduled to appear in Cornwall court on March 6, 2018.

His name is being withheld in order to protect the identity of the victim.

DOMESTIC INVESTIGATION

(SOUTH STORMONT,ON) – On January 26, 2018 at approximately 6:53pm, SD&G OPP officers responded to a report of a domestic situation at a residence on Highway 138 in South Stormont Township. Investigation indicated that an altercation had taken place between a male and his girlfriend. The Investigation revealed that the male had assaulted the female.

A 39-year-old male from South Stormont, Ontario was arrested and is charged with;

– Assault

The male was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on February 6, 2018

IMPAIRED DRIVER

(NORTH DUNDAS,ON) – On January 27, 2018 at approximately 5:01pm, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers responded to a report of a traffic complaint on County Road 43, North Dundas Township. SD&G OPP officers located the vehicle and the investigation revealed that the adult female driver was under the influence of alcohol.

Shannon LACOMBE-GALLAGHER (34) of Carlsbad Springs, Ontario was arrested and is charged with;

– Drive a Motor Vehicle with Over 80 Milligrams of Alcohol in blood

– Drive a Motor Vehicle while Impaired

She was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on February 15, 2018.

EXCESSIVE SPEEDS

(NORTH DUNDAS,ON) – On January 28, 2018, SD&G Ontario Provincial Police officers conducted speed measuring enforcement on County Road 13, North Dundas Townships and intercepted the following vehicle for traveling at excessive speeds. The vehicle was impounded and the driver’s permit seized for seven (7) days in accordance to policy.

– January 28, 2018 – 12:59pm (North Dundas); vehicle stopped travelling 134km/h (80km/h zone). Male driver (35) from St. Sauver, Quebec was charged with Stunt Driving (Highway Traffic Act). The male driver was also charged for driving while under suspension (Highway traffic Act).




IMPAIRED DRIVER

(SOUTH DUNDAS,ON) – On January 28, 2018 at approximately 11:50pm, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers conducted a traffic stop on County Road 2, South Dundas Township.

The investigation revealed that the adult male driver was under the influence of alcohol.

James BARR (62) of South Dundas, Ontario was arrested and is charged with;

– Drive a Motor Vehicle with Over 80 Milligrams of Alcohol in blood

– Drive a Motor Vehicle while Impaired

He was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on February 15, 2018.

 

UPDATE :FATAL – MOTOR VEHICLE COLLISION

VICTIM IDENTIFIED

(NORTH STORMONT,ON) – On January 23, 2018 Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers responded to the scene of a two vehicle fatal collision on County Road 43, North Stormont Township.

Investigation has indicated that at approximately 10:12pm, a passenger vehicle was travelling westbound on County Road 43 North Stormont Township, when for reasons under investigation, the westbound passenger vehicle entered into the eastbound lane and struck an eastbound passenger vehicle.

The adult male driver Leopold CUSSON (69) of Gatineau, Quebec (lone occupant) of the westbound passenger vehicle was pronounced deceased at the scene.

The adult female driver (34) of Cornwall, Ontario (lone occupant) of the eastbound vehicle was transported to hospital with serious non-life threatening injuries.

SD&G OPP, assisted by OPP Traffic Collision Investigators (TCI) continue to investigate.

WARRANT

Cornwall, ON – Timothy McCormick, 36 of Gananoque was arrested on January 27th, 2018 on the strength of a warrant. It is alleged the man failed to attend court on May 16th, 2017 for breach charges and a warrant was issued for his arrest. On January 27th, 2018 a member of the Cornwall Community Police Service attended the Brockville Police Department as Gananoque Police Service had the man in custody on the strength of Cornwall’s warrant. He was transported to Cornwall and held for a bail hearing.

Cornwall, ON – Davidson Currier, 21 of Cornwall was arrested on January 27th, 2018 on the strength of a warrant. It is alleged the man breached his probation order and a warrant was issued for his arrest. On January 27th, 2018 the man was located by police, taken into custody on the strength of the warrant and released to appear in court on February 15th, 2018.

ASSAULT

Cornwall, ON – A 16-year-old Cornwall youth was arrested on January 27th, 2018 and charged with assault. It is alleged during an argument on January 27th, 2018 the youth punched another youth known to her and police were contacted to investigate. During the investigation the youth was taken into custody, charged accordingly and released to appear in court at a later date. Her name was not released as per provision of the Youth Criminal Justice Act.



