OBSTRUCT POLICE, POSSESSION OF A CONTROLLED SUBSTANCE

Cornwall, ON – A 17-year-old Cornwall youth was arrested on March 1st, 2018 and charged with obstruct police and possession of speed. It is alleged during a traffic stop on March 1st, 2018 the youth gave police a false name and was found to be in possession of a quantity of speed. She was taken into custody, charged accordingly and released to appear in court at a later date. Her name was not released as per provision of the Youth Criminal Justice Act.

SEXUAL ASSAULT

Cornwall, ON – Adam Leroux, 34 of Cornwall was arrested on March 1st, 2018 and charged with sexual assault. It is alleged on February 25th, 2018 the man sexually assaulted a woman known to him and police were contacted to investigate. On March 1st, 2018 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and released to appear in court on April 12th, 2018.

WARRANT

Cornwall, ON – Devon Latour, 21 of Cornwall was arrested on March 1st, 2018 on the strength of a warrant. It is alleged the man failed to attend court on July 4th, 2017 for an impaired charge and a warrant was issued for his arrest. On March 1st, 2018 the man attended police headquarters to deal with the matter. He was taken into custody on the strength of the warrant and released to appear in court at a later date.

BREACH

Cornwall, ON – A 16-year-old Cornwall youth was arrested on March 2nd, 2018 and charged with breach of undertaking for failing to attend school, not abiding by house rules and failing to keep the peace. It is alleged on March 2nd, 2018 the youth failed to attend school and police were contacted to investigate. The youth was taken into custody during the investigation, charged accordingly and held for a bail hearing. Her name was not released as per provision of the Youth Criminal Justice Act.

IMPAIRED OPERATION OF A MOTOR VEHICLE, OVER 80, POSSESSION OF A CONTROLLED SUBSTANCE

Cornwall, ON – Erick Legue, 40 of Cornwall was arrested on March 2nd, 2018 and charged with impaired operation of a motor vehicle, over 80 and possession of marijuana. It is alleged on March 2nd, 2018 the man was operating a motor vehicle while under the influence of alcohol in the area of Seventh Street and York Street. He was taken into custody during a traffic stop and found to be in possession of a quantity of marijuana. He was charged accordingly and released to appear in court on March 15th, 2018.

ASSAULT, BREACH

Cornwall, ON – A 31-year-old Cornwall man was arrested on March 2nd, 2018 and charged with assault and breach of undertaking for failing to keep the peace. It is alleged during an argument on March 2nd, 2018 the man assaulted his girlfriend and police were contacted to investigate. During the investigation the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.



BREACH

Cornwall, ON – A 25-year-old Cornwall man was arrested on March 2nd, 2018 and charged with breach of recognizance for being within 500 meters of his ex-girlfriend. It is alleged during an investigation into a possible breach, police found the man to be residing within 500 meters of his ex-girlfriend despite his conditions. He was taken into custody on March 2nd, 2018, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

WARRANT

Cornwall, ON – Richard Massia, 28 of Cornwall was arrested on March 3rd, 2018 on the strength of a warrant. It is alleged the man failed to report to police on January 15th, 2018 as per his conditions and a warrant was issued for his arrest. On March 3rd, 2018 the man was located by police, taken into custody on the strength of the warrant and released to appear in court on March 29th, 2018.

There were 156 calls for service in the City of Cornwall in over the weekend (8am Friday to 8am Monday morning).

Stabbing Homicide @ Riverside Drive Mall in Ottawa 030518

Homicide investigation on Riverside Drive shopping mall

(Ottawa) – The Ottawa Police Service Major Crime Unit is investigating a homicide located at the 2200 block of Riverside Drive.

On Sunday, March 4, at approximately 10pm, Frontline officers attended the shopping mall for a suspicious incident complainant. The officers located a male with injuries. The investigation led the officers to a vehicle in the parking lot, where a body was located, deceased from stabbing injuries.



Kalen BRYAN-BRADLEY, (male) 23 yrs old, of Ottawa, was located inside the vehicle deceased.

Two persons were taken into custody. Investigation continues.

Anyone with information regarding this investigation is asked to call Major Crime Unit at 613-236-1222, ext. 5493.

WARRANT

Cornwall, ON – Jordan Taylor, 24, of Ottawa was arrested on March 5th, 2018 on the strength of a warrant. It is alleged on December 21st, 2017 the man failed to attend for fingerprints and a warrant was obtained for his arrest. On March 5th, 2018 the man attended police headquarters to deal with the matter. He was taken into custody on the strength of the warrant and released to appear in court on April 12th, 2018.



Cornwall, ON – A 25-year-old Cornwall man was arrested on March 5th, 2018 on the strength of a warrant. It is alleged on February 23rd, 2018 the man forced his way into his ex-common-law’s residence, causing damage to the door. The man then allegedly assaulted a man known to him using a knife, causing him to seek medical attention for his injuries. It is also alleged the man threatened to harm his ex-common-law and the man known to him. Police were contacted and during an investigation a warrant was obtained for his arrest as the man had fled the scene prior to police arrival. On March 5th, 2018 the man attended police headquarters to deal with the matter. He was taken into custody on the strength of the warrant and held for a bail hearing. His name was not released as it would identity the victims in the matter.

