Calls for Service

Kingston Police had 150 calls for service during the 24 hour period starting from 5:00 a.m. on February 20, 2018. Of these, 97 calls occurred in the city central area, 32 in the west end, 8 in the east end, and 2 north of Highway 401. Some of these included:

There were 12 individuals arrested within the last 24 hours including 7 men and 5 women, between 16 and 47 years of age, for the following: theft, possession of stolen property, possession of stolen property over $5000, attempt break and enter dwelling house, utter threats to cause death, assault, fail to appear, breach undertaking, and breach probation. Two persons were arrested on warrant.

Police Safely Stop Cigarette Thief in Stolen Vehicle

A 32-year-old local man was safely apprehended in a stolen vehicle after stealing cigarettes and fuel.

On February 20, 2018 at approximately 11:00 a.m. police took a report of a theft from a convenience store on Sydenham Road. Officers learned that an hour earlier the accused had stolen cigarettes and loose tobacco before fleeing in a silver vehicle. Witnesses had obtained a licence plate and a record check revealed the vehicle was reported stolen on February 12 from a Kingston address.

At approximately 4:30 p.m. the accused attended a convenience store on Highway 15. After fueling up the accused entered the store and asked for cigarettes. Once again the accused fled with cigarettes without paying in the stolen motor vehicle. Police were called and officers safely apprehended the accused as he exited the 401 at Division Street by blocking in the vehicle.

The accused was transported to police headquarters where he was held to attend a bail hearing the following day. Further investigation revealed the accused had also attempted a break in earlier the same day.

The accused was charged with possession of stolen property over $5000, five counts of possession of stolen property, attempt break and enter dwelling house, and breach probation.

Man Threatens to Kill Spouse if She Leaves Him

A 22-year-old local man has been arrested after threatening his spouse with death if she tried to leave him.

On February 20, 2018 at approximately 8:00 p.m. the accused and victim began arguing over money while at a store on Princess Street. Once in the vehicle the accused threatened to kill the victim if she left him. As soon as she was safely able to get away from the accused, the victim went to a family residence and contacted police.

The accused was located at their residence and arrested. He was transported to police headquarters and held to attend a bail hearing the following day.

Further investigation revealed that a couple days earlier the accused had assaulted the victim by punching her in the arm.

The accused was charged with utter threats to cause death, and assault.

Man Caught in Stolen Vehicle after Officer Checks Licence Plates

A 45-year-old local man was caught in a stolen vehicle with stolen property after a patrol officer conducted a licence plate check.

On February 20, 2018 at approximately 7:30 p.m. an officer on routine patrol conducted a licence plate check on a vehicle traveling on Division Street. The check revealed the plate was registered to another vehicle. After conducting a traffic stop to investigate the officer discovered the vehicle had two different plates, neither registered to it. Further investigation revealed both licence plates had been reported stolen and the motor vehicle had also been reported stolen out of Grenville OPP.

The driver was arrested and during a search of a backpack officers found a stolen laptop. The accused was transported to police headquarters where he was held to attend a bail hearing the following day.

The accused was charged with three counts of possession of property obtained by crime, theft, and breach probation.

MALE CHARGED WITH IMPAIRED AFTER DRIVING INTO THE DITCH 

 

ELIZABETHTOWN TWP, ON) – Officers of the Leeds County Detachment of the Ontario Provincial Police (OPP) arrested an impaired driver following a single motor vehicle collision.

On February 20, 2018 at approximately 7:35 pm officers were advised of a vehicle in the ditch on Debruge road with a lone male occupant. The vehicle was located and investigation revealed the driver to be impaired by alcohol.

36 year old Mitchell LANCTOT of Brockville is charged with care and control while impaired and fail or refuse to provide sample.



The accused is to appear in the Ontario Court of Justice in Brockville on Friday March 16, 2018.

ASSAULT POLICE, RESIST ARREST, THREATS

Cornwall, ON – Ashley David-Thompson, 26 of Cornwall was arrested on February 20th, 2018 and charged with assault police X2, resist arrest and threats. It is alleged on February 17th, 2018 police attended a Marlborough Street address for an intoxicated persons call. Once on scene the intoxicated woman was taken into custody after a brief struggle. It is alleged during this time she spat on an officer, kicked an Auxiliary officer and threatened them and their families. The woman was then released pending further investigation. On February 20th, 2018 the woman attended police headquarters to deal with the matter. She was taken into custody, charged accordingly and released to appear in court on March 15th, 2018.

BREACH

Cornwall, ON – Cody Richardson, 25 of Cornwall was arrested on February 20th, 2018 and charged with breach of recognizance for failing to report to police as directed. It is alleged the man failed to report to police on February 9th, 2018 and an investigation ensued. On February 20th, 2018 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and held for a bail hearing.