IMPAIRED, OVER 80

Cornwall, ON – Brett Prevost, 24 of Cornwall was arrested on January 28th, 2018 and charged with impaired operation of a motor vehicle and over 80. It is alleged on January 28th, 2018 the man was operating a motor vehicle while under the influence of alcohol while in the area of Fifth Street and York Street. He was taken into custody during a traffic stop, charged accordingly and released to appear in court on February 13th, 2018.

Cornwall, ON – Gareth Pye, 46 of Williamstown was arrested on January 29th, 2018 and charged with impaired operation of a motor vehicle and over 80. It is alleged on January 29th, 2018 the man was operating a motor vehicle while under the influence of alcohol while in the area of Second Street and Lawrence Avenue. He was taken into custody during a traffic stop, charged accordingly and released to appear in court on February 13th, 2018

WARRANT

Cornwall, ON – Tammy Tyo, 43 of Cornwall was arrested on January 28th, 2018 on the strength of a warrant. It is alleged the woman failed to attend court on November 23rd, 2017 for a theft charge and a warrant was issued for her arrest. On January 28th, 2018 the woman was located by police, taken into custody on the strength of the warrant and released to appear in court on March 1st, 2018.

THREATS

Cornwall, ON – Shirley Gorman, 45 of Cornwall was arrested on January 28th, 2018 and charged with threats. It is alleged on January 27th, 2018 while investigating another matter it was learned the woman threatened a youth. On January 28th, 2018 the woman attended police headquarters to deal with the matter. She was taken into custody, charged accordingly and released to appear in court on February 15th, 2018.

ASSAULT

Cornwall, ON – A 16-year-old Moose Creek youth was arrested on January 28th, 2018 and charged with assault. It is alleged on January 27th, 2018 the youth punched another youth in the head while at the Benson Center. Police were contacted and an investigation ensued. On January 28th, 2018 the youth attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and released to appear in court at a later date. His name was not released as per provision of the Youth Criminal Justice Act.

There were 96 calls for service in the City of Cornwall in over the weekend (8am Friday to 8am Monday morning).

  BREAK AND ENTER FROM LOCAL BUSINESSES

 

(PRESCOTT, ON) – During the morning on January 29, 2018 officers of the Prescott Detachment of the Ontario Provincial Police (OPP) and the OPP Forensic Identification Unit, responded to a break and enter complaint at 2 local business in the Village of Cardinal.

Sometime between the late evening of January 28, 2018 to the early morning of January 29, a suspect(s) damaged the door on the business known as Dollar Bazar Plus, located on County Road 2. Additionally, on the same date, an unknown suspect(s) gained entry into Cardinal’s Bernie’s Big Slice Restaurant, located on Shanly Road. The suspect stole cash and damaged property by gaining entry at both locations.

(SOUTH STORMONT,ON) – On January 29, 2018 at approximately 8:51am, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) responded to a report of a theft of a Van from a Business on Cornwall Centre Road, South Stormont Township. Investigation indicated that sometime overnight January 28, 2018 a 2008 Orange Dodge Caravan was removed from the property.

STOLEN SNOWMOBILE

 

 

(SOUTH STORMONT,ON) – On January 29, 2018 at approximately 11:08am, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) responded to a report of a theft of a Snowmobile from Hoople Creek, on County Road 2, South Stormont Township. Investigation indicated that sometime (between 6:30am-7:30am) January 29, 2018 a black and red 2004 arctic cat 700 EFI with Ontario Plate (3AE324) was removed from the property.

(NORTH DUNDAS,ON) – On January 29, 2018 at approximately 8:08pm, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers responded to a report of a single vehicle collision on County Road 1, North Dundas Township. The investigation revealed that the adult female driver was under the influence of alcohol. This also resulted in the seizure of a quantity of suspected marihuana.

 

Chelsa DUNHAM (35) of North Dundas, Ontario was arrested and is charged with;

 

– Drive a Motor Vehicle with Over 80 Milligrams of Alcohol in blood

– Drive a Motor Vehicle while Impaired

– Possession of a Controlled Substance

 

She was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on February 6, 2018.

Crown Jennifer Burke Language Snafu Led to Laframboise $2K Fine in Death of Kristine Cadieux 013018

Cornwall Ontario – The big question many are asking is if Jennifer Burke should be fired as a Crown after the Cadieux case has been exposed?

It’s becoming clear that she assigned an articling student to a case involving a francophone from Quebec that resulted in a death. Instead of assigning to an assistant crown she sent in a Unilingual student for this case with no impact statement from the family.