Dog Attack Causes Death of a Shih Tzu 

(HAWKESBURY, ON) – On Tuesday February 27, 2018, members of the Hawkesbury OPP Detachment responded to an animal complaint in Vankleek Hill in the Champlain Township.

While walking her two small dogs on Tuesday afternoon, the citizens’ Shih Tzu was attacked by a large Great Dane/Lab mix. Serious injuries resulted in the dog’s passing a short time later.

Investigation revealed that the owner had the large dog on a leash but because of the size and weight of the Great Dane, she lost control of the leash when the dog began running towards the smaller dogs and attacked the Shih Tzu.

The owner of the Great Dane was charged under the Dog Owner Liability Act with Fail to prevent dog from biting, attacking a person or domestic animal.

She is scheduled to appear at the Ontario Court of Justice located in L’Orignal on April 5, 2018

 

A Shoplift Investigation Solved Several More

(HAWKESBURY, ON) – In January 2018, Hawkesbury OPP Constable Dominique Sauve investigated a shoplifting incident that occurred at the LCBO store on Main Street in the Town of Hawkesbury.

The investigation resulted in identifying the suspects and solving several others shoplift incidents since November 2017 at the LCBO.

39-year-old female, Cora Lee NORTON of Hawkesbury, ON was charged under the Criminal Code of Canada with five (5) counts of Theft Under $5000- Shoplifting.

42-year-old male, James GORDON of Hawkesbury, ON was charged under the Criminal Code of Canada with four (4) counts of Theft Under $5000- Shoplifting.

They were both released and scheduled to appear at the Ontario Court of Justice located in L’Orignal on March 7, 2018.

 

Excessive Speed Resulted in Several Charges

(HAWKESBURY, ON) – In January 2018, members of the Hawkesbury Detachment of the Ontario Provincial Police (OPP) responded to a report of a traffic complaint of a motor vehicle travelling at an excessively high rate of speed.

The vehicle, a black 2017 Hyundai Accent, was located and intercepted by Constable Dominique Sauve on Highway 417 in the East Hawkesbury Township.

Interaction with the male driver gave the officer reason to believe that he had operated his motor vehicle while under the influence of alcohol. The driver was issued a 3 day suspension for having a Blood Alcohol Concentration between 0.05 and 0.08.

Investigation revealed that he was driving without a valid driver’s licence and was in violation of his conditions.

Steve DUARTE (44 yrs) of Laval, QC was charged under the Criminal Code of Canada with the following section:

– Breach of Recognizance (2 counts)

He was also charged under the Highway Traffic Act with the following sections:

– Drive motor vehicle – no licence

– Race a motor vehicle – Excessive Speed

The vehicle was seized and the driver’s licence was immediately suspended for 7 days.

He was released and scheduled to appear at the Ontario Court of Justice in L’Orignal.

He is also to appear at the Ontario Provincial Offences Court in L’Orignal on March 7, 2018 for his driving offences.

 

Impaired by Alcohol

(HAWKESBURY, ON) – On Saturday March 3, 2018, at 3:15 am, Hawkesbury OPP Constable Patrick Spooner intercepted a black 2012 Dodge Ram on Sinclair Street in the Town of Hawkesbury.

Interaction with the female driver gave the officer reason to believe that she had operated her motor vehicle with blood alcohol content over 80 mgs.

Consequently, the driver, Danika LAROCQUE (31 yrs) of Hawkesbury, ON was arrested and charged under the Criminal Code of Canada with the following section:

– Driving with More than 80 mgs. of Alcohol in Blood

The vehicle was seized for 7 days and the driver’s licence was immediately suspended for 90 days.

She was later released and scheduled to appear at the Ontario Court of Justice located in L’Orignal on March 21, 2018

 

Impaired by Alcohol

(HAWKESBURY, ON) – On Saturday morning March 3, 2018, just prior to 6:00 am, Hawkesbury OPP Constable Matthew Beausoleil intercepted a white 2016 Kia Sorento on John Street in Hawkesbury.

The vehicle was stopped for travelling at an excessively high rate of speed on the Long Sault Bridge.

Interaction with the male driver gave the officer reason to believe that he had driven his motor vehicle with his abilities impaired by alcohol.

Nathan LAUZON (30 yrs) of Cornwall, ON was arrested and charged under the Criminal Code of Canada with the following sections:

– Driving While Ability Impaired- motor vehicle (Alcohol)

– Driving with More than 80 mgs. of Alcohol in Blood

He was also charged under the Highway Traffic Act with the following sections:

– Speeding 50+ Km/h over posted limit

– Novice driver – B.A.C. above zero

The traffic stop resulted in locating open alcohol inside the vehicle.

The driver was charged under the Liquor Licence Act with the following section:

– Driving motor vehicle with liquor readily available

The vehicle was seized for 7 days and the driver’s licence was immediately suspended for 90 days.