CRIMINAL HARASSMENT

Cornwall, ON – A 34-year-old Cornwall man was arrested on February 21st, 2018 and charged with criminal harassment. It is alleged between February 17th and 18th, 2018 the man communicated with his ex-girlfriend despite having been warned by police not to. Police were contacted and an investigation ensued. During the investigation the man was taken into custody, charged accordingly and released to appear in court on March 29th, 2018. His name was not released as it would identify the victim in the matter.

WARRANT, POSSESSION OF CONTROLLED SUBSTANCES, OBSTRUCT POLICE

Cornwall, ON – Michelle David, 32 of Cornwall was arrested on February 21st, 2018 on the strength of a warrant for theft under $5000 and charged with possession of marijuana, possession of methamphetamine and obstruct police. It is alleged while investigating a suspicious persons complaint on February 21st, 2018 the woman identified herself as someone else to police. Investigation revealed the woman was wanted on a warrant and was taken into custody. She was also found to be in possession of marijuana and methamphetamine. She was charged accordingly and held for a bail hearing.

There were 48 calls for service in the City of Cornwall in the last 24 hours (8am the previous day to 8am the day of the release).

Arrest Warrant for a parking scam suspect

(Ottawa) – The Ottawa Police Service Organized Fraud Unit has issued an arrest warrant for Daniel MacKAY, 32 of Ottawa, for Fraud Under $5000 and Breaching his Recognizance.

Between December 2017 and January 2018, MacKAY was placing advertisements on-line, renting parking spots in the downtown core and accepting money for those spots that did not exist.

MacKAY is described as a white male, 6’ (183 cm), 185 lbs (84 kg), medium build, brown hair balding.  (view picture)

Impaired Driver Caught after Nearly Hitting Police Cruiser

A 27-year-old local man was arrested for impaired driving after nearly hitting a police cruiser and another vehicle.

On February 21, 2018 at approximately 2:45 p.m. a patrol officer was driving eastbound on Colborne Street. The accused was driving westbound on Colborne Street in the middle of the road and the officer was forced pull to the south curb to avoid a collision. As the officer turned around to investigate the accused suddenly stopped and started backing up, narrowly missing a parked vehicle. The accused stopped again and then quickly accelerated forward across the intersection at Division Street nearly causing another collision. The officer activated emergency lights and caught up to the vehicle as it pulled into private property behind a business on Colborne Street.

The officer spoke with the accused and determined he was impaired by alcohol. The accused and passengers became belligerent and one passenger began yelling, upset over them being stopped for having a few drinks.

The accused was arrested for impaired driving while the one passenger was arrested for public intoxication.

The accused was transported to police headquarters where he continued to be belligerent and was un-cooperative with the breath technician.

The accused was charged with impaired driving and fail to provide breath sample.

The accused was later released with a future court date. His driver’s licence is automatically suspended for 90 days and would face a one year suspension if convicted. The vehicle was seized and impounded for seven days, with the accused being responsible for all fees and fines.

Man Arrested after Wielding Butcher Knives and Threatening Mother

A 33-year-old local man was arrested after threatening his mother with butcher knives.

On February 20, 2018 at approximately 8:15 a.m. the accused entered his mother’s bedroom holding two butcher knives. The accused threatened to cut her but instead he grabbed an item in her bedroom which he cut into pieces. When the accused walked out of the room, the victim barricaded herself in and called 911. Officers responded and upon entering the home they quickly located and safely arrested the accused.

The accused was transported to police headquarters where he was held to attend a bail hearing.

The accused was charged with possession of a weapon for dangerous purpose, and uttering threats.

Husband and Wife Facing 9 Charges after Drug Raids

A Kingston couple have been arrested and charged with 9 counts in total after Kingston Police executed three Controlled Drug and Substances Act (CDSA) warrants.

On February 21, 2018 the Kingston Police Drug Unit with the assistance of the Emergency Response Unit and K9, executed three CDSA warrants. Officers entered two residents on Curtis Crescent and a garage on MacDonnell Street north of Concession Street.

Drugs seized included a quantity of dilaudid, hydromorphine and percocets pills, as well as quantities of heroin, cocaine, marihuana and methamphetamine with a street value just under $8600. Officers also seized $4600 in Canadian currency, three scales and a debt list.

42-year-old Timothy Orr and 45-year-old Kim Orr both of Kingston were arrested and transported to police headquarters to attend a bail hearing.

Both accused are jointly charged with five counts of possession of a controlled substance for the purpose of trafficking, and possession of proceeds of crime. Timothy Orr was charged with an additional count of possession of a controlled substance for the purpose of trafficking, and two counts of breach probation.