Likewise there was no order for a sleep test for Felix Laframboise who stated that is why the accident occured.  There are many conditions that if were in fact at play would require a loss of licence period for Mr. Laframboise, but clearly no tests were ordered and the plea of being asleep at 7 AM may have helped reduce the charge and result.

Clearly the Attorney General’s office has to step into this case, if for no other reason to fully investigate what occurred at the Cornwall Crown office?

We have no received copies of the transcript from the tragic hearing.

“We don’t have carriage of the, of the matter.”

That is something the crown should clarify and answer to.

Mr. Laframboise actually offers to have his moment in English, but the JOP maintains that it stay in French in spite of the linguistic challenges of the hearing.   Was she more concerned about language than Justice?   The JoP even fumbles the term “carelessly” as we see below.

It appears we now have Mr. Lafromboise mother speaking to the event as well.

This page is heartbreaking.  Can you imagine if the Cadieux family had been present to witness this Keystone Kops circus?

This is where Felix admits to being asleep, but again, no testing.  No forensic testing to backup the theory that a wee Ford Focus hitting a van dead on from behind would cause it to roll rather than a Quebec pass clipping the corner of the van as they came out of the construction zone.

Again, this wasn’t really a hearing or anything remotely equivalent to a trial.  The outcome was agreed before Mr. Laframboise entered the room which means that as farcical as this played out ultimately the big decisions were made prior which means that Jennifer Burke has some questions to answer to the family and those others who care about this case.

It appears that in this case, and countless others our local justice system isn’t up to snuff and needs to be reviewed and some officers of the court and even justices replaced.

Kingston Police had 104 calls for service during the 24 hour period starting from 5:00 a.m. on January 29, 2018. Of these, 74 calls occurred in the city central area, 18 in the west end, 6 in the east end, and 2 north of Highway 401. Some of these included:

Man Arrested for Administering a Noxious substance to Colleague

A 25-year-old local man has been arrested for administering a noxious substance to a male colleague and former roommate.

On January 29, 2018 Kingston Police were called to Queens University to meet with Queens Security in relation to a suspected poising involving two graduate students. After becoming ill, the victim accused a fellow researcher and former roommate of poising his food.

The victim reported that food he brought to work over the past few weeks had a bitter taste and was making him ill. Furthermore, every Friday when he drove home to his family the victim reported that his water had a chemical taste and smell.

On January 29, 2018 the accused was captured on video administering a clear substance in the area where the victim’s lunch is kept.

The accused was located at his residence and arrested. He was transported to police headquarters and held to attend a bail hearing the following day.

The accused was charged with administer noxious chemical, and assault with a weapon.

The victim has sought medical attention as a result of this incident.



Suspended Driver Caught Going the Wrong Way in Stolen Vehicle

A 36-year-old Kitchener man is facing multiple charges after police see him driving the wrong way on Princess Street.

On January 30, 2018 at approximately 1:30 a.m. a patrol officer observed the accused driving the wrong way on Princess Street between Barrie Street and Division Street. The officer activated emergency lights and pulled up in front of the vehicle. The driver then accelerated and jumped the curb taking off at speeds above 70 km/h.

The vehicle was found a few blocks away crashed into the front porch of an address on Johnson Street. The vehicle was still running, but the driver had fled on foot. Witnesses directed officers to the last area the accused was seen. Containment was set up and K-9 was called in to conduct a track. The accused was flushed out onto Garrett Street and arrested.

During a search of the accused officers found a flip knife, and a quantity of suspected crystal methamphetamine and marijuana. The accused was found to be currently under 3 Ontario wide driving suspensions and the investigation further revealed the motor vehicle had been stolen on January 24, 2018 from Kitchener.

The accused was transported to police headquarters where he was held to attend a bail hearing.

The accused was charged with dangerous operation of a motor vehicle, fail to stop for police, possession of stolen property, possession of prohibited weapons, and two counts of possession of a controlled substance. The accused was additionally charged under the Highway Traffic Act with three counts of drive while under suspension.

Update: Pair Wanted for Shoplifting and Theft from Donation Jar

On October 10, 2017 at approximately 3:30 a.m. a male and female entered a gas station/restaurant location on Centennial Drive. While in the restaurant area the pair stole the money from a Muscular Sclerosis donation jar.

On January 29, 2018 a 34-year-old Belleville woman was apprehended by Whitby OPP on the strength of a warrant for thefts. The accused was transported to Kingston Police Headquarters, where she was later released with a future court date.