He was later released and scheduled to appear at the Ontario Court of Justice located in L’Orignal on March 21, 2018

Kingston Police had 149 calls for service during the 24 hour period starting from 5:00 a.m. on March 6, 2018. Of these, 107 calls occurred in the city central area, 25 in the west end, 3 in the east end, and 5 north of Highway 401. Some of these included:

There were 7 individuals arrested within the last 24 hours including 4 men and 3 women, between 16 and 58 years of age, for the following: assault, theft, attempt theft, utter threats, fraud over $5000, and possession of stolen property over $5000.

Woman Charged after Police Investigate $150,000 Fraud

A 27-year-old Toronto woman has been charged by Kingston Police for defrauding a Kingston woman of just over $150,000 through her financial investment firm.

On September 22, 2016 the complaints financial advisor received an email from the accused posing as the complainant. At that time the accused simply requested a balance on the complaints investments. In October and November 2016 the advisor acted on instructions in additional emails sent by the accused posing as the complaint, and subsequently transferred over $150,000 to a specific bank account.

On November 21, 2016 the advisor contacted the complaint by phone in regards to another email request to transfer funds. At this time the fraud was then discovered and police were contacted. Kingston Police Fraud Unit Detectives began an investigation that eventually resulted in identifying the accused, a Toronto woman.

On March 6, 2018 the accused turned herself in at Kingston police headquarters. The accused was charged with fraud over $5000, and possession of stolen property over $5000.

March in fraud prevention month and this incident provides a good example of how important it is to be cautious and never rush when making any type of financial transaction. Take the time to verify information and never pay something immediately upon being contacted by someone over the phone or through email.

Youth Arrested after Threat on Social Media

A 16-year-old Harrowsmith youth has been charged after sending a threatening message to another teenager.

On March 1, 2018 the victim received a text message from the accused whom she had only recently met. The accused believed the victim had hacked into her Facebook page and made unwanted posts. The accused threatened to have the victim charged and became belligerent with her. The victim blocked the accused from further messaging, however the accused found the victim on another social media platform and began sending more messages.

On March 5, 2018 the victim contacted police after the accused sent a message threatening to come to her house and kill everyone.

On March 6, 2018 the accused attended police headquarters with her mother. The accused was arrested and then later released with a future court date.

The accused was charged with utter threats to cause death.

Police wish to remind everyone that threatening or harassing someone through social media or messaging is a criminal offence, the same as doing it in person. If you have a disagreement or dispute with someone, take time to think before making posts or sending messages out of anger, consequences may include being arrested, charged criminally and going to court.

Suspended Driver Arrested and Held for Bail

A 26-year-old local man was arrested and held for bail after repeatedly driving while suspended.

On March 6, 2018 at approximately 11:30 a.m. a patrol officer observed the accused driving on Montreal Street with an expired licence plate validation. The officer stopped the accused as he turned into a driveway to investigate.

The officer learned the accused was unlicenced and records checks revealed the accused was found to be on two driving suspensions, and on a provincial offences probation order for driving while suspended. Further investigation revealed the licence plates had been reported missing and did not belong to the vehicle.

The accused was arrested and transported to police headquarters where he was held to attend a bail hearing the following day.

The accused was charged under the Highway Traffic Act with use plate unauthorized for vehicle, driver motor vehicle with expired validation, drive motor vehicle while suspended, and breach of probation.

Kingston Police Officer Raising Funds for First Nation Girls’ Hockey Team

With support from Kingston Police and the Kingston Police Association an officer and his wife are attempting to raise funds to support a Northern Ontario First Nation girls’ hockey team as they travel all the way to the Ottawa area to compete in a local tournament.

Constable Steve Koopman and his wife, Katie Koopman, were moved by a documentary highlighting the challenges faced by the ‘Rez Girls 64’ Wolves Peewee hockey team from Eabametoong First Nation, also known as Fort Hope, which is a remote, fly-in reserve in Northern Ontario. The team and their coaching staff struggled to find ice time, obtain equipment and funding to travel to a tournament in Thunder Bay but were ultimately successful. However, their next task was to raise funds to fly all the way to Ottawa, confirm accommodation, and participate in the 35th Kanata Girls Hockey Association House League Tournament occurring March 23-25, 2018. Thankfully, and only until recently, the team once again received the funding needed to participate.

Steve Koopman states, “After hearing coverage of the Rez Girls’ journey, and thoroughly moved by the determination of the young women leading this team to have their players experience what we all want for our children, we reached out to offer assistance relating to our photography background and document their time in Ottawa and at the tournament. The team accepted and we are honoured to attend. We are donating our time, photography experience, and covering all our own personal costs during the long weekend. We have separately fundraised enough to order metallic sports prints for each of the girls, obtained gift certificates and donations to assist with some visiting costs, and found space to have a get-together party for them one evening in Ottawa.

“However, we felt there was one last thing that could put this over the top. This is where we are asking the local Kingston community, and hopefully even further abroad, to help raise funds to send these girls to an event many of us in Southern Ontario take for granted, namely an NHL hockey game, which we believe to be a first for all of them. Specifically, when they arrive in Ottawa and just prior to the girls’ own tournament commencing, the Ottawa Senators will be playing against the Edmonton Oilers on March 22. We have reached out to the Senators’ group booking office and they have been kind enough to reserve 40 tickets for the girls, coaching staff and parent chaperones while we attempt to raise $3,000 in funds. We want to thank and acknowledge the Kingston Police Association for a generous donation to get the momentum rolling, and also the Kingston Police administration for supporting this initiative. If we are fortunate enough to exceed our goal then any additional funds will go to assist the team’s next tournament.