Semi-Automatic assault rifle seized during warrant execution

(Ottawa) – Yesterday morning, the Ottawa Police Service Guns and Gangs Unit participated in an investigation led by the Gatineau Police Anti Gang Unit, which resulted in the execution of a search warrant in Ottawa at a residence on Ontario Street.

In Ottawa, a total of seven (7) persons were taken into custody and one male suspect is facing Criminal Code charges. The other 6 persons were released unconditionally.

The search warrant yielded a semi-automatic assault rifle with multiple high-capacity loaded magazines (see picture.)

Ali AHMED, 24 years old, of Ottawa is charged with:

  • Use / handle / store firearm, etc. carelessly
  • Possession of a weapon, etc. / dangerous to public peace
  • Possession of a restricted or prohibited firearm without holding a licence and registration certificate
  • Possession of a restricted or prohibited firearm knowingly not holding a licence and registration certificate
  • Possession of a prohibited / restricted weapon or prohibited device knowing no authority x 2
  • Possession of a loaded regulated firearm

AHMED was scheduled to appear at show cause on February 22nd.

This is a Gatineau Police-led investigation, and as such no further information will be released by the Ottawa Police Service.


Ottawa Police Charge KARL NJOLSTAD with Sex Assault of 12 Year Old 122318

Ottawa man charged with child sex offenses

 

(Ottawa) —The Ottawa Police Service Sexual Assault and Child Abuse (SACA) Section has laid charges against an Ottawa man following an investigation into a sexual assault of a child under 12 years old in 2017.

Karl NJOLSTAD, 56 years old of Ottawa, is charged with:

  • Invitation to Sexual Touching 152 C.C.
  • Sexual Interference 151 C.C.
  • Possession of Child Pornography 163.1 C.C.
  • Production of Child Pornography 163.1(2) C.C.
  • Voyeurism 162(1)(a) C.C.
  • Sexual Assault 271 C.C.
  • Forcible Confinement 279(2)

The offences ranged from 2015 to 2017 involving four victims.  The SACA investigation is ongoing.



NJOLSTAD was charged last August 2017 in relation to child sex offenses. He was known to invite neighbourhood children into his home to make movies and secretly recorded them changing their clothing.

SACA investigators are concerned that there could be other victims.

SIU Ottawa Investigate Fatal Police Richmond Island Park Shooting 022618

SIU Investigating Fatal Police-involved Shooting in Ottawa

Case Number: 18-OFD-060

Mississauga, ON (25 February, 2018) —

The province’s Special Investigations Unit is investigating the circumstances surrounding the shooting death of a 25-year-old man this evening in Ottawa.
Preliminary information suggests the following:
  • At approximately 6:45 p.m. on Sunday, February 25, 2018, officers with the Ottawa Police Service responded to a grocery store located in the area of Richmond Road and Island Park Drive for a man with a weapon.
  • Police located the man in an alleyway near the grocery store.
  • There was an interaction between the man and officers, and one of the officers discharged a firearm multiple times.
  • The man was struck. He was taken to hospital where he was pronounced dead.
At this time, four investigators and three forensic investigators have been assigned to this incident.
The SIU is urging anyone who may have information about this investigation to contact the lead investigator at 1-800-787-8529. The Unit is also urging anyone who may have any video evidence related to this incident to upload that video through the SIU website.

ASSAULT, BREACH, CRIMINAL HARASSMENT

Cornwall, ON – A 20-year-old Cornwall woman was arrested on February 22nd, 2018 and charged with assault, criminal harassment and breach of recognizance for communicating with her ex-boyfriend and being within 200 meters of where he might be. It is alleged while in the area of Marlborough Street and Second Street on December 31st, 2017 the woman communicated with her ex-boyfriend, assaulted a woman he was with then followed them in her car. Police were contacted and an investigation ensued. On February 22nd, 2018 the woman attended police headquarters to deal with the matter. She was taken into custody, charged accordingly and held for a bail hearing. Her name was not released as it would identify the victims in the matter.

BREAK AND ENTER

Cornwall, ON – Jamie Garlow, 25 of Cornwall was arrested on February 22nd, 2018 and charged with break and enter. It is alleged on October 23rd, 2017 the man entered a residence without permission and police were contacted to investigate. On February 22nd, 2018 the man was taken into custody, charged accordingly and released to appear in court on April 3rd, 2018.



WARRANT

Cornwall, ON – An 18-year-old Cornwall man was arrested on February 23rd, 2018 on the strength of a warrant. It is alleged the man failed to attend court on February 22nd, 2018 for breach of a youth probation order charge and a warrant was issued for his arrest. On February 23rd, 2018 the man attended police headquarters to deal with the matter. He was taken into custody on the strength of the warrant and held for a bail hearing. His name was not released as per provision of the Youth Criminal Justice Act.