The accused was charged with three counts of theft.

PREVIOUS ARREST:

On December 19, 2017 a 41-year-old Bath man was arrested in Toronto on the strength of a warrant for multiple thefts. The accused was transported to Kingston police headquarters where he was held to attend a bail hearing the following day.

The accused was charged with three counts of theft. A 34-year-old woman is still be sought in relation to the same offences.

ORIGINAL RELEASE:

On October 10, 2017 at approximately 3:30 a.m. a male and female entered a gas station/restaurant location on Centennial Drive. While in the restaurant area the pair stole the money from a Muscular Sclerosis donation jar.

The pair are also suspects for previous shoplifting incidents at the same location. The pair used a backpack that was for sale and filled it with various items before leaving without paying. This happened on September 8 and again on September 15, 2017.

Two possible related vehicles include a black pickup truck, possibly a Ford Platinum or Special Edition with a Newfoundland sticker on the rear window and a white Chrysler Dynasty.

The thefts were later discovered on surveillance video and reported to police.

On January 10, 2018 at approximately 1:00 p.m. the female suspect entered an LCBO on Division Street. The suspect placed multiple bottles of alcohol in a large black purse before leaving the store without paying.

The female is described as white, with dark brown hair up in a high ponytail, mid-thirties, 5’6”, 160lbs, wearing a dark grey sweater, and dark grey UGG type boots.

Police Looking for Information in Theft of Generator

Sometime overnight on January 9, 2018 a portable generator was stolen from 130 Johnson Street (Kingston Public Library). The Wacker Neuson G25 mobile generator has CRS Rental stickers on it and a pintle hitch.

BREACH

Cornwall, ON – Claude Rochon, 22 of Cornwall was arrested on January 29th, 2018 and charged with breach of recognizance for failing to sign in with police. It is alleged the man failed to sign in on January 24th, 2018 and an investigation ensued. On January 29th, 2018 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and held for a bail hearing.

WARRANT

Cornwall, ON – Jesse Benedict, 34 of Akwesasne was arrested on January 29th, 2018 on the strength of a warrant. It is alleged the man failed to attend court on December 20th, 2017 for a drive disqualified charge and a warrant was issued for his arrest. On January 29th, 2018 the man was taken into custody on the strength of the warrant during a traffic stop and held for a bail hearing.

UNLAWFULLY IN A DWELLING, BREACH

Cornwall, ON – A 23-year-old Cornwall man was arrested on January 30th, 2018 and charged with being unlawfully in a dwelling and breach of probation for failing to keep the peace. It is alleged in the early morning hours of January 30th, 2018 the man entered his ex-girlfriend’s residence without permission and police were contacted to investigate. During the investigation the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

ASSAULT, BREACH

Cornwall, ON – A 24-year-old Cornwall man was arrested on January 30th, 2018 and charged with assault and breach of probation for failing to keep the peace and being outside his residence with alcohol in his body. It is alleged in the early morning hours of January 30th, 2018 the intoxicated man assaulted his common-law wife and police were contacted to investigate. During the investigation the man was located outside his residence, taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

WARRANT

Cornwall, ON – Derek Thompson, 33 of Snye was arrested on January 30th, 2018 on the strength of a warrant. It is alleged the man failed to attend court on July 21st, 2016 for failing to provide a sample of breath charge and a warrant was issued for his arrest. On January 30th, 2018 a member of the Cornwall Community Police Service assumed custody of the man from Akwesasne Mohawk Police Service as they had the man in custody on the strength of Cornwall’s warrant. He was transported by police and held for a bail hearing.



ASSAULT, THREATS, BREACH

Cornwall, ON – Tate Jocko, 28 of Akwesasne was arrested on January 30th, 2018 and charged with threats, assault and breach of probation for failing to keep the peace. It is alleged on January 28th, 2018 the man threatened staff at the Cornwall Community Hospital and police were contacted to investigate. On January 30th, 2018 the man was taken into custody, charged accordingly and held for a bail hearing.

THEFT UNDER $5000

Cornwall, ON – Nancy Hutt, 41 of Cornwall was arrested on January 30th, 2018 and charged with theft under $5000. It is alleged sometime in January, 2018 the woman took medication from someone she knows without his permission and police were contacted to investigate. On January 30th, 2018 the woman was located by police, taken into custody, charged accordingly and released to appear in court at a later date.

There were 38 calls for service in the City of Cornwall in the last 24 hours (8am the previous day to 8am the day of the release).