“We believe many Canadians acknowledge the disparity in living conditions, opportunities, and experiences found between some communities and that of First Nation reserves, especially those in more remote northern regions. This story of a small but tenacious group has inspired us to make their journey and stay in Ottawa a truly memorable one. We want to thank in advance all of those who are so generous to participate in this endeavour to ensure these wonderful and resilient young girls have the opportunity of a lifetime to see a professional hockey game in our nation’s capital and to inspire them forward in their passion for sport, camaraderie, independence, and optimism.”

Cornwall, ON – A 22-year-old Cornwall man was arrested on March 6th, 2018 and charged with breach of undertaking for communicating with his ex-girlfriend and failing to keep the peace. The man was also charged with failing to appear for prints. It is alleged the man was found to be in breach of his conditions on March 1st, 2018 when he contacted his ex-girlfriend. It is also alleged the male failed to appear for prints on March 2nd, 2018 and an investigation ensued. The male attended police headquarters on March 6th, 2018 to deal with the matter. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as the conditions stem from a domestic incident and would identify the victim in the matter.

Cornwall, ON – Dustin Beddingfield, 28, of Cornwall was arrested on March 6th, 2018 on the strength of a warrant. It is alleged the man failed to attend court on February 20th, 2018 for a theft charge and a warrant was issued for his arrest. On March 6th, 2018 the man attended police headquarters to deal with the matter. He was taken into custody on the strength of the warrant and released to appear in court on April 17th, 2018.

Waterloo Regional Police Service Officer Charged with Sexual Assault

Case Number: 17-OSA-301

Mississauga, ON (7 March, 2018) —

The Director of the Special Investigations Unit (SIU), Tony Loparco, has caused a charge to be laid against a Waterloo Regional Police Service (WRPS) officer in relation to an incident that reportedly occurred in October of 2017.
The SIU was contacted by WRPS on October 16, 2017 regarding a complaint of a sexual nature against the officer. The alleged assault reportedly occurred the night of October 14, 2017 against a woman at an Oktoberfest celebration at the Concordia Club in Kitchener. The officer was off-duty at the time of the alleged incident.
As a result of the SIU investigation, WRPS Constable Eric Schnarr is facing one count of sexual assault, contrary to s. 271 of the Criminal Code.
Cst Schnarr is required to appear before the Ontario Court of Justice at 85 Frederick Street in Kitchener on March 28, 2018.
The matter is now properly before the courts. In consideration of the fair trial interests of the accused, the SIU will make no further comment pertaining to this investigation.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.

Cornwall, ON – A 22-year-old Cornwall man was arrested on March 7th, 2018 and charged with breach of probation for communicating with a person under the age of 16 and failing to keep the peace. It is alleged on March 2nd, 2018 police attended a Cumberland Street address for an unrelated matter and found the man in breach of his conditions. On March 7th, 2018 the man was taken into custody, charged accordingly and released to appear in court on April 12th, 2018. His name was not released as the conditions stem from a domestic incident and would identify the victim in the matter.



WARRANT

Cornwall, ON – Devin McAllister, 38, of Cornwall was arrested on March 7th, 2018 on the strength of a warrant. It is alleged the man breached his conditional sentence order and a warrant was issued for his arrest. On March 7th, 2018 police attended a Pitt Street address and located the man. He was taken into custody on the strength of the warrant and held for a bail hearing.

WARRANT EXECUTED – DRUGS AND WEAPONS SEIZED

9 ARRESTED

 

(ALEXANDRIA,ON) On March 2, 2018, An investigation led by the Community Street Crime Unit – Project REDSTART was executed with the assistance of OPP Tactical Rescue Unit, Emergency Response Team, Canine Unit, Organized Crime Enforcement Bureau, Cornwall Community Police Service and SD&G OPP. The officers executed a Controlled Drugs and Substances Search Warrant on several residences and one business in the Village of Alexandria, North Glengarry Township.

 

This resulted in the seizure of a quantity of drugs:

–             2260 methamphetamine pills (speed)

–             1064 Hydromorphone pills

–             27 Fentanyl patches

–             594 grams of marihuana

–             66 grams of hash

The estimated street value of drugs seized is $42,540

This also resulted in the seizure of a quantity of weapons and Canadian currency:

–             2 hand guns

–             2 Conducted Energy Weapons (Tasers)

–             Nunchucks

–             Over $15000 cash

–             Multiple Long guns

–             Ammunition

–             6 replica handguns

 

 

The following individuals were arrested and charged;

 

Pierre LAROSE (59) of North Glengarry, Ontario was arrested and charged with;

 

– Possession of a Controlled Substance for the purpose of Trafficking (11 counts)

– Unauthorized Possession of a weapon (2 counts)

– Careless storage of ammunition (3 counts)

– Public Mischief

– Fraud over $5000 (5 counts)

– Possession of property obtained by crime (2 counts)

He was held in custody pending a bail hearing at Cornwall Court.