MISCHIEF, BREACH

Cornwall, ON – Chantal Turcotte, 49 of Cornwall was arrested on February 23rd, 2018 and charged with mischief and breach of undertaking for communicating with a certain person and failing to keep the peace. She was also charged with breach of probation for failing to keep the peace. It is alleged on February 8th, 2018 the woman attended the residence of the person she is to have no contact with and damaged a window. Police were contacted and an investigation ensued. On February 23rd, 2018 the woman attended police headquarters to deal with the matter. She was taken into custody, charged accordingly and held for a bail hearing.

BREACH

Cornwall, ON – A 26-year-old Cornwall man was arrested on February 23rd, 2018 and charged with breach of undertaking for communicating with his ex-girlfriend, being within 100 meters of her and for failing to keep the peace. It is alleged the man was found to be in breach of his conditions when police were investigating an unrelated matter on February 23rd, 2018. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as the conditions stem from a domestic incident and would identify the victim in the matter.

IMPAIRED, OVER 80

Cornwall, ON – Jodi Adams, 45 of Akwesasne was arrested on February 24th, 2018 and charged with impaired operation of a motor vehicle and over 80. It is alleged the man was operating a motor vehicle while under the influence of alcohol on February 24th, 2018 when he was stopped at the Port of Entry. Police were contacted and took the man into custody. He was charged accordingly and released to appear in court on March 13th, 2018.

Cornwall, ON – Lauren Seguin, 22 of Cornwall was arrested on February 26th, 2018 and charged with impaired operation of a motor vehicle and over 80. It is alleged the woman was operating a motor vehicle while under the influence of alcohol on February 26th, 2018 when her car struck a hydro pole on Eleventh Street. Police were contacted, attended the scene and took the woman into custody. She was charged accordingly and released to appear in court on March 13th, 2018.

CARE AND CONTROL

Cornwall, ON – Barbara Southwind, 41 of North Bay was arrested on February 25th, 2018 and charged with care and control. It is alleged on February 25th, 2018 the woman was found to be in care and control of a motor vehicle while under the influence of alcohol when police responded to a suspicious vehicle call. She was taken into custody, charged accordingly and released to appear in court on March 13th, 2018.

POSSESSION OF A PROHIBITED WEAPON, BREACH OF A PROHIBITION ORDER

Cornwall, ON – Zachary Myers, 21 of Cornwall was arrested on February 25th, 2018 and charged with possession of brass knuckles and breach of a prohibition order for being in possession of the weapon. It is alleged the man was found to be in possession of brass knuckles when he was stopped at the Port of Entry on February 25th, 2018. Police were contacted and an investigation ensued. During the investigation the man was taken into custody, charged accordingly and released to appear in court on April 3rd, 2018.

Ottawa man charged with child pornography offences

(Ottawa) – In mid-January 2018, the Ottawa Police Internet Child Exploitation Unit (ICE) was notified by a local business of a found cell phone containing images of child pornography.

Subsequent police investigation and forensic analysis of the digital device revealed several hundred images of child pornography.

Christopher JONES, 40 years old, of Ottawa was charged with:

  • Possession of child pornography s.163.1 (4)
  • Access child pornography s.163.1 (4.1)

He will appear at show cause court this afternoon.

Man Violently Assaults Store Security for 2 Bottles of Alcohol

A 26-year-old local man if facing several charges after violently assaulting store security when he was stopped for attempting to steal two bottles of alcohol.

On February 22, 2018 at approximately 5:00 p.m. the accused entered an LCBO store on Princess Street. The accused concealed a bottle of whisky and then a bottle of vodka in his pants before attempting to leave the store without paying. The accused was stopped at the exit by loss prevention officers and was directed to take the merchandise from his pants. The accused refused to cooperate and during a physical struggle the accused grabbed one lost prevention officer and smashed his head through a glass wall. A customer then assisted with restraining the accused and police were called.

The accused was arrested and transported to police headquarters where he was held to attend a bail hearing the following day.

The accused was charged with theft, assault, and breach probation.

The victim suffered a laceration over his eye.

Man Assaults Restaurant Owner when Confronted Over Bad Behaviour

A 34-year-old local man punched a restaurant owner and then pulled a knife after he was confronted over his bad behaviour.

On February 24, 2018 at approximately 7:30 p.m. the accused was yelling and causing a scene at a downtown Princess Street restaurant. A staff member went next door to fetch the owner who met the accused as he exited the restaurant. After a brief verbal exchange the accused punched the restaurant owner in the head and started walking away. When the victim yelled at him, the accused came back exposing a half opened flick knife. The victim backed up into the business and closed the door.