 

Brigitte MARTINSON (49) of North Glengarry, Ontario was arrested and charged with;

 

– Possession of a Controlled Substance for the purpose of Trafficking (11 counts)

– Unauthorized Possession of a weapon (2 counts)

– Careless storage of ammunition (2 counts)

– Possession of property obtained by crime (2 counts)

She was held in custody pending a bail hearing at Cornwall Court.

 

 

Claude LAVIGNE (53) of North Glengarry, Ontario was arrested and charged with;

 

– Possession of a controlled substance

– Produce a controlled substance

– Fail to comply with conditions of a recognizance

– Fail to comply with conditions of an undertaking

He was held in custody pending a bail hearing at Cornwall Court.

 

Luc LEROUX (52) of North Glengarry, Ontario was arrested and charged with;

 

– Possession of a Controlled Substance

He was released and scheduled to appear in Alexandria court on April 4, 2018.

She was held in custody pending a bail hearing at Cornwall Court.

 

Maxime CATER (28) of North Glengarry, Ontario was arrested and charged with;

 

– Possession of a Controlled Substance for the purpose of Trafficking

– Unauthorized Possession of a weapon (3 counts)

– Possession of property obtained by crime

Stabbing – River Road, Ottawa

(Ottawa) – The Ottawa Police Service Central Criminal Investigation Unit is investigating a stabbing.

On Thursday, the 8th of March 2018 at approximately 6 pm, a male was stabbed in the stomach on River Road near Donald Street in the City of Ottawa. The victim was taken to the Hospital with non life-threatening injuries. There is no one in custody at this time and police are still investigating.

TAKE MOTOR VEHICLE WITHOUT CONSENT, DANGEROUS OPERATION, FAIL TO STOP AT THE SCENE OF AN ACCIDENT, BREACH

Cornwall, ON – A 17-year-old Cornwall youth was arrested on March 8th, 2018 and charged with charged with take motor vehicle without consent, fail to stop at scene of accident, dangerous driving and breach of undertaking for failing to keep the peace. It is alleged on March 8th, 2018 the youth took someone’s vehicle without permission, drove it in a dangerous manner, struck another vehicle on Gloucester Street and fled the scene of the accident. Police were contacted and located the youth a short distance away. He was taken into custody, charged accordingly and released to appear in court at a later date. His name was not released as per provision of the Youth Criminal Justice Act.



ASSAULT, FORCIBLE CONFINEMENT, CRIMINAL HARASSMENT, ROBBERY, THEFT UNDER, THREATS, BREACH

Cornwall, ON – A 29-year-old Cornwall man was arrested on March 8th, 2018 and charged with assault, forcible confinement, threats, criminal harassment, robbery, theft under, and breach of probation for failing to keep the peace and failing to notify a change in address. It is alleged during arguments between November, 2017 and March 8th, 2018 the man assaulted his common-law wife, threatened to damage her property, forcibly took her phone, prevented her from leaving the residence, took some of her property and harassed her. Police were contacted and an investigation ensued. During the investigation the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

There were 38 calls for service in the City of Cornwall in the last 24 hours (8am the previous day to 8am the day of the release).

Drunk Shotgun Incident on Montreal Road Leads to Charges Ottawa 031218

Disturbance on Montreal Road results in arrest & shotgun seized

(Ottawa) – At approximately 10:50pm, on Friday, March 9, an intoxicated male was involved in a disturbance on the patio of an establishment in the 300 block of Montreal Road. During the disturbance, the male pointed a sawed off shotgun at 2 people.



The male then left the patio prior to police arrival. Responding Frontline officers immediately located the male and placed him under arrest without incident. The shotgun was also immediately found by officers after the suspect had discarded it nearby.

Nicholas LALONDE, 23 years of Ottawa has been charged with:

  • Careless use of firearm
  • Pointing a firearm x 2
  • Obstructing police
  • Breach of probation

LALONDE appeared in court Saturday, March 10, 2018.

DRIVER OF A STOLEN VEHICLE ARRESTED

(NORTH STORMONT,ON) – On March 8, 2018 at approximately 8:57am SD&G OPP officers responded to a report of a stolen motor vehicle on Highway 138, North Stormont, Ontario. The investigation revealed that a Toyota Rav 4 had been taken from the residence. Shortly thereafter Police located the vehicle and the driver. Investigation further revealed that the male had stolen a GMC Sierra earlier in the day.

Joshua SABOURIN of North Glengarry, Ontario was arrested and is charged with;

– Theft over $5000 of a motor vehicle (2 counts)

– Fail to comply with conditions of a probation order (3 counts)

He was held in custody pending a court appearance (bail) at the Ontario Court of Justice in Cornwall.

 

THREATS

(NORTH GLENGARRY,ON) – On March 8, 2018 at approximately 3:03pm Stormont Dundas & Glengarry Ontario Provincial Police officers responded to a report of threats in North Glengarry Township. Investigation revealed that a male youth had uttered threats.

A 14-year-old male of North Glengarry, Ontario was arrested and is charged with;

– Uttering Threats (2 counts)

He was released and is scheduled to appear at the Ontario Court of Justice in Cornwall court on April 5, 2018.