Police were called and officers located the accused nearby at the intersection of Princess Street and Division Street.

The accused was transported to police headquarters where he was held to attend a bail hearing the following day.

The accused was charged with assault, assault with a weapon, and two counts of breach probation.

BREACH

Cornwall, ON – A 53-year-old Williamsburg man was arrested on February 26th, 2018 and charged with breach of probation for communicating with a certain person and for failing to keep the peace. It is alleged on February 11th, 2018 the man was found to be in breach of his conditions during a traffic stop on Montreal Road and an investigation ensued. On February 26th, 2018 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and released to appear in court on March 29th, 2018. His name was not released as the conditions stem from a domestic incident and would identify the victim in the matter.



ASSAULT WITH A WEAPON, POSSESSION OF A WEAPON FOR A DANGEROUS PURPOSE, CARRY A CONCEALED WEAPON

Cornwall, ON – Tanisha Garlow-Lazore, 20 of Cornwall was arrested on February 26th, 2018 and charged with assault with a weapon, possession of a weapon for a dangerous purpose and carry a concealed weapon. It is alleged during an argument on February 7th, 2018 the woman struck another woman known to her with an object and police were contacted to investigate. On February 26th, 2018 the woman attended police headquarters to deal with the matter. She was taken into custody, charged accordingly and held for a bail hearing.

WARRANT, POSSESSION OF CONTROLLED SUBSTANCES, BREACH

Cornwall, ON – Rebecca Dillabaugh, 37 of Cornwall was arrested on February 26th, 2018 on the strength of a warrant and charged with possession of marijuana, possession of speed and breach of probation for being in the possession of drugs and failing to keep the peace. It is alleged on February 26th, 2018 the woman who was known to be wanted for failing to attend court was spotted walking on Prince Arthur Street by a member of the Cornwall Community Police Service. She was taken into custody on the strength of the warrant and found to be in possession of a quantity of marijuana and speed. She was charged accordingly and held for a bail hearing.

At approximately 3:30 a.m. a 31-year-old local man was arrested on a 2017 warrant for breach probation.

At approximately 7:45 a.m. a 26-year-old Seeleys Bay man was arrested on a 2018 warrant for two counts of breach recognizance, obstruct police, escape lawful custody, and two counts of breach probation.

At approximately 9:45 a.m. a 42-year-old local man was arrested on a 2018 warrant for domestic assault.

A approximately 12:45 p.m. a 56-year-old Amherstview man was arrested on a 2007 warrant for two counts of fraud.

At approximately 2:45 p.m. a 32-year-old local man was arrested on a 2018 warrant for three counts of breach recognizance.

Man Gets Only One Block Away on Stolen Bicycle

A 27-year-old local man was arrested on a stolen bicycle after being caught approximately one block away from it was taken.

On February 28, 2018 at approximately 12:15 a.m. the complainant observed a rear sensor light activate and looked out the window to see a suspicious male. The complainant called police as she witnessed the male cut the lock of a bicycle and flee.

Police searched the area and observed the male on the stolen bicycle pulling into the parking lot of a convenience store in the Princess Street/University Street area. Bolt cutters were attached to the bicycle and the accused was arrested.

The accused was transported to police headquarters where he was held to attend a bail hearing.

The accused was charged with theft, possession of stolen property, and possession of break-in tools.

Update: Two Arrested and Two Wanted for Two Separate Armed Robberies

On February 27, 2018 at approximately at approximately 7:00 p.m. officers attended an address on Van Order Drive. Calder Morley Smith was located inside and was arrested without incident. Smith was transported to police headquarters where he was held to attend a bail hearing.

Release Date: February 27, 2018

An investigation of two separate armed robberies by the Kingston Police Major Crime Unit has led to the arrest of 31-year-old local man William James Bryant and 23-year-old local man Tim Maguire. The investigation has also revealed the involvement of 37-year-old local man Calder Morley Smith and 36-year-old local man Kevin William Harris, both currently wanted.

On February 18, 2018 accused Bryant, Maguire and Harris were at a residence on Nelson Street when they decided to commit a robbery. The three obtained a crowbar, pellet gun, bear mace and ski masks. At approximately 12: 30 a.m. the accused parties attended the victim’s residence and kicked in his door. The victim armed himself with a knife and one accused yelled out for the others to shoot or mace him. The victim yelled for a female in the residence to call 911 and the three accused fled.

Detectives from the Kingston Police Major Crime Unit began investigating and identified the involved parties.

On February 21, 2018 Bryant was located in the passenger seat of a vehicle on Division Street and arrested. During a search, officers found a knife on the accused and a ski mask in his pocket. Under the passenger seat officers located a can of bear spray.

On February 22, 2018 officers attended a residence on Nelson Street where Maguire was located. Maguire was arrested as he attempted to flee.

Both Bryant and Maguire were held to attend a bail hearings.

A warrant was issued for accused Harris.

The arrests of Bryant and Maguire resulted in Detectives uncovering an un-reported armed robbery from January 31, 2018. On that date, a male victim sent a text message to a friend asking for a ride, but was unaware the message was received by Bryant who then sent Maguire and a female to pick up the victim. The victim took the ride and was brought to the female’s residence on Glen Arden Court where Bryant was waiting with Smith.

The victim had in his possession various electronic goods that he had just purchased along with a quantity of cash. The victim became suspicious of what was happening when he realized his texts had never been received by his friend. When the victim left the residence the accused parties went after him. Bryant struck the victim in the head with a rifle while the other two accused dragged him inside. Once in the residence Bryant pointed the rifle at the victim’s face while they stole his money and property.

For the January 31, 2018 robbery:

31-year-old accused William James Bryant has been charged with robbery with a weapon, forcible confinement, assault with a weapon, use firearm to commit an offence, three counts of possession of a weapon for dangerous purpose, point firearm, and two counts of possession of a firearm while prohibited.

The 23-year-old accused Tim Maguire has been charged with robbery with a weapon, forcible confinement, assault with a weapon, use firearm to commit an offence, possession of a weapon for dangerous purpose, and point firearm.

37-year-old Calder Morley Smith was wanted.

For the February 18, 2018 robbery:

Both 31-year-old accused William James Bryant and 23-year-old accused Tim Maguire were charged with break and enter, robbery, use firearm to commit an offence, have face masked to commit an offence, possession of a weapon for dangerous purpose, and carry a concealed weapon.

36-year-old Kevin William Harris is wanted.

Cornwall, ON – Terisa Ditchburn, 22 of Cornwall was arrested on February 27th, 2018 on the strength of a warrant. It is alleged the woman failed to attend court on January 11th, 2018 and a warrant was issued for her arrest. The woman was located by police on February 27th, 2018, taken into custody on the strength of the warrant and held for a bail hearing.

THREATS, ASSAULT WITH A WEAPON, BREACH

Cornwall, ON – Omar Richards, 26 of Cornwall was arrested on February 27th, 2018 and charged with threats, assault with a weapon and breach of recognizance for being in possession of a weapon. It is alleged on February 26th, 2018 the man threatened to harm another man with a rock and that he was in possession of a knife contrary to his conditions. Police were contacted and an investigation ensued. During the investigation the man was taken into custody, charged accordingly and held for a bail hearing.



WARRANT

Cornwall, ON – Michael Pare, 48 of Cornwall was arrested on February 27th, 2018 on the strength of a warrant. It is alleged the man failed to attend court on November 9th, 2017 for a theft charge and a warrant was issued for his arrest. On February 27th, 2018 the man was located by police, taken into custody on the strength of the warrant and released to appear in court on March 27th, 2018.

Cornwall Ontario – What do you do when you mess up a case in Cornwall Ontario?   Run it in a language that the victims, and most media need a translator for!

Even though transcripts from the botched handling the Kristine Cadieux death by Felix Laframboise show that Mr. Laframboise agreed to his hearing in English,  a translator from Quebec was brought in to communicate to Robert Cadieux as the hearing was in French.  No closed captioned monitors for this court.

Assistant Crown Daniel Brisebois refused to tell media who requested the hearing be in French or answer any other questions.  He also asked to present photographic evidence from the accident seen as well as victim statements if Judge Diane Lahaie agreed to move forward with the appeal.

It was supposed to be an appeal of sentence to Felix Laframboise, who was given a $2,000 fine in the loss of life and injury when his Ford triggered a fatal roll of the Cadieux van on the 401.  It was supposed to be about the victims. It was also pointed out that the punishment for driving 80KM over than the speed limit was larger than the max agreed to in the plea for Laframboise.

There was only one translator who was working hard for the father of the Cadieux children while they watched the circus from the benches. At least three media huddled close trying to hear as much as they could in the hushed tones of the live translation.

The V.O.I.C.E. rally prior to the hearing wasn’t a major draw, but then it was at 9:30 on a work and school morning.

The crowd of about 20 that did show up were very spirited holding signs and talking to people walking by.


Mr. Cadieux said he was prepared for the worst, but that his group would take action if an appeal was denied.

There also were other victims of injustice present at the rally wanting to tell their stories. 

Felix Laframboise – left, wearing his man bun flees media cameras out the back door of the courthouse – it was not noted whether he was the one to drive the family vehicle away from the courthouse.

Judge Diane Lahaie actually chastised the work of the crown during the hearing before deciding to adjourn until March 27 to decide if the appeal would more forward. Even little boys wearing man buns can’t face double jeopardy.