The name of the accused is being withheld in accordance with the Youth Criminal Justice Act (YCJA).



DRUGS SEIZED AT TRAFFIC STOP

(SOUTH GLENGARRY,ON) – On March 9, 2018 at approximately 8:05m, Highway Safety Division (SD&G) Ontario Provincial Police (OPP) officers intercepted a vehicle during a traffic stop on County Road 34, South Glengarry Township. The stop resulted in the seizure of a quantity of suspected marijuana from a male.

Niruyan RAJA (25) of Oshawa, Ontario was arrested and is charged with;

– Possession of a Controlled Substance

He was released and is scheduled to appear at the Ontario Court of Justice in Alexandria court on April 4, 2018.

 

IMPAIRED DRIVER

(SOUTH STORMONT,ON)- On March 9, 2018, A Highway Safety Division (HSD) Ontario Provincial Police officer was conducting speed measuring enforcement on Highway 401, South Stormont Townships.

The officer stopped a vehicle for travelling 156km/h (100km/h zone). The investigation revealed that the adult male driver was under the influence of alcohol.

The investigation revealed that the adult female driver was under the influence of alcohol.

– Care or control with over 80 Milligrams of Alcohol in blood

– Possession of a controlled substance

Cornwall, ON – Corry Crowder, 32, of Cornwall was arrested on March 10th, 2018 on the strength of a warrant. It is alleged the man failed to attend court on February 27th, 2018 for drug related charges and a warrant was issued for his arrest. On March 10th, 2018 the man was located by police, taken into custody on the strength of the warrant and held for a bail hearing.



THREATS

Cornwall, ON – A 38-year-old Cornwall man was arrested on March 10th, 2018 and charged with threats. It is alleged on March 10th, 2018 the man threatened his ex-girlfriend’s mother and police were contacted to investigate. On March 10th, 2018 the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

BREACH

Cornwall, ON – A 34-year-old Ottawa woman was arrested on March 11th, 2018 and charged with breach of recognizance for communicating with her ex-boyfriend, being within 100 metres of him and for consuming alcohol. It is alleged the intoxicated woman was found to be in breach of her conditions on March 11th, 2018 when she was located in the company of her ex-boyfriend. She was taken into custody, charged accordingly and held for a bail hearing. Her name was not released as the conditions stem from a domestic incident and would identify the victim in the matter.

There were 113 calls for service in the City of Cornwall in over the weekend (8am Friday to 8am Monday morning).

Cornwall, ON – A 70-year-old Cornwall man was arrested on March 12th, 2018 and charged with:
• Assault
• Assault with a weapon
• Assault causing bodily harm
• Sexual assault
• Sexual interference
• Sexual exploitation

It is alleged that between 1983 and December 2017, the man sexually assaulted and assaulted his wife and step-son on multiple occasions, and on one occasion, assaulted his wife with a weapon. Police were contacted and an investigation ensued. On March 12th, 2018 the man was taken into custody, charged accordingly and released to appear in court on April 17th, 2018. His name was not released as it might identify the victims in the matter.

BREACH, CRIMINAL HARASSMENT

Cornwall, ON – A 24-year-old Cornwall woman was arrested on March 12th, 2018 and charged with criminal harassment, as well as breach of undertaking for communicating with her ex-boyfriend and failing to keep the peace. It is alleged between February 26th, 2018 and March 8th, 2018, the woman was found to be in breach of her conditions when she repeatedly contacted the man. On March 12th, 2018, the woman attended police headquarters, was taken into custody, charged accordingly and held for a bail hearing. Her name was not released as the conditions stem from a domestic incident and would identify the victim in the matter.

Cornwall, ON – Marcel Seip, 29, of Cornwall was arrested on March 12th, 2018 and charged with breach of undertaking for being outside of his residence without his sureties, as well as breach of probation for failing to keep the peace. It is alleged the man was in breach of his conditions on March 8th, 2018 and police were contacted to investigate. On March 12th, 2018 the man was taken into custody, charged accordingly and held for a bail hearing.

BREACH, CRIMINAL HARASSMENT

Cornwall, ON – A 23-year-old Cornwall man was arrested on March 12th, 2018 and charged with criminal harassment, as well as breach of probation for being in possession of a weapon and failing to keep the peace. It is alleged on March 11th, 2018, the man repeatedly communicated with his sibling despite being warned not to by police. It is alleged on March 12th, 2018 police attended the residence of the man and located a gun, contrary to conditions of his probation order. On March 12th, 2018, the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it might identify the victim in the matter.

THEFT UNDER $5000, THREATS

Cornwall, ON – Linzey Brownell, 23, of Cornwall was arrested on March 13th, 2018 and charged with theft under $5000 and uttering threats. It is alleged on March 6th, 2018 the woman attended the residence of a male known to her and removed property from the residence without permission and police were contacted to investigate. During the investigation, it was also learned that threats had been made to a man known to her. On March 13th, 2018 police located the female and she was taken into custody, charged accordingly and released to appear in court on April 12th, 2018. Her name was not released as it might identify the victim in the matter.