Ultimately this hearing was about trying to cover up the mess created by the Cornwall Crown office which really needs to be investigated by the Attorney General’s office and cleaned up if need be.

POLICE ARREST EIGHT IN RELATION TO CHILD SEXUAL EXPLOITATION INVESTIGATIONS

(ORILLIA, ON) – In collaboration with its municipal law enforcement partners, the Ontario Provincial Police’s (OPP) Child Sexual Exploitation Unit recently executed 10 search warrants across the province relating to cases of child sexual exploitation. These warrants led to the arrest of eight individuals, against whom a total of 36 charges were laid. Some of the accused have past convictions for child pornography and sexual offences against children.

The OPP Child Sexual Exploitation Unit coordinates the Provincial Strategy to Protect Children from Sexual Abuse and Exploitation on the Internet. This initiative provides a collaborative approach to addressing child sexual exploitation in Ontario. It involves the Ministry of the Attorney General, the Ontario Victims Services Secretariat, the Ministry of Community Safety and Correctional Services and 26 police agencies across the province.

Police in Ontario are mandated by the Police Services Act to prevent crime and other offences. In order to prevent the victimization of children, the Child Sexual Exploitation Unit recommends visiting the Canadian Centre for Child Protection’s website, protectchildren.ca. This website offers useful and age-appropriate resources for children and parents regarding child safety.

Any person with information regarding possible instances of child sexual exploitation should immediately contact any OPP Detachment or their nearest police authority.

On February 5, 2018, members of OPP Child Sexual Exploitation Unit, OPP Digital Forensics Unit and the Stratford Police Service executed a search warrant at a Stratford residence following an online, under-cover investigation. As a result, computers were seized which contained images of child sexual abuse. On February 5, 2018, police arrested 35-year-old Ernest Jordan HESSE of Stratford, Ontario. He is charged with:

  • one count of Possession of Child Pornography
  • one count of Accessing Child Pornography
  • one count of Make Available Child Pornography

On February 6, 2018, members of OPP Child Sexual Exploitation Unit, OPP Digital Forensics Unit and Huron County OPP Detachment executed a search warrant at a residence in Fordwich, Ontario after receiving a report from a social media outlet that an unknown person had uploaded an image of child sexual abuse to the internet. As a result, computers were seized which contained images of child sexual abuse. On February 6, 2018, police arrested 49-year-old David Harold BANKS of Fordwich, Ontario. He is charged with:

  • two counts of Possession of Child Pornography
  • one count of Accessing Child Pornography
  • one count of Make Available Child Pornography

During the course of the search warrant execution, a quantity of stolen property and illegal drugs were located. As a result, on February 6, 2018, police arrested 23-year-old Justin HORRIGAN of Fordwich, Ontario. He is charged with:

  • two counts of Possession of Property Obtained by Crime over $5,000
  • one count of Possession of Marihuana
  • one count of Possession of Cannabis Resin
  • one count of Fail to Comply with Recognizance

On February 7, 2018, members of OPP Child Sexual Exploitation Unit, OPP Digital Forensics Unit and Walkerton OPP Detachment executed a search warrant at a Formosa residence following an online, under-cover investigation. As a result, computers were seized which contained images of child sexual abuse. On February 7, 2018, police arrested 47-year-old Daniel Bruce DAVIDSON of Formosa, Ontario. He is charged with:

  • one count of Possession of Child Pornography
  • one count of Accessing Child Pornography
  • one count of Make Available Child Pornography

On February 7, 2018, members of OPP Child Sexual Exploitation Unit, OPP Digital Forensics Unit and Walkerton OPP Detachment executed a search warrant at a Walkerton residence following an online, under-cover investigation. As a result, computers were seized which contained images of child sexual abuse. On February 13, 2018, police arrested 31-year-old Justin A. CAMPBELL of Walkerton, Ontario. He is charged with:

  • three counts of Possession of Child Pornography
  • two counts of Make Available Child Pornography

In January 2018, in the course of an online, under-cover investigation, the Sûreté du Québec identified an offender seeking to have sexual relations with two girls, ages six and eight. Further investigation was conducted by the OPP on February 7, 2018, the Child Sexual Exploitation Unit accompanied by Orangeville Police Service executed a search warrant at an Orangeville residence. In addition to evidence of this offence, police located computers containing images of child sexual abuse. On February 7, 2018, police arrested 40-year-old Christopher M. ROBINSON of Orangeville, Ontario. He is charged with:

  • two counts of Agreement to Commit a Sexual Offence Against a Person Under 16 Years
  • two counts of Invitation to Sexual Touching a Person Under 16 Years
  • one count of Possession of Child Pornography
  • one count of Accessing Child Pornography
  • one count of Make Available Child Pornography