There were 3 men arrested within the last 24 hours, between 25 and 41 years of age, for the following: fail to appear, harassment by repeated communication, unlicenced possession of a prohibited weapon, possession of a controlled substance, possession of a prohibited weapon, fraud over $500, breach undertaking, and breach recognizance. Two persons were arrested on outstanding warrants.

Windsor Man, Kitchener Woman Arrested for Drug Trafficking in Kingston

A 27-year-old Windsor man and a 22-year-old Kitchener woman have been arrested after an investigation by the Kingston Police Drug Unit. A 30-year-old local woman is currently wanted for her involvement.

On March 9, 2018 the Kingston Police Drug Unit obtained a controlled drug and substance act search warrant for a midtown hotel room. At approximately 3:30 p.m. Kingston Police Emergency Unit executed the warrant and located and arrested the 27-year-old male and 22-year-old female. A quantity of crack cocaine, Canadian currency, drug packaging, a digital scale and cell phones were seized. Additional crack cocaine was found on the male.

Both accused were transported to police headquarters. The male was held to attend a bail hearing and the female was released on conditions with a future court date.

The accused parties are jointly charged with possession of a controlled drug, possession of property obtained by crime, and possession for the purpose of trafficking.

Couple Caught with Drugs and Weapons after Man Drives with No Licence

A 25-year-old local man and a 31-year-old Verona woman were caught with drugs and weapons when a patrol officer spotted the unlicenced male driving.

On March 11, 2018 at approximately 9:00 p.m. a patrol officer observed a vehicle travelling eastbound on Weller Avenue. The accused male driver was known to be unlicenced and as the officer turned around the accused male suddenly turned into an address on Weller Avenue. As the officer pulled up behind the accused male climb over the accused female who was sitting in the passenger. The officer approached the vehicle and observed a pill bottle in the center console and a can of bear spray on the driver side door.

The pill bottle was found to contain suspected crystal methamphetamine and during a search of the vehicle officers found a baggie of suspected Percocet’s, an air soft pistol that resembles a Glock 40, and drug paraphernalia including glass pipes, digital scales and lighters.

Both accused were arrested and transported to police headquarters. The male accused was held to attend a bail hearing the following day. The female accused was released with a future court date.

Both accused were charged jointly with unlicenced possession of a prohibited weapon, and two counts of possession of a controlled substance. The male accused was additionally charged with possession of a prohibited weapon, and four counts of breach recognizance.

Woman Defrauds Employer $600,000 to Cover Her Mistakes

A 52-year-old Maxville woman has been charged after she misappropriated over 600,000 from her employer.

For the past several years the accused has acted as comptroller for a Kingston based business. During this time the accused sat on the boards of two charities located in Maxville, Ontario. Due to errors on her part, both charities incurred huge debts while the accused acted as the secretary treasurer. In an effort to keep the charities from falling into serious arrears the accused used her position as comptroller and began funneling money from her Kingston employer. Over the next three years the accused transferred just over $600,000 from the business into the bank accounts of both charities.

In December 18, 2017 the matter was reported to police and Detectives with the Kingston Police Fraud Unit began an investigation. It was determined some of the funds misappropriated by the accused to the charities were used to cover the expenses the accused incurred through her role as secretary treasurer.

On March 11, 2018 Detectives arrested the accused at her address in Maxville. The accused was transported to Kingston police headquarters where she was later released with a future court date.

The accused was charged with fraud over $5000.

Fraud Alert: iTunes Gift Cards and Fuel Cards

The Kingston Police Fraud unit continues to receive complaints of fraud involving iTunes Gift Cards and Fuel Cards used as a form of currency.

The fraud usually involves contact by phone either directly or in-directly through an automated message, or through text messages or email messages. The message will be from someone instructing you to pay outstanding taxes, a legal fine, a utility or service bill, etc. To prevent you from having time to realize it is a scam, the contact usually has a sense of urgency that you pay immediately or risk further penalty, interest, arrest, charges, etc.

Here are a few examples:

  • The fraudster claims to be with Canada Revenue Agency and failure to immediately pay taxes you owe will result in legal action and/or more interest.
  • The fraudster claims to be and officer and if you do not immediately pay some sort of legal fine or bail charge, police will be at your door to arrest you.
  • The fraudster claims to be with a utility or service company and threatens to cut off your heat/hydro, cable, water, etc. if you do not pay immediately.

The fraudster tells you the quickest and easiest way to pay your fines (to prevent arrest or charge) or fees (to prevent more interest) is by purchasing iTunes gift cards or Fuel gift cards. Once you purchase the card the fraudster will direct you to provide them with the numerical code revealed underneath the peel-off label on the back, in order to “pay your fine, fee, etc.” Once you give the fraudster the code, the money is gone almost immediately as the fraudsters can easily sell the loaded card numbers for a fraction of their retail price.

Those with some tech knowledge may easily recognize the above examples as frauds. However even tech savvy people have been scammed by fraudsters claiming the gift cards can be a way to use Apple Pay to avoid the security risks of linking your credit card to Apple Pay.

How to Prevent These Types of Frauds:

  • Knowledge of the common frauds and scams is a big part. The Competition Bureau of Canada has a great educational resource, The Little Black Book of Scams, available here: http://www.competitionbureau.gc.ca/eic/site/cb-bc.nsf/eng/03074.html
  • Share the information. Even if you are not tricked by a fraud or scam, a family member, friend, neighbour, colleague, employee, etc. might be. So talk about it, share it on social media (use hashtage #FraudPreventionMonth), and report it:
  • If you think you have just been scammed, contact Apple or the Gas Company immediately. They may be able to cancel the gift card before the funds are gone.
  • Employers and employees who work where gift cards are sold, should have a conversation about these types of frauds. Have a plan in place of what should be done if a customer wants to purchase a large value of gift cards, especially if they seem to be doing so with some sense of urgency.

Cornwall Ontario – One of most crucial gigs on council is being on the police board.  It’s meaty. It’s one of the biggest budget items.  Yet it’s been used in a corrupt and abusive manner (last term under Kilger and Pat Finucan) and as a rubber stamp for police budget raises this term.

The board is made up of five members, two from council.   This term it’s conflicted Mayor Leslie O’Shaughnessy and Councilor Andre Rivette.    Rivette is an odd pick as he got into trouble last term, allegedly flashing his police board card to get out of a late night traffic stop, and of course his history from the Ice Storm where it was alleged that while clearing brush from the storm he backdoored some firewood.

He was quoted in other media:

 

“We are here to basically oversee and I think we should remain in that job.” “I would like to leave it in the chief’s and deputy chief’s hands and they know the day to day operation.”

The problem is that while Andre may wish this, its the board that oversees the CCPS.

And that’s a big money issue because the board has to power to tell the CCPS to cut its budget by say…a Doug Ford like 4% which would erase this years tax hike which is at a near historic rate even with a motion to cap it at 4%.

All it would take is the will around the council table to ask its two members to get one more vote on the police board and that could happen.  Would Manon Deschamps really defy the will of the City Council and block direction to the police force to trim its budget?

This is the ugly truth behind this years budget process where Cornwall CAO Maureen Adams and her management team give council brutal options for budget cuts instead of the clear areas.

It’s also a reason why it’s so important to support real journalism that hasn’t sold out because if the public isn’t aware of issues like this then they can’t make clear decisions of where they wish to vote and how their community should evolve, and the voters, the people that pay the freight for this hot mess, get to make  decision every four years.

The Toronto Police Service would like to make the public aware of arrests in a Controlled Drugs and Substances Act investigation.

On Monday, March 12, 2018, at approximately 6:15 p.m., officers executed a search warrant at the 1 Tonamara Dispensary at 202 Spadina Avenue.

It is alleged that the following was seized during the execution of the search warrant:

– 76.14 grams of shatter
– 97.41 grams of Hashish
– 2400 grams (2.4kg) of loose marijuana
– 13,400 grams (13.4kg) of marijuana-derived products
– $ 5880.30 Canadian currency
– $ 405.00 U.S. currency

Courtney Campbell, 51, of Toronto, was arrested. He is charged with:

1) three counts of Possession of a Schedule II Substance for the Purpose of Trafficking

3) Possession of Proceeds of Property Obtained by Crime Over

Lynda Pineda, 23, of Toronto, was arrested. She is charged with:

1) three counts of Possession of a Schedule II Substance for the Purpose of Trafficking
2) three counts of Possession of a Schedule II Substance
3) Possession of Proceeds of Property Obtained by Crime Over

They are all scheduled to appear in court at Old City Hall on Monday, April 23, 2018, 9 a.m., room 114.

OPP Seeks Public Assistance In Electronics Store Robbery In Rockland

 

 

(ROCKLAND, ON.) – The Russell County Ontario Provincial Police (OPP) is asking for the public’s assistance locating a suspect involved in an armed robbery.

 

On March 9, 2018, at approximately 9:20 PM members of Russell County OPP were dispatched to an armed robbery at The Source electronics store at 3004 Richelieu Street in the city of Rockland, Ontario. Two masked males entered the store while a third individual remained outside in a dark coloured Chevrolet full cab pick-up truck with no license plates. The two males left the store with an undisclosed amount of electronics equipment and left in the pick-up truck. No one was injured during the robbery.

 

On March 10, 2018, at approximately 1:30 AM, a male was arrested in connection with the robbery. Adrian LAI, a 27-year old male from Ottawa, Ontario was charged with one count of Armed Robbery, one count of Disguise with Intent, two counts of Forcible Confinement, and two counts of Pointing a Firearm. He is scheduled to appear at the Ontario Court of Justice in L’Orignal, Ontario on April 11, 2018.

 

At approximately 3:05 AM a female was arrested in connection with the robbery. Wajiha HAYEE, a 30-year old female from Ottawa, Ontario was charged with one count of Conspiracy to Commit Indictable Offence, and one count of Robbery Using Firearm. She is schedule to appear at the Ontario Court of Justice in L’Orignal, Ontario on March 14, 2018.

 

A publication ban has now been placed on court proceedings in this case.

 

The third suspect is described as a tall male, wearing black clothing, and English speaking. Russell County OPP are asking for information leading to the identity and arrest of the third suspect.