In January 2018, OPP Child Sexual Exploitation Unit received an investigation from the Department of Homeland Security in Buffalo, New York, after an Agent identified a group of individuals exchanging videos and images over the internet of children being sexually abused. Further investigation by the Child Sexual Exploitation Unit resulted in OPP investigators, accompanied by Owen Sound Police Service, executing a search warrant on February 15, 2018 at an Owen Sound residence. During the execution of the search warrant, computer equipment containing images of child sexual abuse were located. On February 15, 2018 police arrested 29-year-old Jacob Robert BAKER of Owen Sound, Ontario. He is charged with:

  • two counts of Possession of Child Pornography
  • one count of Distribution of Child Pornography

On February 22, 2018, members of the Child Sexual Exploitation Unit, St. Thomas Police, OPP Digital Forensics and Oxford County OPP Detachment executed a search warrant at a residence in Kintore, Ontario after receiving information that an unknown person using the internet was in possession of images of child sexual abuse. Two computer devices were seized which contained images of child sexual abuse. On the February 22, 2018, police arrested 36-year-old Lee David James HUGHES of Kintore, Ontario. He is charged with:

  • two counts of Possession of Child Pornography
  • one count of Accessing of Child Pornography
  • one count of Breaching Probation
  • one count of Breaching court order
  • one count of Possession of Cannabis Marihuana

Man Charged with Voyeurism

A 61-year-old local man has been charged after police learn of a previously unreported incident.

In November 2017 a male was seen standing outside an apartment window on Leroy Grant Drive at dusk. The male was watching a female inside the apartment. When the male became aware a witness had seen him, he left and was not identified. The incident was not reported to police at that time.

On February 13, 2018 police were called to investigate a male acting in a suspicious manner on Leroy Grant Drive. The incident was deemed non-criminal, however when officers identified the male, witnesses reported the November 2017 and identified him.

On February 28, 2018 the accused was located and arrested. The accused was transported to police headquarters where he was later released with a future court date.

The accused was charged with voyeurism.

Man Charged with Harassment and Threats after Refusing to Leave Ex Alone

A 31-year-old local man is facing charges after police learned he had been harassing his ex for approximately 6 months.

On February 19, 2018 at approximately 1:45 a.m. the victim received a call from her ex who was in the lobby of her apartment building. The couple had separated in September 2018, but since then the accused has refused to leave the victim alone, contacting her repeatedly and showing up at her residence uninvited. When the victim went to the lobby and met her ex, he pulled a knife and made threatening remarks. The victim retreated to her apartment and later learned the accused had made his way into the building and was seen wandering the halls up to 4:30 a.m.

Fearful of the accused increasing disturbing behaviour the victim contacted police. An investigation revealed another incident where the accused pulled a knife on the victim and made threatening remarks in January 2018.

The accused whereabouts were unknown and a warrant was requested.

On March 1, 2018 at approximately 3:45 a.m. an officer on patrol located the accused on Princess Street at Bagot Street. The accused was arrested and transported to police headquarters where he was held to attend a bail hearing the following day.

The accused was charged with uttering threats to cause death, possession of a weapon for a dangerous purpose, and harassment by threatening conduct.

Recognize:

  • Be extra cautious about any unsolicited calls, emails or mailings.

  • You may receive phone calls from scammers claiming to be from your utility company and threatening to disconnect your utility service if you do not immediately provide payment. Utilities Kingston does not place outbound calls to collect payments.
  • Certain products and services may no longer be offered or sold at the door as of March 1, 2018. Learn about new rules from Ontario https://www.ontario.ca/page/door-door-sales-and-home-service-contracts#Rules

Reject:

  • Don’t be afraid to hang up the phone, delete the email or close your Internet connection.
  • Don’t purchase a product or service without carefully checking out the product, service and company.
  • Don’t disclose personal information about your finances, bank accounts, credit cards, utility bill, social insurance and driver’s license numbers to any business that can’t prove it is legitimate.
  • At the door, always make sure you get a business card and look at the salesperson’s ID badge first. Ask to see their City-issued license to sell door-to-door in the City of Kingston.
  • Remember, you have the right to ask sales people to leave your property.

Report:

  • Report the incident to the Canadian Anti-Fraud Centre at 1-888-495-8501. This agency collects information on fraud and works closely with police to solve these crimes.
  • If you receive a suspicious phone call or visit at your door from someone claiming to represent Utilities Kingston, hang up and call Utilities Kingston at 613-546-0000. They have customer service representative available Monday to Friday from 8 AM to 5 PM by calling.
  • If people refuse to leave your property or you become a victim of fraud through monetary loss, call Kingston Police at 613-549-4660.
